COMMUNITY SERVICES COMMITTEE MEETING
MONDAY MAY 11, 1992
The Community Services Committee met this date under the Chairmanship of Alderman G. Lorentz with
the following members present: Mayor D. Cardillo, Alderman T. Galloway, Alderman G. Leadston,
Alderman B. Stortz, Alderman M. Wagner, Alderman C. Weylie, Alderman M. Yantzi, Alderman C. Zehr
and Alderman J. Ziegler.
Others Present: Messrs. F. Graham, L. Wiegand, T. McKay, G. Nixon, B. Davies, J. Gazzola, R. Arnot, P.
Wetherup, T. Clancy, J. Nelson, Ms. S. Roberts, Ms. G. Holstead, Ms. C. Oliver and Ms. D.H. Gilchrist.
This meeting of the Community Services Committee commenced at 1:05 p.m.
1. Minutes
On motion by Alderman M. Wagner
it was resolved:
"That the Minutes of the regular meeting of the Community Services Committee, of
April 27, 1992, as mailed to the members, be accepted."
2. Deleqation - Waterloo Green Home Project
Mr. S. Carpenter was in attendance to support the grant request of the Waterloo Green Home
Project. The Committee was in receipt of a report from Mr. L. Wiegand, dated May 5, 1992 and a
copy of the grant application and background information on the Waterloo Green Home.
Mr. Carpenter reviewed the material attached to the grant application advising that the house is to
be built this summer and will be open for viewing in a years time. He advised that the house will use
one quarter of the energy and one quarter of the water normally consumed and there will be no
construction waste going to the landfill site. Mr. Carpenter advised that Energy Mines and
Resources is the principal sponsor.
When questioned why the City has been approached for funding, Mr. Carpenter replied that he
believed the City would consider this a worthwhile project, in light of the City's concern for landfill
and water conservation. Further, this is an educational project as all schools will be invited to tour
the house and school kits will be produced which can be used year after year. Mr. Carpenter also
advised that the house is to be built in the City of Waterloo close to Resurrection High School.
Further discussion took place over the items listed in the grant application, the name of the project,
the great expense involved in the project, and the $200,000.00 communications cost. Discussion
also took place concerning approaches being made to the City of Waterloo and the Region for
funding.
Mayor D. Cardillo put forward a motion that consideration of the request be deferred and that the
applicant meet with staff to determine specific dollar figures for each of the items listed in the grant
application, that Kitchener be added to the project name and that the request for funding for the
hospitality at the main open house event be removed from the application.
Alderman B. Stortz advised that there is only $6,000.00 left for grants for the remainder of the year,
that the applicant should prioritize his request and work with the staff person to determine actual
costs.
Alderman J. Ziegler put forward a motion that the City approve in principle, a grant in the amount of
$3,000.00 subject to staff working with the applicant to determine what the money is to be spent on.
Mayor D. Cardillo withdrew his earlier motion.
Alderman C. Zehr recommended that Alderman J. Ziegler's motion be amended to include that the
City would undertake any service that would be of no cost.
When questioned by the Committee, Mr. Carpenter advised that the monies required for
communication items will not be spent until next year.

Alderman B. Stortz recommended that the amount of the grant be $2,000.00 to be paid in 1993.
Alderman J. Ziegler accepted these friendly amendments to the motion.
On motion by Alderman J. Ziegler
it was resolved:
"That we approve in principle a grant to the Waterloo Green Home Project, in the
amount of $2,000.00, to be paid in 1993, subject to the applicant working with City
staff to determine which of the items in their grant application the money will be used
for; and further
That we agree to assist the Waterloo Green Home Project with any services they require
which are at no cost to the City."
3. Canada's 125th Birthday Celebrations
Ms. G. Holstead was in attendance and advised that Ms. C. Gosnell was not able to attend this day.
She reviewed the list of events for Canada's 125th Birthday Celebrations as attached to the agenda
for the meeting of April 27, 1992 and further advised that the Multicultural Festival and the K-W
Symphony Junior Orchestra have also registered as 125th Birthday Celebrations.
Alderman G. Leadston advised of firework displays being offered by the City with the Stanley Park
Neighbourhood Association and questioned whether the City should get involved in celebrations
over and above the regular events.
Staff questioned whether the City was in a position to assist groups in any way. Mr. T. McKay
suggested that the City may get a variety of grant requests coming in for financial assistance for
these events and recommended that the Committee give approval for a small amount of money to
be used to cover these grant requests.
Mr. R. Arnot advised that over time this list of celebrations will grow.
On motion by Mayor D. Cardillo
it was resolved:
"That the Mayor and Chief Administrative Officer be authorized to approve grant requests
for in-kind services for the various Canada Day Celebrations to take place in the City
of Kitchener, to a total of $3,000.00."
4. Gravel Extraction - Grand River at Victoria Street
Mr. P. Puopolo and Mr. M. Peterson of Planning Initiatives Ltd. were in attendance to review the
"Witzel/Kearns Park Extraction of Aggregate Resource and Rehabilitation Master Plan Report" as
attached to the agenda. Mr. G. Nixon showed a video of the site concerned in the report. A
conceptual plan was distributed to the Committee members and displayed for the Committee's
benefit and Mr. Puopolo advised that the value of royalties from the aggregate extraction would be
in the vicinity of $150,000.00 to $200,000.00 and the costs for the rehabilitation work for the park
would be somewhere between $103,000.00 and $150,000.00. It is anticipated that the rehabilitation
work would be done in the spring or summer of 1993.
When questioned as to how the park would operate, the Committee was advised that there would
be no full time staff on site and that it would be a Iow maintenance operation. As compared to the
Chicopee area, there will be more marsh and the area would not be conducive to swimming. It is
intended that this park be used to provide access to the river.
When questioned by Alderman M. Wagner, Mr. G. Nixon advised that the bike/walkway trails will be
3 metres wide and they will be limestone paths.
Mr. P. Wetherup advised that the Ministry of Natural Resources and the Grand River Conservation
Authority have suggested that the fish in the pond be stocked naturally with spawning and spring
time flooding.

