HomeMy WebLinkAboutCouncil Minutes - 1996-04-22 SCOUNCIL\1996-04-22-SPE APRIL 22, 1996 SPECIAL COUNCIL MINUTES CITY OF KITCHENER A special meeting of City Council was held at 12:25 p.m. this date with all members present. Notice of this special meeting had previously been given to all members of Council by the City Clerk pursuant to Chapter 25 of the Municipal Code. Councillor B. Vrbanovic requested that an additional item be added to the agenda this date involving consideration of a resolution from the Grand River Conservation Authority regarding an Environmental Assessment Hearing for the proposed Dufferin County Landfill Site. Councillor Vrbanovic noted that he is requesting consideration at this time as today is the last date for submissions. It was also requested that due to submission deadlines, two additional resolutions arising out of the Finance and Administration Committee meeting of this date be also dealt with. Moved by Councillor B. Vrbanovic Seconded by Councillor Jake Smola "That pursuant to Section 25.4.4(e) of Chapter 25 (Council Procedure) of the Municipal Code, the following items be added to the Special Council agenda of this date: the City's position on the proposed Dufferin County Landfill Site; proposed amendments to the Liquor Licensing Act; and, Councillor C. Weylie's application for membership as a Director of the Federation of Canadian Municipalities." Carried with the unanimous consent of the whole Council. Councillor B. Vrbanovic gave a brief verbal report on the landfill issue. Moved by Councillor B. Vrbanovic Seconded by Councillor Jake Smola "That Kitchener City Council support the Township of East Luther Grand Valley in its request for an Environmental Assessment Hearing on the proposed Dufferin County Landfill Site." Carried. Moved by Councillor M. Yantzi Seconded by Councillor K. Redman "That with respect to the Province's proposed amendment to the Liquor Licensing Act which would allow the serving of alcohol until 2:00 a.m., Kitchener City Council requests that no change be made from the present closing time of 1:00 a.m.; however, should the Province extend the hours of service, it is requested that each municipality be permitted to determine whether this will apply in their individual jurisdictions, and further, That a copy of this resolution be forwarded to the local Members of Provincial Parliament, the Chairman of the Liquor Licensing Board of Ontario, the Minister of Consumer and Commercial Relations and the Waterloo Regional Police Services Board." Carried. Moved by Councillor M. Yantzi Seconded by Councillor K. Redman "That Kitchener City Council hereby endorses the application of Councillor Christina Weylie for membership on the National Board of Directors of the Federation of Canadian Municipalities, and that upon election, agrees to pay any costs associated with her attendance at Board meetings." Carried. Mayor R. Christy asked that an additional item be added to the agenda for the in-camera meeting of this date relating to a personal matter involving the annual evaluation of the Chief Administrative Officer. Moved by Councillor B. Vrbanovic SPECIAL COUNCIL MINUTES APRIL 22, 1996 - 137- CITY OF KITCHENER Seconded by Councillor Jake Smola "That an in-camera meeting of City Council be held immediately following this special meeting to consider four matters involving solicitor-client privilege, a potential litigation matter, a land acquisition matter and personal matter.
