HomeMy WebLinkAboutKCTAC Minutes - 2019-05-14 CYCLING AND TRAILS ADVISORY COMMITTEE MINUTES CITY OF KITCHENER May 14, 2019 The Cycling and Trails Advisory Committee met on Tuesday May 14, 2019, at 4:00 pm. Present: D. Brotherston, M. Clark, B. Forwell, V. Hand, D. Hoshowsky, G. Piccini, S. Powell, M. Rodrigues, E. Slofstra, W. Waganka, Councillor S. Marsh Staff: D. Kropf, Active Transportation Planning Project Manager L. Christensen, Multi-Use Pathways & Trails Project Manager F. Hosseini, Transportation Planning Project Manager B. Cronkite, Director Transportation Services 1. Work Plan Development D. Kropf explained how the committee brainstormed ideas to work on at a previous meeting. Those ideas have been grouped together into themes for further discussion. Education:  M. Rodrigues asks if we have anything on going about education and if there are any we can build upon.  D. Kropf informed the committee that we support cycling into the Future as well as the City of waterloo with CAN bike course training.  V. Hand suggested doing some adult education on cycling.  W. Waganka and M. Clark are going to form a subcommittee to support education. Events:  This item in the work plan was put on hold until a revision of Bikefest is started. Gaukel Street:  M. Rodrigues spoke about how things are moving in a different directions from advisory committee.  B. Cronkite explained how this road has been closed for a year now and why people are wondering why we would open it back up to traffic.  Staff are working with an advocacy group on keeping this road closed to traffic.  The committee expressed interest in inviting the community group exploring options for Gaukel to attend a future meeting. Kropf advised him about complete streets and that this will be brought to the committee at our August 2019 meeting  B. Cronkite encouraged committee members to be heard at council so that they are advocates for what they are passion about. Being delegates at council meetings helps.  D. Brotherston & M. Rodrigues have agreed to be advocates for the committee to Council 2. Separated Pilot F. Hosseini provided an update on the separated bike lanes and which location were chosen. Discussed the connections each street has to existing facilities. Discussed the work that has been completed so far. For example the data collection, neighbourhood notice and surveys. States that Fire, EMS and GRT have been contacted and addressed their requirements. Slides are showed of the new proposed cross sections. The intersection of Belmont Ave and Glasgow St was shown to have a green painted bike lanes through the intersection.  V. Hand asked how you use the bike intersection at Belmont and Glasgow Street  B. Cronkite explained to the committee how the intersection is to work when riding a bike.  D. Brotherston asked about a MUT and if there was thought of a connection to the Iron Horse Trail.  D. Kropf responded that underground water work is being done on Glasgow and a trail will be installed, replacing the existing sidewalk.  D. Brotherston asks if there will be any actual protection in the intersection.  B. Cronkite states that the intersection would need to be completely reconstructed for that to be achieved.  E. Slofstra asks if we are going to stop right turns on a red at this intersection  B. Cronkite says he is going to recommend no right turns on a red light.  D. Brotherston suggest signage that is very clear so vehicles yield to cyclists.  F. Hosseini shows slide of the intersection of Queens Blvd and Fischer Hallman Rd as well as Queens Blvd and Westmount Rd.  D. Brotherston asked why we aren’t doing a two stage crossing.  F. Hosseini states that there wasn’t enough space.  Pedestrian refuge islands (4 in total) were discussed and that concrete islands cannot be done because this is only a pilot project. Lines will be painted and flex posts will be installed to replicate an island.  Councillor S. Marsh asks about cars being able to go over flex posts and are we outing people in these islands.  B. Cronkite says we are trying to create a space that is safer for people to get across and that we need to demonstrate that there are no issues to fire and EMS. CYCLING AND TRAILS ADVISORY COMMITTEE MINUTES CITY OF KITCHENER May 14, 2019  S. Powell asks about why we don’t install PXO’s  B. Cronkite states that they are not warranted in these areas. Next steps for this project are to implement in summer 2019. Report back to Council in fall 2020. Pubic open house is scheduled on Tuesday June 11, 2019. 3. Forming a Subcommittee for Bike Lane Pilot Opening M. Rodrigues asks the committee if anyone would be interested in creating a launch event. - M. Clark - W. Waganka - V. Hand - M. Rodrigues - The subcommittee would report back to the committee with a finalized plan for the event. 4. Bike-to-Work Day and Bike Month M. Rodrigues asks if the City would promote bike to work day. Suggest doing a coffee out on the trail and if there is funding for this. D. Kropf says he would look into this. 5. Ontario Bike Summit recap L. Christensen gives an update on the presentation done by Urban Systems and their engagement tactics done for City of Windsor’s Walk Wheel Windsor. D. Kropf discussed the bike tour that was put on by the City of Toronto staff. E. Slofstra discussed one of the main speakers Jay Pitter, who emphasized equity and inclusion in bike advocacy and planning. M. Rodrigues discussed the City of Mississauga and their topic on not just biking in the downtown but suburbs too. Also speaks about the bike intersection that they City of Guelph created at Stone Rd and Gordon St. 6. Cycling and Trails Master Plan update L. Christensen gives an update on where the master plan is at. Asked if anyone would like to be volunteers for the summer engagement and to contact her if willing to help CYCLING AND TRAILS ADVISORY COMMITTEE MINUTES CITY OF KITCHENER May 14, 2019 out. Also talks about the promotional video being done and asks if anyone would like to be in the video to help promote cycling and trails. 7. Courtland Avenue trail construction update L. Christensen states that the construction is almost complete and should be open at the beginning of June. 8. Bikeshare update D. Kropf gives an update on bikeshare. Dropbike launched Monday in cores of Waterloo, Kitchener, and Cambridge. Parking zone areas will expand in the coming weeks. Similarly the number of bikes will increase. Over the next four weeks 100+ bikes will be introduced throughout region. KCTAC members are encouraged to try them out and report any issues directly to Dropbike. Meeting adjourned at 6:05pm.
