HomeMy WebLinkAboutCouncil Minutes - 1996-10-21 SCOU NCIL\1996-10-21 -SPE OCTOBER 21, 1996 SPECIAL COUNCIL MINUTES CITY OF KITCHENER A special meeting of City Council was held at 11:10 a.m. this date, and Chaired by Mayor R. Christy, with all members present. Notice of this special meeting had previously been given to all members of Council by the City Clerk pursuant to Chapter 25 (Council Procedure) of the Municipal Code. Councillor J. Ziegler questioned the need to discuss the issue of caucus confidentiality (Item No.9 on the In-Camera Agenda of this date) in closed session, and suggested that this matter could be discussed in a public meeting. Councillor Ziegler indicated he was prepared to move all but this item. Mayor R. Christy suggested that this item could be dealt with at a later date, and asked that it be placed on a future agenda of the Finance and Administration Committee, along with a report from the Clerk in this regard. Councillor John Smola disclosed a conflict of interest and abstained from all voting and discussion concerning Item No.3 on the In-Camera Agenda of this date, relating to a Corporate Pension Plan, as his brother is part of this Plan. Councillor Jake Smola disclosed a conflict of interest and abstained from all voting and discussion concerning Item No.3 on the In-Camera Agenda of this date, relating to a Corporate Pension Plan, as his father may have been involved in this Plan. Moved by Councillor J. Ziegler Seconded by Councillor K. Redman "That an in-camera meeting of City Council be held immediately following this special meeting to consider a land acquisition matter, a potential litigation matter, two labour relations matters and four matters involving solicitor-client privilege." Carried. Moved by Councillor John Smola Seconded by Councillor K. Redman "That leave be given the Mover and Seconder to introduce a by-law to authorize the carrying out of provisions of Chapter 650 of the City of Kitchener Municipal Code with respect to Lot 24, Municipal Compiled Plan of Subdivision of Lot 2, German Company Tract, City of Kitchener, Regional Municipality of Waterloo, municipally known as 21 Krug Street, Kitchener, and that the same be taken as read a first, second and third times, be finally 3assed and numbered 96-155 by the Clerk." Carried. Council, and others in attendance at the meeting, observed a minute of silence in memory of Mr. John Panunto, the City's Manager of Employee Services, who passed away on October 20th following a lengthy illness.
