COMMUNITY SERVICES COMMITTEE MEETING
MONDAY SEPTEMBER 14, 1992
The Community Services Committee met this date under the Chairmanship of Alderman G. Lorentz with
all members present.
Others Present: Messrs. F. Graham, R.W. Pritchard, R. Arnot, B. Stanley, T. Clancy, G. Nixon, L.
Wiegand, R. Weber, J. Gazzola, K. Baulk, Ms. J. Koppeser, Ms. C. Oliver, Ms. L. Bamford, Ms. B. Spry
and Ms. D.H. Gilchrist.
This meeting of the Community Services Committee commenced at 1:05 p.m.
1. Minutes
On motion by Alderman C. Weylie
it was resolved:
"That the Minutes of the regular meeting of the Community Services Committee of
August 10, 1992, as mailed to the members, be accepted."
2. Delegation - Kitchener Dutchmen Jr. "B" Hockey Club
Mr. P. Collins of the hockey club was in attendance and the Committee was in receipt of a memo
from Mr. B. Stanley dated September 8, 1992 along with background information from the hockey
club.
Mr. Collins addressed the Committee giving a brief history of the hockey club advising that for the
last four years, it has been a private non-profit organization. Last year, the hockey club presented a
three year marketing plan to the Community Services Committee and today he is here to update
that plan.
Mr. Collins stated that the team has paid every bill they had for the 1990-91 season, the only
remaining debt being that to the City for ice rental. The team is in the process of getting a Bingo
Licence which will help make the team self-sufficient. He advised the Committee that the hockey
club is looking for a grant to cover some of the expenses or the City's blessing for a Bingo Licence
to help pay the debt.
Mr. R.W. Pritchard addressed the Committee advising that he had spoken with the Ministry and it is
questionable if the hockey club can obtain a Bingo Licence. There are rumours that the Provincial
Policy will be changed but no definite information in this regard has been provided to Municipalities.
If the policy does change, then the hockey club would be able to get a licence.
Mr. Collins stated that the O.H.A. has advised the hockey club that they have been approved for a
Bingo Licence.
When questioned by the Committee, Mr. Pritchard advised that the Province would be the issuing
body with approval required from Council.
Alderman G. Leadston suggested that Council could give approval to a Bingo Licence, subject to
the hockey club meeting all Provincial requirements.
Discussion then took place over the financial statements provided to the Committee and Alderman
C. Zehr requested that the Committee be provided with an up-to-date financial statement.
The discussion then moved to the Kitchener Rangers and whether they should again be
approached to help finance the Jr. "B" club.
Alderman T. Galloway declared a conflict of interest as he is employed by the Kitchener Rangers
and did not participate in any discussion or voting on this matter.
Alderman G. Leadston suggested that the Dutchmen may very well require a $10,000.00 grant
every year which, in his opinion, is not a big expense for the City to commit to.

On motion by Alderman G. Leadston
it was resolved:
"That subject to all the necessary approvals being received from the Province, the City of
Kitchener has no objection to the Kitchener Dutchmen Jr. "B" Hockey Club obtaining a
Bingo Lottery Licence, and further;
That a decision on the grant request of the Kitchener Dutchmen Jr. "B" Hockey Club be
deferred to the Community Services Committee meeting of October 5, 1992, subject to
discussions between staff and the Hockey Club as to how their current debt will be repaid
and to receiving an up-to-date financial statement from the Hockey Club."
3. Delegation - Storm Damage Information
Mr. J. Ball, 36 Springdale Drive, Kitchener was in attendance to request that the City clean up
approximately 12 damaged trees owned by the City still located in his back yard as a result of the
storm which took place in June of this year. He stated that Parks and Recreation staff advised him
that the trees would not be cleaned up until the winter.
Mr. Clancy addressed the Committee advising that Mr. M. Mahaffey will give a slide presentation in
this regard and the Committee was referred to Mr. T. Clancy's memo of September 9, 1992. Mr.
Mahaffey gave the slide presentation advising that it had taken crews 6 to 8 weeks to clean up the
damage caused by the storm and that most of the hazardous material has been taken away. Mr.
Mahaffey stated that there is extensive damage behind Mr. Bali's house.
Mr. Ball stated that his main concern is the delay to the winter for the clean up. He wants the City
trees cleaned up now so that he can clean up his own property.
Discussions took place over whether or not the City's insurance company would pay for the clean
up and how much the deductible would be. Mr. J. Gazzola advised that it was his understanding
that there is a $5,000.00 deductible per event and anything beyond this would be covered by the
insurance company. Discussion then took place as to whether or not a private contractor could be
hired to do the clean up and have it covered under the City's insurance.
It was generally agreed that a decision on this matter would be deferred to the Council meeting of
Monday September 21, 1992 and Mr. Gazzola was instructed to have information on the insurance
coverage in time for the Council meeting. Mr. T. Clancy advised that he would try and find a private
contractor who would do the clean up of the property.
Alderman J. Smola gave his thanks to Parks and Recreation staff for the excellent job that they have
done in cleaning up the storm damage in the Bridgeport area.
4. Delegation - Track and Field
Mr. Richard Hughson, R.R. #1, St. Agatha, was in attendance to present the views of the Waterloo
Regional Associated Track and Field Club with respect to the agreement being worked on between
the Cities of Kitchener and Waterloo and the Track and Field Community. He provided the
Committee members with copies of the letter from Ms. M. Schlegel, President of the Waterloo
Region Associated Track and Field Club and read the letter aloud. Mr. Hughson also referred to an
article in Athletics, September, 1992 concerning the Barcelona Olympics.
A brief discussion took place on this matter and Alderman G. Lorentz requested of Mr. R. Arnot
provide an update on this matter for the Council meeting of Monday September 21, 1992.

