HomeMy WebLinkAboutPublic Works - 1992-11-02PWTC\1992-11-02 PUBLIC WORKS AND TRANSPORTATION COMMITTEE MINUTES NOVEMBER 2, 1992 The Public Works and Transportation Committee met this date under the Chairmanship of Alderman J. Smola with the following members present: His Worship Mayor D. Cardillo, Alderman M. Wagner, Alderman J. Ziegler and Alderman G. Lorentz. Alderman C. Weylie was in attendance for part of the meeting. Others Present: Ms. S. Kennedy and Messrs. D. Snow, B. Stanley, J. Webster, D. Suzuki, J. O'Rourke, B. Liddle, F. Graham, T. McKay and L.F. Parkhouse. This meeting of the Public Works and Transportation Committee commenced at 9:40 a.m. 1. DOTR 92-43 - Traffic Control - Fairview Ward The Committee considered a report which recommends, following site investigations, that a stop control be installed on Ardelt Avenue at Hanson Avenue. It was noted that existing conditions can create confusion for motorists and there have been 4 collisions over the past 3 years. On motion by Alderman J. Ziegler- It was resolved: "That a stop control be installed at the following location: Ardelt Avenue at Hanson Avenue, and further, That the Uniform Traffic by-law be amended accordingly." 2.DOTR 92-46 -On-Street Parkinq Meters -Younq Street The Committee considered a report which recommends that 7 metered parking spaces with a 1 hour time limit be installed on the west side of Young Street between King Street and Duke Street. It was noted that Young Street has been recently reconstructed and provision has been made for 7 metered spaces adjacent to the new City Hall. On motion by Alderman J. Ziegler- It was resolved: "That seven (7) metered parking spaces with a one (1) hour time limit be implemented on the west side of Young Street between King Street and Duke Street, and further, That parking be prohibited on the east side of Young Street between King Street and Duke Street, and further, That the Uniform Traffic By-law be amended accordingly." 3.Heritaqe Drive - Proposed Closure The Committee was advised that at the Planning and Economic Development Committee meeting held October 19, 1992, and at the request of Alderman G. Leadston, staff were instructed to prepare a report outlining the time and costs involved to have a consultant review the entire matter of closing Heritage Drive in the vicinity of the Grand River Collegiate. This report was to be directed to both the Public Works and Transportation Committee and the Planning and Economic Development Committee for consideration. Alderman C. Weylie entered the meeting at this time. The report, as presented by Mr. Snow at this time, questions the need to engage an outside consultant. It was suggested that such a report would no doubt confirm the conclusions reached by staff and would only serve to further delay the decision making process. The Committee was advised that many years ago the Community Plan and Plans of Subdivision for this area indicated that Heritage Drive would be closed. It was always suggested that this closure would take place once Lackner Boulevard was opened. It was the view of Mr. Snow that, at this time, the only options are to close Heritage Drive and fulfill the previous PUBLIC WORKS AND TRANSPORTATION COMMITTEE MINUTES - 65 - NOVEMBER 2, 1992 commitments or leave the road open. 3.Heritage Drive - Proposed Closure (Cont'd) The concerns in the neighbourhood are that some residents indicate that they purchased their property on the basis that Heritage Drive would be closed. Those opposed to the closure are concerned that this course of action will result in additional traffic on internal streets and Lackner Boulevard will not become the route of choice. Alderman J. Ziegler suggested that possibly a temporary closure could be undertaken so that changes in traffic patterns could be reviewed. In this regard, Mr. Snow suggested that a closure for a period of 1 year would be required to carry out a proper evaluation. It was noted that this matter will be discussed in detail at the meeting of the Planning and Economic Development Committee to be held later on this date. Mr. Snow advised that as part of his presentation at that meeting he will be making recommendations regarding various stop and speed controls in the neighbourhood. 4.American Public Works Association For information purposes, the Committee received a report from Mr. D. Suzuki, Commissioner of Public Works, regarding his attendance at the International Public Works Congress and Exposition. At the request of the Committee, Mr. Suzuki agreed to carry out further investigations regarding pre-moistened salt for use during the winter months and to file a report in this regard with the Committee. 5.Public Works Department - Projects in Progress This informational report was considered by the Committee and staff provided updated information regarding several matters. 6.