Discussion took place over the entrance feature as shown on the conceptual plan and the
Committee was advised that this is intended to be an entrance feature to the City as well as to the
park.
In reviewing the recommendations contained in the report from Mr. P. Wetherup dated May 5, 1992,
Mr. Puopolo requested an amendment to paragraph 3 asking that it include a Class A Permit as well
as a Wayside Pit Permit. The Committee agreed to this amendment to the recommendation.
On motion by Alderman G. Leadston
it was resolved:
"That we accept the "Witzel/Kearns Park Extraction of Aggregate Resource and
Rehabilitation Master Plan Report" prepared by Planning Initiatives Ltd., dated March,
1992, as presented to the Community Services Committee on May 11, 1992, and
That Planning Initiatives Ltd. be authorized to prepare a draft agreement for the extraction
and rehabilitation of the subject property with a perspective aggregate operator, with the
said agreement to address the following:
aggregate royalty or fee per tonne, if applicable,
ii)
method of tonnage verification,
iii)
extraction/completion time,
iv)
extent of pit rehabilitation,
v)
delivery of aggregate material to City job sites, and
That staff be directed to submit an application to the Ontario Ministry of Natural Resources
for an aggregate extraction operation with the said application to include the required plans
for a Class A Permit or a Wayside Pit Permit and applications to the Grand River
Conservation Authority and the Ministry of Natural Resources for any required work
permits; and further,
That staff, with assistance from the Grand River Conservation Authority, be authorized to
commence negotiations with the aggregate producer (Forwell Limited) for the extraction of
the aggregate resource."
5. Walkathon for Leukemia
The Committee was in receipt of a memo from Ms. G. Holstead dated May 5, 1992 outlining the
request of the United Food and Commercial Workers International Union to distribute free food and
drinks at Victoria Park on June 14, 1992 in connection with a walkathon to raise money for
Leukemia.
On motion by Alderman C. Weylie
it was resolved:
"That the United Food and Commercial Workers International Union be permitted to
distribute free hot dogs, soft drinks and coffee to registered participants in a
walkathon for Leukemia on June 14, 1992, in Victoria Park."
6. Billboard Siqn - Rockwa¥ Gardens
The Committee was in receipt of a letter from Mr. F.S. Graham dated May 6, 1992 recommending
the removal of the existing billboard sign located on King Street East between Rockway Gardens
and Rockway Senior Citizens Centre. The letter also recommended that any new signage
proposed for this location be coordinated with the upcoming master plan for Rockway Gardens.
On motion by Mayor D. Cardillo
it was resolved:

"That the existing billboard sign, located on King Street East between Rockway Gardens
and the Rockway Senior Citizens Centre, be removed; with any future consideration of
signage at this location to be co-ordinated with the upcoming Master Plan for Rockway
Gardens."
Discussion then took place over entrance signage at all sides of the City and mention was made of
the entrance feature proposed under Item No. 4 on the agenda dealing with the gravel extraction. It
was noted that these signs should be coordinated and the City should move towards proper
signage for entrances to the City.
Alderman C. Zehr recommended that this matter should be discussed at a future Community
Services Committee meeting before staff does any work on this project and that boundary signs
between the City of Waterloo and the City of Kitchener should also be included.
Walkway Fencing - 234 and 242 Driftwood Drive
A video presentation of the community trail dividing these two properties and the condition of the
lands both public and private was displayed for the Committee's benefit. A separate report
prepared by Mr. J. Nelson, Landscape Architect, dated May 8, 1992 was distributed to the
Committee members.
Several members of the Committee advised of similar situations in their Wards and Mr. Nelson
explained the difference between fences along walkways and fences along community trails. Mr.
Nelson advised that there is already a policy and funds in an account to assist property owners
whose properties abut walkways but the policy does not include community trails.
Discussion took place over a safety audit and the problems of creating entrapment areas and
whether or not a fence in this location would be appropriate as, once someone is in the community
trail, if it were fenced, there would be a definite destination which could create problems.
On motion by Alderman C. Zehr
it was resolved:
"That we enter into an agreement with the owners of 234 and 242 Driftwood Drive to
install a 4 ft. chain link fence between their properties and the Community Trail adjacent
to their properties on a 50/50 cost sharing basis at an upset cost of $2,300.00."

9. New Business
a) Bicycles - City owned Buildin,qs
Alderman M. Wagner advised that he has been discussing with Mr. F. Graham the possibility of
including proper facilities at City owned Buildings for cyclists and for storing bicycles.
b). Huron Natural Park
Alderman T. Galloway advised that the Parks and Recreation Department and the consultants will
be conducting a guided walk of the Huron Natural Park on Saturday June 13, 1992 and that further

c) Victoria Park
Alderman B. Stortz advised that Ms. S. Biers has opened the Food Concessions and Restaurant at
the Victoria Park. He advised that things are going well.
d) Victoria School Community Centre
Mr. R. Arnot advised the Committee that at the next meeting of the Community Services Committee
he would have a report concerning the Community Centre at Victoria Public School. He stated that
if the Committee members wished to have a tour of the building, they could contact Mr. W. Pearce
in the Building & Inspections Division.
10. NEXT MEETING
The next regular meeting of the Community Services Committee is scheduled for Monday May 25,
1992, commencing at 1:00 p.m. in Committee Room 4.