"That the report of the Waterloo Regional Associated Track and Field Club, as
presented to the Community Services Committee on September 14, 1992, be
accepted for information purposes, and further;
That Parks & Recreation staff report to the Community Services Committee in this regard,
as soon as is practical."
5. Grant Application - Twin City Square Dancers
The Committee was in receipt of a memo from Mr. L. Wiegand, dated September 8, 1992, along
with a grant application and background material from the Twin City Square Dancers.
On motion by Alderman C. Zehr
it was resolved:
"That no action be taken on the request of the Twin City Square Dancers for an in-
kind facility grant in the amount of $108.50 for their use of the Victoria Park Pavilion
on September 11, 1992."
6. Purchase of Kitchener-Wilmot Hydro Surplus Lands
The Committee was in receipt of a memo from Mr. P. Wetherup, dated June 25, 1992. Mr. F.S.
Graham advised that the only amendment being requested to the recommendations contained in
Mr. Wetherup's memo was that the decommissioning reports be provided by the Kitchener-Wilmot
Hydro, to the City's satisfaction.
Discussion took place over the two parcels of land to be acquired and Alderman B. Stortz requested
that there be two recommendations, one for each parcel of land.
On motion by Alderman B. Stortz
it was resolved:
"That subject to receiving a decommissioning report from the Kitchener Wilmot Hydro,
to the satisfaction of the City of Kitchener, the City of Kitchener acquire from the
Kitchener Wilmot Hydro 79 Joseph Street, opposite Gaukel Street, including the
building, being approximately 74 ft. by 92 ft., for the sum of $59,591.39, which shall be
charged to the Park Trust Fund Account, and further;
That the Mayor and Clerk be authorized to execute any documentation associated with the
purchase."
On motion by Alderman B. Stortz
it was resolved:
"That subject to receiving a decommissioning report from the Kitchener Wilmot Hydro,
to the satisfaction of the City of Kitchener, the City of Kitchener acquire from the
Kitchener Wilmot Hydro lands at the corner of Lancaster Street and Breithaupt Street,
being approximately 40 ft. by 40 ft., for the sum of $2,035.22, which shall be charged
to the Park Trust Fund Account, and further;
That the Mayor and Clerk by authorized to execute any documentation associated with this
purchase."
7. 1993 Fees and Charqes - Parks & Recreation Department
The Committee was in receipt of a letter from Mr. F.S. Graham dated September 9, 1992
concerning Fees and Charges, Kitchener Farmer's Market/Public Use of City Facilities. In addition
to the memo, there was a schedule of proposed Fees and Charges for 1993.

