SPECIAL COUNCIL MINUTES
CITY OF KITCHENER
A special meeting of City Council was held at 3:35 p.m. this date, and Chaired by Mayor R. Christy, with
the following members present: Councillors M. Wagner, M. Yantzi, John Smola, Jake Smola, B.
Vrbanovic, J. Ziegler, G. Lorentz and C. Weylie. Councillors K. Redman and T. Galloway were in
attendance for part of the meeting.
Notice of this special meeting had previously been given to all members of Council by the Deputy City
Clerk pursuant to Chapter 25 (Council Procedure) of the Municipal Code. The purpose of the meeting
was to consider appointments to the Standing and Special Committees of City Council, Boards and
Commissions for 1997.
Attached hereto and forming part of these minutes are the appointments as approved for 1997, and with
the exception of those specifically noted in these minutes, all positions were filled by acclamation.
Councillor T. Galloway advised that he would have to leave at 4 p.m. this date in order to attend a
Hospital Board meeting, and noted that he was prepared to stand for the same positions he held in 1996.

"That Ms. Audrey Wilson and Mr. Andrei Kun be appointed to the Downtown Improvement Area
Board of Management for a term expiring November 30, 1997, to complete the unexpired terms of
Messrs. Phillip Brown and Cam Costley."
Carried.
Councillor M. Wagner expressed concern that some committee applicants were unaware as to when
Council would make its annual appointments and suggested that the date of the appointment meeting be
included in future public advertisements. Mr. L.F. Parkhouse indicated that he would take the suggestion
of Councillor Wagner under advisement.
Councillor M. Wagner advised that there are currently no projects for consideration by the Adaptive Re-
Use of Industrial Buildings Sub-Committee; however, he asked that the same appointments be made in
1997 as in 1996.
Appointments to the Arts and Culture Advisory Committee were considered, and Councillor M. Wagner
suggested that the size of the Committee is not an issue, and on this basis, suggested that all eight
members who indicated they wished to be re-appointed along with all of the seven new applicants be
appointed in 1997. Councillor C. Weylie pointed out, and Mr. L.F. Parkhouse confirmed, that Ms. Mary
Roe is ineligible for appointment as she lives and works in the City of Waterloo. The City Clerk was
asked to advise Ms. Roe that she is ineligible, and explain Council's policy in this regard.
A brief discussion took place concerning staggered terms of appointment which result in varying numbers
of appointees on a committee in any given year. It was suggested that there may be economies and
benefits in standardizing appointments so that all vacancies occur at regular intervals. Mayor R. Christy
asked the City Clerk to note and advise as to the feasibility of making three year as opposed to annual
appointments, and implementing these on a set rotational basis where advisable.
Appointments to the Business and Industry Advisory Committee were considered with the following
individuals nominated:

Mr. Chris Winters.
Mr. L.F. Parkhouse reminded Council that an earlier resolution reduced the number of lay members on
the Business and Industry Advisory Committee from eight to six. Councillor G. Lorentz questioned the
effectiveness of this Committee, noting that Council rarely receives recommendations.

The approved voting procedure was then utilized which resulted in Messrs. M. Hiscott, J. Hoffman, J.
Morris, A. Saarkoppel, C. Zehr and Ms. S. McConnell being appointed to the Business and Industry
Advisory Committee.
Appointments to the Kitchener Farmers' Market Advisory Committee were then considered. It was noted
that the 1995 and 1996 appointments to this Committee were previously referred to the Community
Services Committee for discussion and consideration of a staff report. Mr. R.W. Pritchard added that
nothing has happened in the intervening two years, and on this basis it may be appropriate to dissolve
the committee and re-establish it if required at a later date. Councillor M. Yantzi pointed out that the
Market Strategic Plan is forthcoming and the assistance of the Advisory Committee may be required at
that time.

"That 1997 appointments to the Kitchener Farmers' Market Advisory Committee be deferred and
referred to a future meeting of City Council in conjunction with or following its consideration of the
pending Kitchener Farmers' Market Strategic Plan."
Carried.
Appointments to the Parks & Recreation Advisory Committee were then considered. Councillor K.
Redman entered the meeting at this time.
Councillor G. Lorentz indicated his support for the re-appointment of Mr. Pat Doherty given his years of
valuable and dedicated service. Mr. L.F. Parkhouse reminded Council of its policy that no individual can
serve on any one committee for more than six continuous years, and that a majority vote of two-thirds of
Council members present is required to waive the policy.

Seconded by Councillor John Smola
"That notwithstanding the provisions of clause(a) of Council Policy No. 1-60 (Appointment of Lay
Members - Length of Service), we hereby confirm the appointment of Mr. Pat Doherty to the Parks
& Recreation Advisory Committee."
Carried with the required two-thirds majority.
Council then considered the remaining vacancy on the Parks & Recreation Advisory Committee and the
following individuals were nominated:

Mr. Anthony Bender
The approved voting procedure was then utilized which resulted in Mr. Fred Bishop being appointed to
the Parks & Recreation Advisory Committee.
Council then considered appointments to the Board of Directors - Centre In the Square. Councillor B.
Vrbanovic questioned whether it was appropriate to make appointments at this time as opposed to waiting
for enacting of the private legislation to expand the number of Board members, which is presently being
prepared for submission the Province. Following a brief discussion of individual candidates for the
vacancy, Councillor Vrbanovic further suggested that two non-voting members could be appointed at this
time, and be made full members after the private legislation is enacted. Mr. R.W. Pritchard cautioned that
if Council follows this route, the terms of appointment should be specified, and suggested that any such
terms be staggered to ensure continuity and avoid situations where all appointments expire in a single
year. Councillor M. Yantzi indicated his preference for delaying additional appointments until the
legislation has been formally enacted, and Councillor J. Ziegler added that it may be confusing at this
time to make the appointments suggested by Councillor Vrbanovic without prior consultation with the
Centre In the Square. Councillor G. Lorentz further suggested that a list of non-appointed applicants
could be forwarded to the Board of Directors with a request they consider these individuals for an
appropriate sub-committee. Councillor M. Wagner advised that he does not support the appointment of
non-voting members.

The approved voting procedure was then utilized which resulted in Ms. Valerie Hoag being appointed to
the Centre In the Square Board of Directors.

"That the Council of the Corporation of the City of Kitchener confirm the appointment of Dr. Derek
Wyse to represent the K-W Symphony Orchestra Association Inc. on the Centre In The Square
Inc. - Board of Directors for a term of three (3) years expiring November 30, 1999."

"That the Corporation of the City of Kitchener confirm the appointment of Ms. Sandra Dare to
represent the K-W Art Gallery on the Centre In The Square Inc. - Board of Directors for a term of
three (3) years expiring November 30, 1999."
Councillor G. Lorentz advised that the request for a member of Council to sit on the United Way Board of
Directors has been discontinued. He suggested that the United Way be contacted to determine the
feasibility of continuing to have a member of Council sit on the Advisory Committee, and Mayor R. Christy
asked the Clerk to follow up in this regard.
Council then considered appointments to the Project Lift Board of Directors. Councillor M. Wagner
questioned why it is being suggested Mr. Koebel and Ms. Pell be allowed to extend their respective terms
on the Board. Councillor John Smola referred to an October 17, 1996 letter from Mr. David Smith,
General Manager, Project Lift, in which he indicated that Ms. Pell wishes to be re-appointed in order to
finish her term as Chair, ending November, 1997. The letter also indicates that for reasons of continuity,
as well as ongoing dedication to the Project Lift operation, Mr. Koebel should be appointed for a further
term.

"That notwithstanding the provisions of clause (a) of Council Policy #1-60 (Appointment of Lay
Members - Length of Service), we hereby confirm the following appointments to the Project Lift
Board of Directors; namely, Mr. Ken A. Koebel and Ms. Rosemary Pell."
Carried with the required two-thirds majority.
In regard to continuation of the Railway Abandonment Committee, it was noted by Mr. R.W. Pritchard that
the Committee was formed mainly to deal with the link between Kitchener and Waterloo, and this having
been completed, it may be redundant.

In regard to the Twin Cities Bicycle Committee, Mr. L.F. Parkhouse pointed out that the Committee
membership is an ongoing problem, as persons seem to sit on the Committee at will, and that it is
presently being chaired by a non-appointed individual. Councillor M. Wagner suggested that the future of
the Committee should be discussed at an upcoming meeting of the Community Services Committee, at
which time it should be determined whether it is redundant in view of the recently established Regional
Cycling Committee. He suggested that if the Committee continues, one of its first assignments should be
to develop terms of reference. Councillor Wagner offered his own personal opinion that the Committee is
redundant.
On motion, it was agreed to refer discussion of whether the Twin City Bicycle Committee should continue
to the Community Services Committee.
Appointments to the Twin Cities Committee were then considered, and Councillor J. Ziegler suggested
that Mr. Nelson Stead be added to any list of nominees. Councillor C. Weylie pointed out that attendance
has been a problem for Mr. Stead in the past. Councillor B. Vrbanovic suggested that Council should
have the ability to vote separately on individual candidates, and also suggested that more applicants
should be sought before making a final decision.
On motion, it was agreed to defer consideration of the lay appointees to the Twin Cities Committee, and
refer same to the Finance and Administration Committee following re-advertising.
Councillor J. Ziegler asked that both Mr. Jeffrey Morris and Mr. Nelson Stead be advised of the deferral,
and that their applications for the Committee stand.
Council then considered its 1997 meeting schedule. In this regard, Council was in receipt of a report and
draft schedule from L.F. Parkhouse dated October 17, 1996. Councillor C. Weylie suggested that
allowance be made for the annual Federation of Canadian Municipalities Conference, which in 1997 will
be held the week of June 7-9.

"That the draft 1997 meeting schedule appended to the report of L.F. Parkhouse dated October
17, 1996 be accepted subject to moving the meeting date for Standing Committees on June 9 to
June 10."

Council then discussed amendments to the 1997 Operating Budget schedule, specifically involving
review by the Finance and Administration Committee.

"That the Finance and Administration Committee review of the 1997 Operating Budget be
scheduled for January 20 & 24, 1997, with the alternate date being January 31, 1997."
