SPECIAL COUNCIL MINUTES
CITY OF KITCHENER
A special meeting of City Council was held at 12:35 p.m. this date, and Chaired by Acting Mayor B.
Vrbanovic, with all members present except Mayor R. Christy and Councillor T. Galloway.
Notice of this special meeting had previously been given to all members of Council by the City Clerk
pursuant to Chapter 25 (Council Procedure) of the Municipal Code.
Moved by Councillor J. Ziegler
Seconded by Councillor M. Yantzi
"That an in-camera meeting of City Council be held immediately following this special meeting to
consider a land acquisition matter, a potential litigation matter, a litigation matter and a personal
matter."
Carried.
Council was in receipt of correspondence from Mr. Graham Leith, Director of Operations, Green Triangle,
Guelph, providing additional information on the environmental programs offered by Green Triangle.
Consideration of a clause from the Environmental Committee report was deferred and referred by City
Council on January 20, 1997 to the meeting this date.
Moved by Councillor J. Ziegler
Seconded by Councillor K. Redman
"That the City of Kitchener endorses the environmental programs of the Green Triangle which
address all forms of energy conservation and cost-reduction within residential dwellings."
Carried.
Council was in receipt of correspondence from Councillor Jake Smola dated January 21, 1997
concerning upcoming Citizenship Courts and the 50th Anniversary of the enacting of the Canadian
Citizenship Act.
Councillor Jake Smola advised of seven upcoming Citizenship Courts, three of which will be held on
February 17, one being in the City Hall Rotunda commencing at 5 p.m. He referred to the historical
significance of this event and asked for Council's support.
Acting Mayor B. Vrbanovic read the declaration contained in Councillor Jake Smola's correspondence,
and having the effect of declaring February 10-17, 1997 as "Canada - Take it to Heart Week".
Moved by Councillor Jake Smola
Seconded by Councillor M. Yantzi
"WHEREAS it is the 50th Anniversary of the passage of the Canadian Citizenship Act; and,
WHEREAS citizenship is the bond which unites Canadians from every background and every part
of this country; and,
WHEREAS Canadians place a high value on respecting the law and we as Canadians have a
responsibility to live our lives in a law-abiding manner; and,
WHEREAS Canadian citizens have a responsibility to build a stronger Canada and to make sure
our common values, dreams and goals are reflected in our institutions, laws and society;
THEREFORE BE IT RESOLVED that the City of Kitchener declare February 10-17, 1997 'Canada
- Take it to Heart Week' in recognition of the 50th Anniversary of the passage of the Citizenship
Act, and that all citizens of this community be urged to celebrate Canada's proud heritage."
In response to a question from Councillor G. Lorentz, Mr. J. Shivas clarified that it is the City's policy that
proclamations are no longer made; however, Council has continued to make a very narrow type of
declaration for selected events such as K-W Oktoberfest, and anything with broad appeal to the
community at large. Mr. Shivas advised that the declaration before Council this date is considered to be
one of broad appeal or significance.

The motion by Councillor Jake Smola, seconded by Councillor M. Yantzi, to declare February 10-17,
1997 as "Canada - Take it to Heart Week" was vote on and Carried.
Moved by Councillor John Smola
Seconded by Councillor G. Lorentz
"That leave be given the Mover and Seconder to introduce a by-law to confirm all actions and
proceedings of the Council and that the same be taken as read a first, second and third times, be
finally passed and numbered 97-17 by the Clerk."
Carried.
On motion, the meeting adjourned.
