COUNCIL MINUTES
CITY OF KITCHENER
The Inaugural Meeting of the 1995-1997 City Council was held this date in the Council Chamber, City
Hall, Kitchener, with all members present.
The meeting was opened with the singing of "O Canada" following which Reverend Eric Reble lead in
prayer.
The Honourable Judge Colin Westman was called upon for the purpose of inducting the elected officials.
As required by statute, the Declaration of Elected Office and the Oath of Allegiance to Her Majesty
Queen Elizabeth II were taken by Mayor Richard D. Christy and Members of Council.
Moved by Councillor M. Yantzi
Seconded by Councillor K. Redman
That Councillors Tom Galloway, Geoff Lorentz, Karen Redman, John Smola, Mike Wagner, Chris
Weylie, Mark Yantzi and Jim Ziegler form the eight members who will represent the City of
Kitchener on the Council of the Regional Municipality of Waterloo for a three year term
commencing December 1, 1994.
Carried.
Moved by Councillor G. Lorentz
Seconded by Councillor B. Vrbanovic
That this Council constitute itself as a Striking Committee to recommend the persons who will form
the several Committees, Boards and Commissions for the period commencing December 1, 1994;
and that Councillor J. Ziegler be chair of such Committee.
Carried.
On motion, the Council resolved itself into the Striking Committee and Councillor J. Ziegler assumed the
chair. Appointments to Committees, Local Boards and Commissions were dealt with.
On motion, the Council rose from the Striking Committee and His Worship Mayor Richard D. Christy
occupied the Chair.

That the report of the Striking Committee of this date be adopted.
Carried.
Councillor M. Wagner disclosed a conflict of interest and abstained relative to the appointment of Patricia
Wagner to the Local Architectural Conservation Advisory Committee due to the fact that she is his wife.
Moved by Councillor C. Weylie
Seconded by Councillor M. Yantzi
That this Council extend congratulations and sincere best wishes to His Worship Mayor Richard
D. Christy on his election as Chief Magistrate of the City of Kitchener and assure him of Council's
full co-operation and support during his term of office.
Carried.
Mayor Richard D. Christy then delivered his inaugural address, a copy of which is annexed hereto and
forms part of these minutes.

That this Council extend all good wishes to former Mayor Dominic V.P. Cardillo and Councillors
Gary Leadston, Bryan Stortz and Carl Zehr who have given freely of their time and ability in

service to the City of Kitchener and all its citizens.

That the recommended 1995 meeting schedule of Standing Committees, Committee of the Whole
and City Council, attached hereto, be approved.
Carried.
Moved by Councillor G. Lorentz
Seconded by Councillor J. Ziegler
That the City Treasurer is hereby authorized to advance funds as required, to the Social Planning
Council of Kitchener-Waterloo, the Kitchener Musical Society, the Kitchener Horticultural Society,
Project Lift, the Kitchener Public Library Board, the Centre In The Square Inc., the Kitchener-
Waterloo Area Visitor & Convention Bureau and the Homer Watson House Foundation provided
that such advances do not exceed 70% of the amount provided by Council to any such local Board
or organization during the year 1994 save and except the Social Planning Council of Kitchener-
Waterloo and Project Lift which shall on a month-to-month basis receive not more than 1/12 of
their 1994 City budget funds. Such authorization, however, to exclude the Waterloo County Board
of Education, the Waterloo Region Roman Catholic Separate School Board and the Regional
Municipality of Waterloo, and that this arrangement shall remain in effect until such time as the
1995 budget is approved.

That leave be given the Mover and Seconder to introduce the following by-laws, namely:
(a) Being a by-law to appoint an Acting Mayor
(b) To confirm all actions and proceedings of the Council
and that the same be taken as read a first time and stand referred to the Committee of the Whole.
Carried.
On motion the Council resolved itself into the Committee of the Whole and His Worship Mayor Richard D.
Christy appointed Councillor M. Yantzi as chair. The matters before the Committee were then
considered.

That the report of the Committee of the Whole of this date, be adopted.

be taken as read a third time, be finally passed and numbered serially by the Clerk.
Carried.
The meeting was concluded with a Benediction lead by Reverend A.F. (Bud) Penner followed by the
singing of "God Save the Queen" accompanied by the Wilfrid Laurier University Student Brass Quartet.
On motion, the meeting adjourned.
