SPECIAL COUNCIL MINUTES
CITY OF KITCHENER
A special meeting of City Council was held at 5:00 p.m. this date and Chaired by Mayor R. Christy with all
members present.
Notice of this special meeting had previously been given to all members of Council by the City Clerk
pursuant to Chapter 25 of the Municipal Code.
Moved by Councillor J. Ziegler
Seconded by Councillor K. Redman
"That an in-camera meeting of City Council be held at this time to consider a labour relations
matter."
Carried.
Council then recessed to meet in-camera and reconvened in open session at 6:50 p.m.
Moved by Councillor J. Ziegler
Seconded by Councillor T. Galloway
"That having received information from the City's Negotiating Team concerning the issues for
agreement, the City strongly endorses the last offer of the Team as presented on February 21,
1996 to C.A.W. Local No. 4304 representing the City's Transit Operators and Fleet Personnel."
A recorded vote was requested.
Councillor John Smola outlined his rationale for not supporting the motion before Council, noting that he
does not support the wage settlement component as outlined in the Press Release and feels the City
should offer a wage increase of 5% over the next 3 year term with 1% of this accruing in 1996. He also
offered the opinion that the second issue related to guaranteeing the terms and conditions of the
Collective Agreement in the event the City should in future sell or contract all or part of its business is not
negotiable. Councillor K. Redman suggested that no one wants a strike, and that staff and the Union
have worked hard in an attempt to reach an agreement. Councillor G. Lorentz stated that he felt the last
offer was fair, and expressed surprise that the Union left the bargaining table, noting that a strike would
have an unfortunate impact on the citizens of Kitchener. Councillor John Smola again suggested that
before midnight this date, the Negotiating Team should offer the wage increase he proposed earlier in the
interest of avoiding a strike. Councillor M. Yantzi indicated that he would not support the motion before
Council and noted that the restrictive clause as regards guaranteeing the Collective Agreement is critical.
The motion was then put to a recorded vote.
In Favour: Mayor R. Christy, Councillors G. Lorentz, K.
Redman, B. Vrbanovic, T. Galloway, C. Weylie, J. Ziegler, M.
Wagner and Jake Smola.
Contra: Councillors John Smola and M. Yantzi.
Carried.
On motion, the meeting adjourned.
