SPECIAL COUNCIL MINUTES
CITY OF KITCHENER
A special meeting of City Council was held at 11:30 a.m. this date and Chaired by Mayor R. Christy, with
the following members present except Councillors M. Wagner and M. Yantzi.
Notice of this special meeting had previously been given to all members of Council by the City Clerk
pursuant to Chapter 25 (Council Procedure) of the Municipal Code.
Pursuant to Section 25.4.4(f) of Chapter 25 of the Municipal Code, and with the consent of two-thirds of
the entire Council, it was agreed to add the recommendation arising from the Finance and Administration
Committee meeting of this date concerning health services restructuring to the Special Council agenda
for ratification.
Moved by Councillor J. Ziegler
Seconded by Councillor B. Vrbanovic
"That Council adopt, in principle, the draft of a City submission to the Health Services
Restructuring Commission prepared by Councillors T. Galloway and B. Vrbanovic, dated
November 24, 1997, and that same be forwarded to the Commission following circulation of the
final draft to members of Council for comment and incorporation of suggested changes; and
further,
That the submission be accompanied by a covering letter from Mayor Richard D. Christy
requesting that the City be granted participant status in any upcoming hearings conducted by the
Commission in regard to health services reorganization in the community."
Carried.
Moved by Councillor J. Ziegler
Seconded by Councillor Jake Smola
"That an in-camera meeting of City Council be held immediately following this special meeting to
consider a personal matter and four matters subject to solicitor-client privilege."
Councillor Jake Smola questioned why the item with respect to tax arrears is not being discussed
publicly, and Ms. L. MacDonald advised that she had recommended it be dealt with in caucus as a matter
subject to solicitor-client privilege. Councillor Smola argued that only part of the issue should be dealt
with in caucus and it was generally agreed that his concerns would be discussed at the in-camera
meeting.
The motion by Councillor J. Ziegler, seconded by Councillor Jake Smola, to authorize an in-camera
meeting of City Council following this special meeting, was voted on and Carried.
On motion the meeting adjourned at 11:25 p.m.
