SPECIAL COUNCIL MINUTES
NOVEMBER 22, 1993
The Council of the Corporation of the City of Kitchener met in special session this date with all members
present.
Notice of this special meeting had been given by the Deputy City Clerk in accordance with the Council's
Procedural By-law. The purpose of this meeting was to consider appointments to the Standing and
Special Committees of City Council, Boards and Commissions and other appointments for 1994.
Attached hereto and forming part of these minutes are the appointments as approved for 1994.
With the exception of the appointments specifically noted in these minutes, all positions were filled by
acclamation.
Council considered appointments to the Adaptive Re-use of Industrial Buildings Sub-Committee.
Councillor M. Wagner suggested that the Terms of Reference for this sub-committee should be amended
to reflect the membership as it presently exists. In particular, Councillor Wagner indicated that one
architect is to be appointed to this sub-committee; however, two Architects have in fact attended the
meetings. The Terms of Reference also call for one Planning Consultant to be appointed; however, two
have been attending the meetings.

Seconded by Councillor C. Zehr
That the Terms for Reference for the Adaptive Re-use of Industrial Building Sub-Committee be
further amended to increase the number of Architects from one to two and to increase the number
of Planning Consultants from one to two.
Carried Unanimously.
Councillor T. Galloway advised that the Employment Equity Review Committee should be re-appointed
for a further one year term so that it can deal with concerns raised by the Human Rights Commission
relating to the report dealing with the hiring of firefighters. The members of Council agreed that the
Employment Review Committee would be re-appointed with the membership being exactly the same as it
was in 1993.
The members of Council then discussed the appointment of lay members to the Environmental
Committee. It was noted that in 1993, five lay members plus the Chairman of the Ward Co-ordinators of
the Adopt Your Environment Program were appointed to this Committee. For 1994, the members of
Council agreed that the number of lay members on the Environmental Committee should be increased
from 5 to 6.

Seconded by Councillor J. Ziegler
That the number of lay appointees on the Environmental Committee for 1994 be increased from 5
to 6.
Carried Unanimously.
The members of Council discussed the lay appointees to the Kitchener Farmers' Market Advisory
Committee. The members of Council agreed that the following individuals would be appointed to this
Committee:
Mr. John Bowman
Mr. Jan Ciuciura
Ms. Joan Doyle
Mr. Ron McCarville
Ms. M. Martha Welsh
Mr. Phil Olinski and Mr. Nelson Stead were both nominated for appointment to the Farmers' Market
Advisory Committee.
The voting procedure as approved by City Council was then undertaken to elect one additional lay
member to the Kitchener Farmers' Market Advisory Committee. The voting procedure resulted in Mr.

Nelson C. Stead being declared elected.
Lay appointments to the Local Architectural Conservation Advisory Committee were considered with the
following individuals being appointed:

Ms. E. Esenbergs
Mrs. J. Kramer
Mr. D. Parrish
Mr. W. Ristau
Mrs. G. Stoner

Ms. M. Welsh
Moved by Councillor M. Wagner
Seconded by Councillor G. Leadston
That notwithstanding the provisions of clause l(a) of Council Policy No.1-60 (Appointment of Lay
Members - Length of Service), we hereby confirm the appointment of Mrs. G. Stoner to the Local
Architectural Conservation Advisory Committee.
Carried Unanimously.
The members of Council were advised that the Mayor's Task Force on Continuous Improvement need not
be re-appointed.

That the Mayor's Task Force on Continuous Improvement be disbanded.
Carried Unanimously.
Appointment of lay members to the Parks and Recreation Advisory Committee were considered with Mr.
P. Doherty and Mr. P. Olinski being appointed for a three-year term expiring November 30, 1996. Mr. P.
Sharpe was appointed for a term of one year expiring November 30, 1994 to complete the term of Ms. B.
Hallman who resigned in May of 1993.

That notwithstanding the provisions of clause l(a) of Council Policy No.1-60 (Appointment of Lay
Members - Length of Service), we hereby confirm the appointment of Mr. P. Doherty to the Parks &
Recreation Advisory Committee.
Carried Unanimously.
Appointments to the Property Standards Committee were considered with the following individuals being
nominated, namely:
Mr. M. Badran
Mr. J. Crawford
Mr. T. Polzin
Mr. N. Stead
Mr. C. Walkey
It was noted that Mr. T. Polzin has served on the Property Standards Committee for eleven years and
accordingly, Council would have to agree unanimously in order for him to be re-appointed for a further
one year term. This matter was put to a vote and unanimous support was not forthcoming.

The following individuals will be appointed to the Property Standards Committee, namely:
Mr. M. Badran
Mr. J. Crawford
Mr. N. Stead
Mr. C. Walkey
The members of Council then considered the appointment of one person for a three-year term to the
Centre In The Square Inc. Board of Directors. The following individuals were nominated, namely:
Mr. Alan D. Barron
Ms. Valerie Hoag
Mr. Bob Sagness
The approved voting procedure was then utilized which resulted in Valerie Hoag being declared elected.
Councillor B. Stortz expressed interest in being appointed to the K-W Regional Folk Arts Multicultural
Centre Festival Committee and accordingly, it was agreed that both Councillor Stortz and Councillor M.
Yantzi would be appointed in this regard.
The members of Council instructed staff to forward a letter to all individuals who applied but were
unsuccessful in being appointed to thank them for their interest and encourage them to re-apply in the
future.
