HomeMy WebLinkAboutCouncil Minutes - 1997-12-01COU NCIL\1997-12-01 DECEMBER 1, 1997 COUNCIL MINUTES CITY OF KITCHENER The Inaugural Meeting of the 1998-2000 City Council was held this date in the Council Chamber, City Hall, Kitchener with all members present. The meeting was opened with the singing of "O Canada" accompanied by the Kitchener-Waterloo Philharmonic Children's Choir under the direction of Carol Giesbrecht. The invocation followed led by Rev. Renee Sauder. The Honourable Mr. Justice R.C. Sills was called upon for the purpose of inducting the elected officials. As required by statute, the Declaration of Elected Office and the Oath of Allegiance to Her Majesty Queen Elizabeth II were taken by Mayor Carl Zehr and Members of Council. Moved by Councillor T. Galloway Seconded by Councillor C. Weylie "That Councillors T. Galloway, G. Lorentz, John Smola, C. Weylie, M. Yantzi and J. Ziegler form the six members who will represent the City of Kitchener on the Council of the Regional Municipality of Waterloo for a three year term commencing December 1, 1997." Carried. Moved by Councillor John Smola Seconded by Councillor J. Haalboom "That this Council constitute itself as a Striking Committee to recommend the persons who will form the several Committees, Boards and Special Appointments for the period commencing December 1, 1997; and that Councillor M. Yantzi be chair of such Committee." Carried. On motion the Council resolved itself into the Striking Committee and Councillor M. Yantzi assumed the Chair. Appointments to Committees, Boards and Special Appointments were dealt with. On motion the Council rose from the Striking Committee and Mayor Carl Zehr occupied the Chair. Moved by Councillor M. Yantzi Seconded by Councillor Jake Smola "That the report of the Striking Committee of this date be adopted." Carried. Moved by Councillor T. Galloway Seconded by Councillor K. Taylor-Harrison "That this Council extend congratulations and sincere best wishes to Mayor Carl Zehr on his election as Chief Magistrate of the City of Kitchener and assure him of Council's full co-operation and support during his term of office." Carried. Mayor Carl Zehr then delivered his Inaugural Meeting, a copy of which is annexed hereto and forms part of these minutes. Moved by Councillor K. Taylor-Harrison Seconded by Councillor B. Vrbanovic "That this Council extend all good wishes to former Mayor Richard D. Christy and Councillor Mike Wagner who have given freely of their time and ability in service to the City of Kitchener and all its citizens." Carried. DECEMBER 1, 1997 COUNCIL MINUTES -639- CITY OF KITCHENER Moved by Councillor J. Haalboom Seconded by Councillor G. Lorentz "That the recommended 1998 meeting schedule of Standing Committees, Committee of the Whole and City Council, attached hereto, be approved, and further That the starting time for the Community Services Committee be changed from 1 p.m. to 1:30 p.m., and the Planning and Economic Development Committee from 3 p.m. to 3:30 p.m." Carried. Moved by Councillor Jake Smola Seconded by Councillor John Smola "That the City Treasurer is hereby authorized to advance funds, as required, to the Social Planning Council of Kitchener-Waterloo, the Kitchener Musical Society, the Kitchener Horticultural Society, Project Lift, the Kitchener Public Library Board, the Centre In The Square Inc., the Kitchener-Waterloo Area Visitor & Convention Bureau and the Homer Watson House Foundation provided that such advances do not exceed 70% of the amount provided by Council to any such local Board or organization during the year 1997, save and except the Social Planning Council of Kitchener-Waterloo and Project Lift which shall on a month-to-month basis receive not more than 1/12 of their 1997 City budget funds. Such authorization, however, to exclude the Waterloo County Board of Education, the Waterloo Region Roman Catholic Separate School Board and the Regional Municipality of Waterloo, and that this arrangement shall remain in effect until such time as the 1998 budget is approved." Carried. Moved by Councillor K. Taylor-Harrison Seconded by Councillor J. Ziegler "That leave be given the Mover and Seconder to introduce the following by-laws, namely: (a) Being a by-law to appoint an Acting Mayor (b) To confirm all actions and proceedings of the Council and that the same be taken as read a first time and stand referred to the Committee of the Whole." Carried. On motion the Council resolved itself into the Committee of the Whole and Mayor Carl Zehr appointed Councillor John Smola as Chair. The matters before the Committee were then considered. Moved by Councillor John Smola Seconded by Councillor M. Yantzi "That the report of the Committee of the Whole of this date, be adopted." Carried. 10. Moved by Councillor Jake Smola Seconded by Councillor G. Lorentz "That the following by-laws listed on the agenda for third reading, namely: (a) Being a by-law to appoint an Acting Mayor (By-law No. 97-180) (b) To confirm all actions and proceedings of the Council (By-law No. 97-181 ) DECEMBER 1, 1997 COUNCIL MINUTES CITY OF KITCHENER 11. be taken as read a third time, be finally passed and numbered serially by the Clerk."
