HomeMy WebLinkAboutCouncil Minutes - 1996-09-23 SCOUNCIL\1996-09-23-SPE SEPTEMBER 23, 1996 SPECIAL COUNCIL MINUTES CITY OF KITCHENER A special meeting of City Council was held at 11:05 a.m. this date and chaired by Acting Mayor T. Galloway with all members present, except Mayor R. Christy, Councillors G. Lorentz and M. Yantzi. Notice of this special meeting had been previously given to all members of Council by the City Clerk pursuant to Chapter 25 (Council Procedure) of the Municipal Code. Moved by Councillor J. Ziegler Seconded by Councillor John Smola "That Council approve, in principle, the recommendations contained in the report of Heath Consultants Limited dated September 10, 1996 relative to the Methane Gas Monitoring Program for the former Ralgreen Landfill Site; and, That Council acknowledge a total cost for implementation of the said recommendations of $114,024, exclusive of taxes, for which the Corporation of the City of Kitchener agrees to share equally with the Ministry of the Environment & Energy; and further, That a copy of this resolution be forwarded to the Ministry of the Environment & Energy as the City's endorsement of the Methane Gas Monitoring Program in order that the Ministry can proceed to obtain their portion of the required funding." Carried. Moved by Councillor J. Ziegler Seconded by Councillor K. Redman "That a Task Force, reporting to the City's Finance & Administration Committee, be struck to consider various issues relating to the detection of methane gas in the Ralgreen Crescent neighbourhood and the former Ralgreen Landfill Site, including items relating to soil contamination, water quality and building settlement; and further, That said Task Force be comprised of Councillor G. Lorentz, Mr. Wayne Wettlaufer, M.P.P., and representatives of the City of Kitchener, the Regional Municipality of Waterloo, the Ministry of the Environment & Energy and the Ralgreen Crescent Neighbourhood." Carried. Moved by Councillor M. Wagner Seconded by Councillor J. Ziegler "That an in-camera meeting of City Council be held immediately following this special meeting to consider a matter involving solicitor-client privilege and a related personal matter." Carried. Moved by Councillor B. Vrbanovic Seconded by Councillor John Smola "That leave be given the Mover and Seconder to introduce a by-law to confirm all actions and proceedings of the Council and that the same be taken as read a first, second and third times, be finally passed and numbered 96-145 by the Clerk."
