PUBLIC WORKS AND TRANSPORTATION COMMITTEE MINUTES
JULY 6, 1992
The Public Works and Transportation Committee met this date under the Chairmanship of Alderman
J. Smola with the following members present: Alderman C. Weylie, Alderman T. Galloway, Alderman
M. Wagner and Alderman G. Lorentz. His Worship Mayor D. Cardillo was in attendance for part of
the meeting.
Others Present:
Messrs. B. Gulliver, J. Webster, W. Beck, T. McKay, S. Gyorffy, D. Suzuki, J.
Wallace, D. Snow, J. McBride, F. Graham and L.F. Parkhouse.
This meeting of the Public Works and Transportation Committee commenced at 9:05 a.m.
1. Land Purchase - 265 Victoria Street South
The Committee considered a report from Mr. G. Andersen, Land Purchasing Officer, recommending
the purchase of the lands known municipally as 265 Victoria Street South. It was noted that a
30 inch sanitary sewer runs across this site; however, no formal easement was ever obtained.
There are several options available regarding the use of this property ranging from demolition of the
existing residential structure to renovating the structure and making it available for various
housing purposes.
Mr. J. Wallace appeared before the Committee and pointed out that the sanitary sewer in question
also runs across other properties for which easements have not been obtained. It was the view
of Mr. Wallace that the City should enter into negotiations to obtain required easements.
Following further discussion and on motion by Alderman G. Lorentz -
it was resolved:
"That the City purchase the property known as 265 Victoria St. S., Kitchener from Adrian
and Florencia Rosu for the sum of $92,500 plus legal and survey costs and the
penalty to prepay the vendors mortgage prior to its maturity date, with the funds
to be advanced from the Sewer Surcharge account, and further,
That the Mayor and Clerk be authorized to execute all documentation required by the City
Solicitor, and further,
That the
Land Purchasing Officer be authorized to enter into negotiations with all
necessary property owners in order to obtain easements regarding this sanitary
sewer."
2.Department of Public Works - Projects In Progress
For information purposes the Committee received a report from the Engineering Division of the
Public Works Department outlining various projects in progress.
Alderman M. Wagner requested a report outlining the status of various flooding claims which have
been received from property owners on Sydney Street. In this regard it was noted that flooding
claims are processed through the Safety Division to the City's insurance adjusters.
His Worship Mayor D. Cardillo entered the meeting at this time.
3.Gray Coach Lines Inc. - Transportation Centre
Mr. W. Beck, Director of Transit, appeared before the Committee and made a verbal presentation
regarding difficulties which are being experienced with Gray Coach Lines Inc., relative to their
existing operation out of the City's Transit Terminal. It was noted that the main source of
concern has to do with the issuance of tickets for inter-city passengers.
The Committee was advised that staff met with representatives of Gray Coach Lines Inc., on July 2,
1992 and it would now appear that all existing concerns can be overcome. The Committee will
be provided with further information as it becomes available.

4.National Bus Roadeo
Mr. Ron Pearson, Assistant Manager of Transit Operations, appeared before the Committee and
outlined the criteria which bus drivers must meet in order to participate in the Kitchener Bus
Roadeo. The winner of this event then attends the National Bus Roadeo.
Mr. Pearson introduced Mr. Greg Pytlik, who won the 1992 Kitchener Roadeo and finished 4th in the
National event. Mr. Pytlik won the Rookie of the Year award in the National event which is
awarded to the operator who accumulates the most points while competing at the National level
for the first time.
On behalf of the Committee, Alderman Smola congratulated Mr. Pytlik on his achievements.
5.Year To Date Report - Ridership and Revenue
For information purposes a report was handed out to the Committee providing Transit ridership and
revenue figures. It was noted that revenue from the fare box is presently under budget by
approximately $50,000. One of the contributing factors to this shortage is that the school year
at St. David's School was shortened by approximately one month. It was also noted that most
industrial routes are operating well below standard and these will be reviewed in order to
determine what service cut backs can be undertaken.
The Committee then undertook a general discussion regarding bus advertising with the suggestion
being made that this space should be used for city purposes if it can not be rented out to the
private sector. It was noted that city departments can make use of available advertising space;
however, they must provide appropriate signage.
6. Department of Transportation - Annual Report
Messrs. J. Webster, B. Gulliver, W. Beck, D. Snow and J. McBride made presentations to the
Committee regarding the 1991 Annual Report for the Department of Transportation. The
presentations outlined activities which took place during 1991 and those which are being
pursued during 1992.
During the presentation made by Mr. Beck, there was a general discussion regarding the cost of a
single trip fare versus the cost of a monthly bus pass.
During the presentation of Mr. McBride regarding parking services, there was a general discussion
regarding the possibility of issuing permits which would allow on street parking.
Mr. D. Snow presented a proto-type of a storage and locking device for bicycles. This proto-type will
be located at a suitable location in the downtown area.

On motion, the meeting adjourned at 11:05 a.m.