Mr. Graham pointed out his concerns over the Market Hall rental advising that adopting the
proposed fees would make the costs of the Market Hall beyond the reach of many people and
associations. If these groups don't receive support from the City for their use of the hall, we may
lose an opportunity for volunteers in the community.
Alderman J. Ziegler raised the issue as to why the seniors' age is at 55 and not 60 or 65.
Alderman M. Yantzi recommended that the Fees and Charges for the Market Hall rental not be
approved at this time. He stated that a multi use building has its costs and that the whole marketing
approach to the Hall should be reviewed.
Mr. J. Gazzola pointed out to the Committee that the prices being proposed at this time only cover
the costs for the use of the facility. Perhaps the problem is really with the grants and not with the
charges for the Hall. Mr. F. Graham pointed out that his concern is with charitable organizations
and service organizations who need a hall.
On motion by Alderman C. Zehr
it was resolved:
"That the 1993 Fees and Charges for the Parks & Recreation Department, as
presented to the Community Services Committee on September 14, 1992 be
approved, save and except for the Licensed Rates for the Farmer's Market Hall
Rental, and further;
That Parks & Recreation Department staff provide further information to City Council, at its
meeting of September 21 1992, concerning Licensed Rates for the Farmer's Market Hall
Rental."
8. Athletic Awards Banquet
The Committee was in receipt of a report and recommendations from Messrs. J. Cooper and R.
Wyatt, dated June 4, 1992, and a covering letter from Mr. R. Arnot, dated July 31, 1992.
Discussion took place over the cost reduction measures proposed in the report and Mayor D.
Cardillo advised of his concern that adult athletes would not be recognized if all these cost reduction
measures were approved. He stated that it was his opinion that adult athletes should be
recognized.
On motion by Mayor D. Cardillo
it was resolved:
"That the City of Kitchener host the Annual Athletic Awards Banquet in 1993 with a
format similar to that of 1992, being a catered sit down meal, and
That the banquet be held in February, 1993 in order to best accommodate the majority of
athletes eligible to attend, and
That the 1992 approved budget figure of $9,000.00 plus any allowable percentage
increases be budgeted for the 1993 banquet, and
That staff implement the cost reduction measure presented to the Community Services
Committee on September 14, 1992, save and except that adult athletes will be recognized,
and further;
That the "Criteria" contained in Policy No. 1-40 be amended (a) to include all members of a
Kitchener sport organization regardless of member residency and (b) not include
University, Community College or High School teams or athletes."
9. Alcohol Management Policy
The Committee was in receipt of a memo from Mr. R. Weber, dated September 4, 1992, in this
regard.

On motion by Alderman B. Stortz
it was resolved:
"That we approve the establishment of a Committee to develop an Alcohol
Management Policy for the City of Kitchener, and further;
That Alderman B. Stortz be appointed a member of this Committee."
10. Victoria Park - Peace Grove
The Committee was in receipt of a report from Mr. G. Nixon, dated September 9, 1992, and Ms. J.
Dean was in attendance and provided a concept plan of the proposed Peace Grove to be located in
Victoria Park. Ms. Dean advised that there will be a "Peace for Parks" dedication across Canada on
October 8, 1992 and it is proposed that the City would locate 12 trees in the Peace Grove native to
all provinces and territories in Canada. Discussions took place over where the money would come
from for this project, as it is not a budgeted item and Mr. G. Nixon advised that there will be two
trees planted this fall in time for the dedication on October 8, 1992 which will be paid for from the
tree planting account. The rest of the works would be completed in 1993 and will be budgeted in
the Capital Forecast for Special Projects.
Discussion took place over whether or not Victoria Park was the most appropriate location for the
Peace Park and Alderman G. Leadston and Alderman M. Wagner both suggested that a Peace
Park could be incorporated in another park anywhere in the City.
On motion by Alderman B. Stortz
it was resolved:
"That we approve the concept of establishing a "Peace Grove" in Victoria Park, as
presented to the Community Services Committee on September 14, 1992, with two
trees to be planted on October 8, 1992 and the remaining works to be completed in
1993 with funds to be provided in the 1993 budget."
12. Helicopter Fliqhts
The Committee was in receipt of a memo from Mr. R. Grau, dated September 8, 1992, advising of
the request of the Mid-Western Travel and Tourism Expo to operate helicopter flights from
Centennial Stadium/Jack Couch Ball Park in conjunction with their show.
On motion by Mayor D. Cardillo
it was resolved:
"That we authorize the organizers of the Mid-Western Ontario Travel and Tourism
Expo to operate helicopter flights from Centennial Stadium/Jack Couch Ball Park in
conjunction with their show to be held October 2-4, 1992."
13. Donation Request - A.P.E.O. Student Conference
The Committee was in receipt of a letter from the A.P.E.O. Student Conference, requesting a
donation towards the cost of hosting their conference from October 1-4, 1992 in Guelph.
On motion by Alderman C. Zehr
it was resolved:
"That no action be taken on the request of the A.P.E.O. Student Conference for a
financial contribution toward their 1992 conference to be held in Guelph from October
1-4, 1992."
14. Information Items
The Committee acknowledged receipt of the following reports for information purposes.
(a) Effect of weather conditions on municipal golf courses
(b) Wilson Arena - structural problems

15. New Business

Discussion took place over the new portrait of Queen Elizabeth located in the Kitchener Memorial
Auditorium and it was agreed that the portrait should be removed and the space left empty for the
time being.
16. Next Meetinq
The next regular meeting of the Community Services Committee is scheduled for Monday October
5, 1992, at 1:00 p.m, in Committee Room 4.
