HomeMy WebLinkAboutPublic Works - 1992-05-11PWTC\1992-05-11 PUBLIC WORKS AND TRANSPORTATION COMMITTEE MINUTES MAY 11, 1992 The Public Works and Transportation Committee met this date under the Chairmanship of Alderman J. Smola with the following members present: His Worship Mayor D. Cardillo, Alderman C. Weylie, Alderman M. Wagner, Alderman T. Galloway and Alderman G. Lorentz. Others Present: Messrs. A. Mak, S. Gyorffy, J. O'Rourke, J. Webster, D. Snow, T. McKay and L.F. Parkhouse. This meeting of the Public Works and Transportation Committee commenced at 9:15 a.m. 1.DOTR 92-19 - Toronto Dominion Bank - New Branch Grand Opening - Kinq and Francis Streets The Committee considered a request from the Toronto Dominion Bank requesting permission to use City Parking Lot #6 in conjunction with the Grand Opening of their new facility located at the intersection of King Street and Francis Street. This event will take place on Thursday, June 25, 1992. The Committee was advised that staff is recommending the approval of this request with the Toronto Dominion Bank being charged $150.00 to off-set the loss of revenue created by closing Lot #6 on June 25th. When questioned, staff advised that to the best of their knowledge the existing Branch Office at the intersection of King Street and Frederick Street will be closed when the new facility is open. On motion by His Worship Mayor D. Cardillo - it was resolved: "That Lot #6, King Street, be closed to the public on Thursday, June 25, 1992, for the exclusive use of invited guests to the Grand Opening festivities of the Toronto Dominion Bank, and further, That the Toronto Dominion Bank be charged the sum of $150.00 to off-set the loss of revenue that would result from this arrangement." 2.Teleride Saqe - Addendum to Maintenance Aqreement The Committee was requested to approve an addendum to an existing agreement with Teleride Sage which would have the effect of extending an existing agreement so that software maintenance is provided to Kitchener Transit for the Televiewer System. It was noted that this agreement covers an extension of service, however, there is no increase in the basic monthly charge to the City. On motion by Alderman M. Wagner- it was resolved: "That the Mayor and Clerk be authorized to execute an agreement with Teleride Sage Limited regarding an addendum to the existing Telerider Maintenance Agreement regarding software maintenance for the Televiewer System." 3.Schneider Trunk Sanitary Sewer System - Phase 5 The Committee considered a report outlining that in 1987 Council approved the selection of Proctor & Redfern Ltd. to provide consulting services in regard to Phase III of the Schneider Trunk Sanitary Sewer System. In 1989, Council approved a similar resolution and Proctor & Redfern Ltd. was selected as the Consultant for Phase 4 of this project. Because of their past performance and work experience in the area covered by the Schneider Trunk Sanitary Sewer System it is now being recommended that the consultant selection process be waived and that Proctor & Redfern Ltd. be appointed for Phase 5 of this project. Alderman M. Wagner reminded the Committee that during recent storms approximately 26 homes in the Sydney Street, Nyberg Street and Bedford Road area were flooded. In this regard, PUBLIC WORKS AND TRANSPORTATION COMMITTEE MINUTES - 36 - MAY 11, 1992 Alderman Wagner questioned whether or not Phase 5 of the Schneider Trunk Sanitary Sewer System could 3.Schneider Trunk Sanitary Sewer System - Phase 5 (Cont'd) be split into 2 stages so that work could be undertaken immediately in this critical area. In this regard, Mr. A. Mak pointed out that Proctor & Redfern Ltd. are prepared to start work immediately and, accordingly, work schedules and cost estimates should be available in approximately 3 weeks. It was pointed out, however, that there may be cost implications associated in having this phase of the project separated into 2 stages. In reply to questioning by Alderman T. Galloway, it was noted that the approval of the request as submitted will result in staff negotiating a contract with Proctor & Redfern Ltd. for consulting services. This contract will then be presented to City Council for final approval. On motion by His Worship Mayor D. Cardillo - it was resolved: "That the consultant selection process be waived and that the firm of Proctor and Redfern Ltd. be retained to provide engineering services for Phase 5 of the Schneider Trunk Sanitary Sewer System." 4.Timinq Problems - Gas Utility Alderman C. Weylie expressed concern regarding problems created for various homeowners when they receive a time estimate regarding the installation of services by the Utilities Division. On many occasions, the Utilities Division indicates that gas services will be installed within a specific period of time, however, this does not take place. As a result, other sub-contractors cannot do their work because they must await the installation of the gas service. It was the view of Alderman Weylie that the Utilities Division should be more realistic in providing estimates regarding the installation of a gas service. 5.1991 Annual Report- Public Works Department The members of the Committee received and reviewed the 1991 Annual Report from the Public Works Department. Alderman M. Wagner referred to staff who have upgraded their education and questioned whether or not any recognition is provided in this regard or for staff who act as volunteers for other organizations. In this regard, Mr. T. McKay outlined the existing policy regarding the payment of tuition fees but noted that there is no program to recognize staff volunteers. Mr. McKay did indicate, however, that a program of this nature would be considered. There were several questions regarding the entire matter of recycling and it was noted that at the present time everything has been put on hold by the Regional Municipality of Waterloo. They are in the process of preparing a Recycling Master Plan which will assist the Region in deciding where they want to go over the next 5 years. Alderman G. Lorentz raised a concern regarding the overflowing of the Voisin Greenway. In this regard, it was noted that terms of reference have been prepared and a consultant will be retained to review the Voisin Greenway situation and recommend corrective measures. When questioned regarding flooding problems on Rolling Meadows Drive, Mr. A. Mak pointed out that it would appear that only 2 alternatives are available to correct the existing problem. One solution is to install a larger pipe right down to the Greenway, with the second solution being to install underground storage facilities. It has been estimated that it will cost approximately $2,000,000.00 to implement either of these corrective measures. In regard to problems on Royal Orchard Drive, it was noted that the consultant selection process has been started. When a consultant has been retained they will review the entire matter so that it can be determined how storm water is getting into the sanitary sewer and how this problem can be overcome. Weylie expressed the view that structures such as retaining walls with fences, outdoor storage sheds and swimming pools are having an impact on drainage and, in many cases, creating flooding problems. It was the view of Alderman Weylie that staff should consider taking a more active role in approving the location of such structures. Alderman Weylie also referred to a situation on Glasgow Street which has existed for approximately 4 years. As part of an upgrade of services, Kitchener-Wilmot Hydro installed new poles and relocated their lines. The old Bell lines, however, are still on the old poles and, accordingly, the poles cannot be removed. It was agreed that staff would follow-up on this matter in an attempt to have the situation resolved. Alderman M. Wagner requested that consideration be given to the development of bicycle lanes on those streets which must be totally reconstructed for one reason or another. In this regard, Mr. T. McKay pointed out that, in most cases, bicycle lanes are established on roads which are under the control of the Region. When questioned by the Committee, Mr. J. O'Rourke outlined projects which are presently being undertaken as the result of recommendations contained in the Bens Report. It was noted that some of the recommendations which have been implemented are staff oriented and the results are better staff training, more staff flexibility and better staff morale. The 1991 Annual Report of the Public Works Department was received as submitted. 6. Adiournment On motion, the meeting adjourned at 10:35 a.m. L.F. Parkhouse Deputy City Clerk
