HomeMy WebLinkAboutCouncil Minutes - 1996-09-09 SCOUNCIL\1996-09-09-SPE SEPTEMBER 9, 1996 SPECIAL COUNCIL MINUTES CITY OF KITCHENER A special meeting of City Council was held at 11:25 a.m. this date and chaired by Mayor R. Christy, with all members present. Notice of this special meeting had been previously given to all members of Council by the City Clerk pursuant to Chapter 25 (Council Procedure) of the Municipal Code. Moved by Councillor J. Ziegler Seconded by Councillor K. Redman "That an in-camera meeting of City Council be held immediately following this special meeting to consider a matter involving the security of City property, two personal matters, two labour relations matter, and four matters relating to solicitor-client privilege." Carried. The special Council meeting was then recessed to allow for in-camera discussion, and was reconvened at 3:00 p.m. with all members present. Moved by Councillor John Smola Seconded by Councillor M. Yantzi "That a Committee be formed consisting of Councillors J. Ziegler, K. Redman and B. Vrbanovic for the purpose of holding a hearing, pursuant to the Municipal Act and upon proper notice being given, to determine whether or not the 1996 body rub parlour licence issued to Snezana Kovinic should be revoked; and further, That following the hearing, a report be submitted to Council for its consideration." Carried. Moved by Councillor J. Ziegler Seconded by Councillor T. Galloway "That Mr. John Gazzola be appointed as Interim Chief Administrative Officer for the City of Kitchener for a six-month period, or shorter if a replacement is chosen in the meantime, with Mr. Gazzola's current salary to be adjusted on an interim basis to reflect the increased responsibility; and, That the interim appointment as Chief Administrative Officer for six months can be extended, if necessary; and, That if Council decides the position of Chief Administrative Officer will be open to internal and external candidates, the Interim Chief Administrative Officer can apply for that position, recognizing that the decision of choosing from internal and external candidates, or external candidates alone, has not yet been made by Council; and further, That Council intends to review and revise the Chief Administrative Officer By-law, and will be consulting with management staff concerning their input on the By-law, as well as future corporate direction." Carried Unanimously. Moved by Councillor B. Vrbanovic Seconded by Councillor K. Redman "That leave be given the Mover and Seconder to introduce a by-law to confirm all actions and proceedings of the Council and that the same be taken as read a first, second and third times, be finally passed and numbered 96-131 by the Clerk."
