Location: 54 Theresa Street 1 - 1 BACKGROUND: The Development Services Department is in receipt of Heritage Permit Application HPA-2019-V-015. The applicant is seeking permission to alter an addition to add an additional storey at the property municipally addressed as 54 Theresa Street. REPORT: Thesubject property is located on the north side of Theresa Street between Victoria Street South and Jubilee Drive within the Victoria Park Area Heritage Conservation District (VPAHCD), which is designated under Part V of the Ontario Heritage Act. The property contains a small Berlin Vernacular style residence with a later front gable, full-width front storey porch and 2-storey frame addition to the rear. The VPAHCD Study indicates that the original dwelling was constructed circa 1860. The applicant is proposing to alter an existing addition to add an additional storey.The replacement addition will be 102 square feet (approximately 9.5 square metres) and clad in siding to match the existing rear addition. Subject Property: 54 Theresa Street 1 - 2 Victoria Park Area Heritage Conservation District Plan For major work such as additions in the VPAHCD, the District Plan policies require submission and approval of a Heritage Permit Application. Through consultation with the Ward 9 Councillor, in absence of a district representative, it was decided that this Application should be reviewed by Heritage Kitchener. Proposed Addition: 54 Theresa Street The VPAHCD Plan provides policies and guidelines for alterations. The building addition policies contained within the VPAHCD Plan encourage additions that complement the architecture of the house by blending comfortably and inconspicuously with their surroundings. The policies provide guidance on the following: location,design, height, materials, roofs, chimneys, walls, entrances, windows, porches, colours, and guidelines. The altered addition complies with the policies contained within the VPAHCD Plan for the following reasons: The addition is located to the rear side of the original building; The addition is distinguishable from the original building; 1 - 3 While the height of the addition is greater than the original dwelling, the addition will tie in with the existing 2-storey rear addition and is in keeping with the building heights of the adjacent and surrounding dwellings; The roof on the proposed addition will be similar to the existing building; The proposed addition will eliminate the entrance on the existing additionwhich is in keeping with the VPAHCD Plan policieswhich indicate that entrances are encouraged to be located on secondary rather than principal facades; The windows proposed on the addition are complementary to the existing windows on the original building and rear addition; and The colour of the proposed addition will match the existing which is appropriate to the historic style of the building and district as a whole. In reviewing the merits of the application, Heritage Planning staff note the following: The subject property is designated under Part V of the Ontario Heritage Act; The subject property is not a Group ‘A’ property within the VPAHCD; The existing addition is not original to the house; The existing addition does not contribute to the heritage value of the property or the VPAHCD; The design of the altered addition is compatible with the architecture of the house; The design of the altered addition complies with the policies of the VPAHCD; and The altered addition with not detract from the heritage value of the property or the VPAHCD. In accordance with the Heritage Permit Application form, the approval of an application under the Ontario Heritage Act shall not be a waiver of any of the provisions of any by-law of the City of Kitchener or legislation, including, but not limited to, therequirements of the Ontario Building Code and Zoning By- law. In this regard, staff confirm that a Building Permit is required to carry out this work. ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN: The recommendation of this report supports the achievement of the city’s strategic vision through the delivery of core service.
