SPECIAL COUNCIL MINUTES
CITY OF KITCHENER
A special meeting of Council was held at 12:40 p.m. this date, and Chaired by Mayor R. Christy, with all
members present except Councillors B. Vrbanovic and M. Wagner.
Notice of this special meeting had previously been given to all members of Council by the City Clerk
pursuant to Chapter 25 (Council Procedure) of the Municipal Code.
Moved by Councillor J. Ziegler
Seconded by Councillor Jake Smola
"That an in-camera meeting of City Council be held immediately following this special meeting to
consider two personal matters and three matters subject to solicitor-client privilege."
Carried.
The meeting then recessed to allow for in-camera discussion and reconvened at 1:20 p.m. with all
members present except Councillors B. Vrbanovic, M. Wagner and C. Weylie.
Councillor J. Ziegler advised that amendments are being proposed to Chapter 530 (Dogs) as it relates to
restricted and prohibited dogs; namely, pit bulls and related breeds. He stated that the Dog Designation
Appeal Committee has met twice to hear appeals to restricted dog designations and feels that certain
modifications are necessary to provide relief to responsible owners whose dogs have proven to be of
good temperament. He advised that under the proposed amendments, where an owner's dog obtains a
Canine Good Citizenship Certificate from the K-W Kennel Club and this is renewed annually, it will not be
necessary to muzzle the dog on the owner's premises provided it is kept in a fenced yard approved by the
Poundkeeper. He added that the other provisions applying to restricted dogs would still be enforced.
Councillor Ziegler further noted that a modification is proposed involving deletion of the term "registrable"
as it applies to Staffordshire Bull Terriers and American Staffordshire Terriers, so that these breeds will
be exempt from the by-law only if they are registered with the Canadian Kennel Club.
Moved by Councillor J. Ziegler
Seconded by Councillor T. Galloway
"That leave be given the mover and seconder to introduce a by-law to amend Chapter 530 (Dogs)
of the City of Kitchener Municipal Code, and that the same be taken as read a first, second and
third times, be finally passed and numbered 97-58 by the Clerk."
Carried.
On motion, the meeting adjourned at 1:25 p.m.
