HomeMy WebLinkAboutPublic Works - 1992-10-05PWTC\1992-10-05 PUBLIC WORKS AND TRANSPORTATION COMMITTEE MINUTES OCTOBER 5, 1992 The Public Works and Transportation Committee met this date under the Chairmanship of Alderman J. Smola with the following members present: His Worship Mayor D. Cardillo, Alderman C. Weylie, Alderman T. Galloway and Alderman M. Wagner. Alderman G. Lorentz was in attendance for part of the meeting. Others Present: Messrs. T. McKay, J. Webster, D. Suzuki, D. Snow, B. Liddle, E. Scharlach, J. Wallace, J. O'Rourke, F. Graham and L.F. Parkhouse. This meeting of the Public Works and Transportation Committee commenced at 9:05 a.m. 1 .Schneider Trunk Sewer - Phase 5 The Committee was advised that Stage 1 of Phase 5 of the Schneider Trunk Sewer is work on the Sydney Street sewer. It was noted that some properties on Sydney Street have been subjected to basement flooding during periods of heavy rain and this project will alleviate this problem. The report, as presented, pointed out that winter construction would ensure the residents of no flooding in the Spring of 1993, however, there would be additional costs and other possible inconveniences. The additional costs would amount to approximately $80,000.00 and there may be problems with the freezing of a temporary water system and the condition of the street during the construction process. Mr. B. Liddle appeared before the Committee and referred to the last 5 times there was flooding on Sydney Street. This flooding occurred twice in April and 3 times during the months of July and August. The reconstruction of the Sydney Street sewer, as quickly as possible, would provide a significant benefit to 4 or 5 properties in the area. Alderman M. Wagner questioned the cost of settling claims from past floods, however, it was noted that in all past cases liability has been denied by the City's Insurance Company. Alderman G. Lorentz entered the meeting at this time. Mr. J. Wallace suggested to the Committee that no special policy should be established for this area but rather the work should be scheduled and completed with any flood claims being considered when and if they arise. The Committee was advised that because of possible problems, staff would prefer to commence this work in April of 1993. The consulting engineers have taken a neutral position in this regard. Following further discussion and on motion by Alderman M. Wagner - it was resolved: "That construction of the Sydney Street sewer, being Stage 1 of Phase 5 of the Schneider Trunk Sewer Project be commenced in the Spring of 1993." 2.Traffic Control - St. Leqer Street at Wellinclton Street A delegation had registered to appear before the Committee to outline their concerns regarding traffic accidents which have taken place at the intersection of St. Leger Street and Wellington Street North. The registered delegation failed to appear before the Committee at this time. The Committee was advised that on August 10, 1992 a 12 inch traffic beacon and baselight flasher had been approved for installation on the stop signs at this intersection. Due to problems with Ontario Hydro, however, these flashers were not activated until around the 1st of October. The Committee was advised that there have been further accidents at this intersection over the past several weeks, however, it is felt that the flashers, which have now been activated, will highlight the existing stop signs and resolve the existing problems. Staff will continue to monitor the situation at this intersection. 2.Traffic Control - St. Leqer Street at Wellinclton Street (Cont'd) PUBLIC WORKS AND TRANSPORTATION COMMITTEE MINUTES - 60 - OCTOBER 5, 1992 When questioned by Alderman G. Lorentz, Mr. Snow expressed the opinion that an all-way stop control is not warranted at this intersection and if the steps taken to date do not resolve the situation, then traffic signals will be required. 3.DOTR 92-35 -On-Street Parkinq - Palmer Avenue The Committee was advised that there is presently a parking prohibition on the west side of Palmer Avenue from Courtland Avenue to a point being 93 metres to the south. It is proposed to extend this prohibition by an additional 23 metres to allow for the better movement of tractor trailer vehicles entering and exiting the J.M. Schneider Shipping & Receiving area. On motion by Alderman C. Weylie - it was resolved: "That parking be prohibited on the west side of Palmer Avenue from Courtland Avenue to 116 metres south thereof, and further, That the Uniform Traffic By-law be amended accordingly." 4. DOTR 92-39 - Stop Control - Dunbar Road The Committee was advised that, after review, staff are recommending that a stop control be installed on Dunbar Road at Brandon Avenue. On motion by Alderman C. Weylie - it was resolved: "That a stop control be installed at the following location: Dunbar Road at Brandon Avenue, and further, That the Uniform Traffic By-law be amended accordingly." 5.Special Collection of Leaves for Compostinq The Committee received information regarding the City's Leaf Collection Program which will be delivered to all residences and placed in the local newspaper. It was noted that this will be the third year for this Leaf Collection Program. Several members of the Committee were of the view that steps should be taken to completely stop residents from raking their leaves onto City streets. It was suggested that this action creates unsafe traffic conditions and also results in these same leaves being blown onto other properties and having to be raked again. It was noted that, if Council wishes to proceed in this manner, then staff must be directed to lay charges under the existing by-law. It was the view of the Committee that for the Fall of '92 it would be preferable to launch an education program which would advise people as to the provisions of the existing by-law. If this education program is not successful then consideration can be given to laying charges in the Fall of 1993. There was also concern about the pick-up dates in that some of them may be too early. In this regard, it was noted that residents can bag their leaves and take them to the Regional composting area where they will be received at no charge. Mr. S. Gyorffy, Director of Operations, noted that the program is basically working very well with tons of leaves being bagged and removed to the Regional compost facility. The members of the Committee agreed that it was important to start the educational process and, accordingly, concerns about traffic safety and other problems will be included in the phamphlets and advertisements regarding the Leaf Collection Program. 6.Public Works Department - Projects in Proqress PUBLIC WORKS AND TRANSPORTATION COMMITTEE MINUTES - 61 - OCTOBER 5, 1992 Alderman G. Lorentz was advised that a draft report has been received regarding the Royal Orchard flooding problem. It was noted that the draft report does recommend some interim solutions, however, it could cost several million dollars to totally resolve the existing situation. 7.
