SPECIAL COUNCIL MINUTES
CITY OF KITCHENER
The Council of the Corporation of the City of Kitchener met in special session this date with all members
present.
Notice of this special meeting had previously been given to all members of Council by the Deputy City
Clerk in accordance with the Council's Procedural By-law. The purpose of this meeting was to consider
appointments to the Standing and Special Committees of City Council, Boards and Commissions and
other appointments for 1996.
Attached hereto and forming part of these minutes are the appointments as approved for 1996.
With the exception of the appointments specifically noted in these minutes, all positions were filled by
acclamation.
In regard to the matter of Councillor attendance at Standing Committee meetings, Councillor J. Ziegler
advised that he had attended all 17 Community Services Committee meetings.
Councillor C. Weylie questioned the matter of residency as a requirement to qualify for appointment to a
committee. Mr. L.F. Parkhouse referred members of Council to the information sheet dealing with
eligibility of appointees noting that only the Court of Revision and the Local Architectural Conservation
Advisory Committee have a requirement that individuals must at least be qualified to be elected as
members of Council. Mr. Parkhouse advised that no written policy exists and that Council's historical
practice has been generally to appoint individuals who live in, or have a business in, Kitchener.
Moved by Councillor Jake Smola
Seconded by Councillor J. Ziegler
"That we approve, in principle, and refer to the Finance and Administration Committee, a proposed
amendment to Council policy respecting committee appointments beginning with the 1996
appointment process that would require prospective appointees to either reside in, work in or own
property in Kitchener."
Carried.
Appointments to the Arts and Culture Advisory Committee were considered with the following individuals
being nominated, namely:
Mr. Don Bourgeois
Ms. Georgina Green
Ms. Pauline Morris
Ms. Karin Voisin.
The approved voting procedure was then utilized which resulted in Mr. Don Bourgeois and Ms. Georgina
Green being declared elected to the Arts and Culture Advisory Committee.
On motion by Councillor M. Wagner, seconded by Councillor B. Vrbanovic, it was agreed that one
student position on the Arts and Culture Advisory Committee would be reserved and the Chair of such
Committee authorized to make the appointment.
Appointments to the Business and Industry Advisory Committee were considered with the following
individuals being nominated, namely:
Mr. Kim Cowan
Mr. John Hoffman
Ms. Sandra Little
Ms. Susan McConnell
Mr. Jeffrey Morris.
The approved voting procedure was then utilized which resulted in Mr. Kim Cowan, Mr. John Hoffman,
Ms. Susan McConnell and Mr. Jeffrey Morris being declared elected to the Business and Industry
Advisory Committee.
With regard to the Kitchener Farmers' Market Advisory Committee, Council agreed appointments be

deferred and referred to the Community Services Committee for discussion and consideration of a staff
report. Councillor M. Yantzi advised that he would consult with Mr. T. Clancy in the preparation of such
report.
Council then considered appointments to the Local Architectural Conservation Advisory Committee.
Councillor M. Wagner disclosed a conflict of interest in that his wife, Mrs. Patricia Wagner, has applied for
re-appointment to L.A.C.A.C. Councillor Wagner then left the meeting during discussion of this matter.
Council discussed its appointment policy that limits the term of an individual to a maximum of 6
consecutive years, given that the list of applicants for appointment to L.A.C.A.C. contained applications
from Ms. Susan Burke who has served 6 years and from Mrs. Patricia Wagner who has served 7 years.
The intent and merits of the policy were discussed. It was noted that the existing policy requires
unanimous consent to extend an appointment beyond 6 consecutive years and some Councillors
objected to that voting requirement.

Seconded by Councillor Jake Smola
"That Council Policy 1-60 (Appointment of Lay Members - Length of Service) be amended to delete
the requirement for unanimous vote of City Council and substitute in its place a requirement for a
simple majority vote to allow for appointment beyond the maximum 6 consecutive years service on
the same Special Committee, Board or Commission."

Seconded by Councillor Jake Smola
"That the motion of Councillor J. Ziegler that Council Policy 1-60 (Appointment of Lay Members -
Length of Service) be amended to delete the requirement for unanimous vote of City Council and
substitute in its place a requirement for a simple majority vote to allow for appointment beyond the
maximum 6 consecutive years service on the same Special Committee, Board or Commission, be
referred to the Finance and Administration Committee for consideration."

Members - Length of Service), we hereby confirm the appointment of Mrs. Patricia Wagner to the
Local Architectural Conservation Advisory Committee."
MOTION LOST (unanimous consent required).
Councillor M. Wagner previously disclosed a conflict of interest and abstained from all discussion and
voting and had left the Council Chamber while the application of his wife, Mrs. Patricia Wagner, was
considered. Councillor M. Wagner returned to the meeting following the vote.

Members - Length of Service), we hereby confirm the appointment of Ms. Susan Burke to the

Carried, Unanimously.
Councillor M. Wagner questioned if there were defined responsibilities on the part of a Committee Chair
to make recommendations in regard to existing Committee members who were not contributing
sufficiently to the Committee. He suggested this issue also be considered by the Finance and

Administration Committee.
Moved by Councillor J. Ziegler
Seconded by Councillor John Smola
"That the Mayor's Race Relations Committee be declared redundant."
Carried.
The Mayor called a brief recess of the Council at this point and reconvened the meeting following the
recess.
At the request of Council, Mr. B. Stanley clarified the intent relative to the Safe City Committee Terms of
Reference, the membership composition and criteria that were previously approved by the Planning and
Economic Development Committee and City Council.
The members of Council then considered the appointment of 3 persons for a 3 year term to the Centre In
The Square Inc., Board of Directors. The following individuals were nominated, namely:
Ms. Ann Marie Kennaley
Mr. William Poole
Ms. Karin Voisin
Mr. Carl Zehr.
The approved voting procedure was then utilized which resulted in Mr. William Poole, Ms. Karin Voisin
and Mr. Carl Zehr being elected to the Centre In The Square Inc, Board of Directors.
With regard to the Dangerous Dog Appeal Committee, Council directed that a letter be sent to Dr. James
Currie, inviting him to accept an appointment as the Veterinarian - alternate on the Committee.
Councillor M. Wagner questioned why Council has not been making an appointment to the K-W Art
Gallery Board.
Moved by Councillor M. Wagner

"That, notwithstanding the provisions of Clause l(a) of Council Policy 1-60 (Appointment of Lay
Members - Length of Service), we hereby confirm the appointment of Ms. Rosemary Pell to the
Project Lift - Board of Directors."
Carried, Unanimously.
On the matter of certain organizations requesting an appointee from Kitchener City Council, Councillor J.
Ziegler suggested that, in future, rather than requesting Council to make an appointment, the
organizations be advised to request a Council representative to attend their meetings only when
necessary.

"That Council decline to make an appointment in 1996 to the Social Planning Council of Kitchener-
Waterloo."
Carried.
Council agreed to defer making lay appointments to the Twin City Bicycle Committee pending discussion
of Terms of Reference by the Community Services Committee at a future meeting.
For the information of Council, Mayor R. Christy advised that early in 1996 he would be establishing the
Mayor's Advisory Council on Youth as a means to receive input from youth. In this regard, he indicated
that a City of Mississauga outline pertaining to a similar proposal would be circulated for Council's
consideration.
