SPECIAL COUNCIL MINUTES
NOVEMBER 23, 1992
The Council of the Corporation of the City of Kitchener met in special session this date with all members
present.
Notice of this special meeting had been given by the City Clerk in accordance with Council's Procedural
By-law. The purpose of this meeting was to consider appointments for 1993 to the Standing and Special
Committees of City Council, Boards and Commissions and other appointments. The 1993 meeting
schedule is also to be considered at this meeting.
Attached to and forming part of these minutes are the appointments as approved for 1993. With the
exception of the appointments specifically noted in these minutes, all positions were filled by acclamation.
There was discussion as to whether or not the Community Services Committee, the Finance and
Administration Committee, the Planning and Economic Development Committee and the Public Works
and Transportation Committee should all become Committees of the Whole Council. Following
discussion, however, it was agreed that members of Council should only be appointed to a Standing
Committee if they are interested in serving on it.
Council then considered appointments to the Adaptive Re-Use of Industrial Buildings Sub-Committee. It
was noted that the terms of reference for this Sub-Committee were approved by City Council on October
13, 1992. There was discussion that the approved terms of reference should be amended to increase the
membership to four aldermen from the approved two and to add an architect to the Sub-Committee.

That the terms of reference for the Adaptive Re-Use of Industrial Buildings Sub-Committee as
approved by way of a Council resolution on October 13, 1992 be amended to increase the number
of alderman to four from two and to add an architect.
Carried Unanimously.
Members of Council then entered into a discussion regarding membership on the City Hall Steering
Committee. Aldermen J. Smola and J. Ziegler indicated that they would prefer that this not be considered
as a Committee of the Whole Council. Following discussion, it was agreed that Aldermen J. Smola and J.
Ziegler would be deleted as members of the City Hall Steering Committee.
Appointment to the Employment Equity Review Committee were considered. Alderman J. Ziegler advised
that he was interested in serving on this committee and accordingly, requested that the Council resolution
of October 26, 1992 be amended to provide for a membership which would include three aldermen.

That the Council resolution adopted on October 26, 1992 establishing the Employment Equity
Review Committee be amended to allow the appointment of three aldermen to this committee.

That notwithstanding the provisions of clause l(a) of Council Policy No.1-60 (Appointment of Lay
Members - Length of Service), we hereby confirm the appointment of Mrs. G. Stoner to the Local
Architectural Conservation Advisory Committee.

The members of Council were advised that Mr. Robert J. Chorney has submitted his report regarding the
operation of the Farmers' Market. The members of Council agreed that the existing membership of the
Market Operating Committee would be reappointed for a temporary period of up to six months in order for
the Chorney Report to be considered and implemented.
The membership of the Parks & Recreation Advisory Group was considered and it was noted that new
Terms of Reference are being prepared and will be finalized in the near future. In this regard, the
members of Council agreed that no action would be taken regarding appointments to this Group until the
Terms of Reference are finalized.

Appointments to the Property Standards Committee were considered with the following individuals being
nominated to fill the four vacancies, namely:
