HomeMy WebLinkAboutCouncil Minutes - 1997-01-06 SCOUNCIL\1997-01-06-SPE JAN UARY 6, 1997 SPECIAL COUNCIL MINUTES CITY OF KITCHENER A special meeting of Council was held at 2:00 p.m. this date, and Chaired by Mayor R. Christy, with the following members present: Councillors John Smola, Jake Smola, C. Weylie, M. Yantzi, T. Galloway, B. Vrbanovic and M. Wagner. Notice of this special meeting had previously been given to all members of Council by the City Clerk pursuant to Chapter 25 (Council Procedure) of the Municipal Code. Moved by Councillor Jake Smola Seconded by Councillor B. Vrbanovic "That an in-camera meeting of City Council be held immediately following this special meeting to consider a matter involving solicitor-client privilege." Carried. The special Council meeting recessed at 2:05 p.m., and Council resolved itself into caucus to consider its in-camera agenda. The special Council meeting reconvened at 2:25 p.m., with all members present except Councillors G. Lorentz, K. Redman and J. Ziegler. Moved by Councillor Jake Smola Seconded by Councillor B. Vrbanovic "That an Ad Hoc Committee, to include Councillors B. Vrbanovic, Jake Smola, J. Ziegler, be struck to hear submissions and discuss, at a public meeting to be held January 21, 1997, proposed amendments to Chapter 530 (Dogs) of the City of Kitchener Municipal Code regarding the regulation and prohibition of Pit Bull dogs, with said Committee to report to the Finance and Administration Committee on January 27, 1997; and, That in addition to the above Councillors, said Committee be comprised of one representative each from the Humane Society, the K-W Kennel Club, the Veterinarians' Association, and should they choose to participate, the Waterloo Regional Police, with Ms. L. Pasternak serving as the staff resource person; and, That subject to a decision by the City of Waterloo, the above Committee either include three representatives of Waterloo City Council or sit jointly with a similar Committee struck by the City of Waterloo should they choose to participate; and further, That the minutes of the public meeting referred to above be recorded by a City of Kitchener Clerk." Carried. Moved by Councillor B. Vrbanovic Seconded by Councillor T. Galloway "That leave be given the Mover and Seconder to introduce a by-law to confirm all actions and proceedings of the Council, and that the same be taken as read a first, second and third times, be finally passed and numbered 97-1 by the Clerk."
