HomeMy WebLinkAboutCouncil Minutes - 1997-04-21 SCOUNCIL\1997-04-21-SPE APRIL 21, 1997 SPECIAL COUNCIL MINUTES CITY OF KITCHENER A special meeting of Council was held at 11:35 a.m. this date, and Chaired by Mayor R. Christy, with all members present except Councillor K. Redman. Notice of this special meeting had previously been given to all members of Council by the City Clerk pursuant to Chapter 25 (Council Procedure) of the Municipal Code. Mayor R. Christy requested input from members of Council concerning items for discussion at the April 25, 1997 meeting planned with local members of the Provincial Parliament. A brief discussion followed during which the following suggestions were made: Hospitals and Hospital Funding; Charitable Gaming Clubs; Ambulance Services; Development Charges; widening of the Conestoga Parkway; the Noise Exposure Forecast relative to the Regional Airport; and, the whole area involving the downloading of funding responsibility by the Province. In regard to the latter, Mayor Christy referred to a mock up notice concerning projected increases in municipal taxes as a result of downloading which was submitted to the Mayors of large urban municipalities by Mississauga Mayor Hazel McCallion. Mayor Christy advised that he would circulate copies of the notice to members of Council for their consideration. Moved by Councillor B. Vrbanovic Seconded by Councillor T. Galloway "That the City of Kitchener has no objection to a lottery licence being issued to the Kitchener- Waterloo Oktoberfest, to hold a raffle from May 5 to November 25, 1997." Carried. Moved by Councillor B. Vrbanovic Seconded by Councillor T. Galloway "That a licence be granted to Homeniuk Rides Incorporated to operate a midway on April 25-27, 1997, inclusive, at 245 Strasburg Road, conditional upon obtaining the necessary licence as well as Police, Health, Public Works and Planning approvals." Carried. Moved by Councillor J. Ziegler Seconded by Councillor G. Lorentz "That an in-camera meeting of City Council be held immediately following this special meeting to consider a personal matter, a land acquisition matter and a matter subject to solicitor-client privilege." Carried. Moved by Councillor T. Galloway Seconded by Councillor B. Vrbanovic "That leave be given the Mover and Seconder to introduce a by-law to confirm all actions and proceedings of the Council and that the same be taken as read a first, second and third times, be finally passed and numbered 97-68 by the Clerk." Carried. On motion, the meeting adjourned at 11:40 a.m. MAYOR CLERK
