COMMUNITY SERVICES COMMITTEE MEETING
MONDAY AUGUST 10, 1992
The Community Services Committee met this date under the Chairmanship of Alderman G. Lorentz with
the following members present: Mayor D. Cardillo, Alderman T. Galloway, Alderman M. Wagner,
Alderman C. Zehr, Alderman B. Stortz. Alderman J. Smola, Alderman C. Weylie and Alderman J. Ziegler
were in attendance for part of the meeting.
Others Present: Messrs. K. Janke, R. Arnot, B. Stanley, T. Clancy, G. Nixon, K. Baulk, P. Wetherup, Ms.
C. Oliver, Ms. B. Spry, Ms. L. Bamford and Ms. D.H. Gilchrist.
This meeting of the Community Services Committee commenced at 1:40 p.m.
1. Minutes
On motion by Alderman B. Stortz
it was resolved:
"That the Minutes of the regular meeting of the Community Services Committee of
July 6, 1992, as mailed to the members, be accepted."
2. Deleqation - Waterloo County Life Underwriters Association
Mr. R.D. Janke of the Waterloo County Life Underwriters Association appeared to support the
request for an in-kind facility grant for use of the Farmer's Market for the Poor Boys' Luncheon. The
Committee was in receipt of a memo from Mr. L. Wiegand dated June 29, 1992 concerning this
grant request along with the grant application and background information.
Mr. Janke addressed the Committee advising that this year's luncheon will be the 14th Poor Boys'
Luncheon and that the Committee who puts on the luncheon is strictly volunteer. He advised that
historically the Underwriters have received a grant from the City of Kitchener to cover the cost of the
market rental. He stated that with the change in the City's grant policy, they are no longer eligible
for a grant and that he is here on an appeal basis. He advised that the market rental is one of the
major expenses and if they have to pay the market rental, it will make a big difference in the bottom
line figure as to how much money goes to charity. He advised that the Underwriters try to make this
event a community effort and they draw together volunteer time and corporate sponsors to make
this event a success.
Alderman C. Zehr questioned the financial statements and was given an explanation. Mayor D.
Cardillo raised the issue as to whether or not they had received notice of the change of Council's
policy and Mr. Janke advised that he had received a letter from Mr. Gazzola.
Mayor D. Cardillo put forward a motion that an in-kind facilities grant in the amount of $700.00 be
approved for the Waterloo County Life Underwriters. The motion was Voted on and Lost.
On motion by Alderman C. Zehr
it was resolved:
"That no action be taken on the request of the Waterloo County Life Underwriters
Association for an in-kind facilities grant of $1,200.00 for the use of the Farmer's
Market for the Poor Boys' Luncheon."
3. Billboard Siqn - Rockway Gardens
It was noted that this matter was considered by Council at its meeting of June 1, 1992 and referred
back to the Community Services Committee for the meeting this date. The Committee was in
receipt of reports from Mr. F.S. Graham dated May 6 and August 5, 1992.

On motion by Alderman M. Wagner
it was resolved:
"That the existing billboard sign depicting Oktoberfest and the Kitchener Farmer's
Market, located on King Street East between Rockway Gardens and Rockway Senior
Citizens Centre, be removed; and further
That any new design of an information sign in this or any other specific area be brought
back before the Community Services Committee for approval."
Alderman C. Weylie, Alderman J. Smola and Alderman J. Ziegler entered the meeting at this time.
Alderman M. Wagner questioned what was happening with the discussions that had taken place
previously over major entrance signs to the City. Mr. T. Clancy advised that we will be working with
this matter at budget time.
4. Purchase of Kitchener-Wilmot Hydro Surplus Lands
It was noted that this matter had been deferred at the Committee's meeting of July 6, 1992 to this
meeting. The Committee was in receipt of a memo from Mr. P. Wetherup dated June 25, 1992 and
Mayor D. Cardillo put forward the motion contained in the memo with an amendment that the cost of
decommissioning be at the City's expense.
The Committee advised that they wished to have a letter from the City's Land Purchasing Officer
advising as to his opinion of the value of the land.
Discussion took place over whether or not the decommissioning should be at the cost of the City or
the Commission and whether the prices as outlined in Mr. Wetherup's memo included the cost of
decommissioning, or whether the City knew how much decommissioning would cost.
It was agreed that there was no urgency to purchase the lands and that a further deferral for one
month would not be unreasonable.
On motion by Alderman C. Zehr
it was resolved:
"That consideration of the purchase of surplus lands from the Kitchener-Wilmot Hydro
at 79 Joseph Street and lands at the corner of Lancaster Street and Breithaupt Street
be deferred to the meeting of Monday September 14, 1992."
5. Mandatory Bicycle Helmets
The Committee was in receipt of a letter from Mrs. D. Gilchrist containing a resolution which is a
follow-up to the resolution which Council approved at its meeting of July 13, 1992. The Committee
was advised that a similar resolution is to be placed before the City of Waterloo Council at their
meeting of August 17, 1992.
The question was raised as to the cost of enforcing the use of bicycle helmets as it was thought that
this matter has not been taken into consideration in the proposed Bill 124 or in the resolution put
forward. Discussion took place over this matter and it was agreed that enforcement would be
considered at a later time as Bill 124 is just a start and that there will be a long phase in period and
standards for helmets will have to be set.
On motion by Alderman C. Zehr
it was resolved:

"Whereas every year cyclists are killed or suffer serious brain damage resulting from
bicycle crashes; and,
Whereas education programs for bicyclists are still in their infancy, and it is doubtful that
any educational programs will put helmets on bicyclists, especially children; and,
Whereas evidence is available and clear that wearing helmets can prevent serious injury
and even save lives of bicyclists involved in accidents;
Therefore Be It Resolved that the City of Kitchener endorses proposed Bill 124 and urges
its speedy implementation; and further,
That this resolution be forwarded to the Ontario Ministry of Transportation, The Association
of Municipalities of Ontario and the local M.P.P. for their endorsement; and further,
That in conjunction with the Waterloo Regional Police, the City Solicitors of both Kitchener
and Waterloo jointly investigate the feasibility of enacting municipal by-laws to require the
mandatory use of helmets by bicyclists."
Appointment - Regional Municipality of Waterloo Bicycle Master Plan
Steerinq Committee
The Committee was in receipt of a letter from Mrs. D. Gilchrist dated July 20, 1992 and a letter from
Mr. David Banks, Manager of Traffic Services, Region of Waterloo, dated July 8, 1992 requesting
that the City appoint up to two representatives to sit on the Steering Committee for the Region of
Waterloo Bicycle Master Plan.
Alderman M. Wagner advised that he would be interested in being one of the representatives and
recommended that the second representative be a member of staff.
On motion by Alderman B. Stortz
it was resolved:
"That Alderman M. Wagner and Mr. P. Wetherup, Parks Planner, be appointed as the
City's representatives on the Regional Municipality of Waterloo Bicycle Master Plan
Steering Committee."
7. Letter of Understandinq - Kitchener Lions Club
Mr. R. Arnot requested that consideration of this matter be deferred to the meeting of September 14,
1992 as there are some changes to be made.
8. 1993 Fees & Charqes - Parks & Recreation Department
The Committee was in receipt of a report from Mr. R. Arnot dated July 31, 1992 and a memo from
Mr. K. Baulk dated July 13, 1992 concerning 1993 golf unit fees and charges.
Mr. Arnot pointed out that his report is being tabled this date for information purposes and the only
fees that he would request approval of at this time, are for the golf courses and the Auditorium. He
advised that the rest of the fees and charges would be considered by this Committee at its meeting
of September 14, 1992.
It was noted that Mr. Gillies, past president of the Men's Club at the Rockway Golf Course was in
attendance to answer any questions the Committee might have.
On motion by Alderman B. Stortz

"That the 1993 Fees and Charges for the golf courses and the Auditorium, as
presented to the Community Services Committee on August 10, 1992, be approved;
and further,
That the golf unit continue to accept new members (and those who joined after 1990) only
as option no. 2 members; and further,
That final endorsement be given for the previously approved plan to eliminate the reduced
rate for senior full (7 day) memberships but continue to offer a reduced rate for senior
restricted (weekday) memberships."
9. Speakers Corners
Mr. T. Clancy addressed the Committee advising that K-W Oktoberfest had approached the City
wanting to put a larger castle at Speakers Corners this year. They advised that they had sponsors
for this project but it appears now that they do not. Mr. Clancy advised that he would be preparing a
report in the not too distant future for the redesigning of this corner.
Alderman B. Stortz raised the concern of some of the night employees at Canada Trust about safety
at this corner, and Mr. Clancy responded that they have satisfied the concerns of Canada Trust
employees by trimming the hedges in this area.
10. Parks Division Reorqanization
Mr. T. Clancy gave a verbal presentation in this regard and the Committee members were in receipt
of organizational charts for the Parks and Property Division. Mr. Clancy advised that the
reorganization is as a result of the upcoming retirement of 3 key staff members.
11. 1992 Athletic Awards Banquet
Mr. Arnot advised that the report attached to the agenda is being circulated for information purposes
only at this time and requested that this matter be considered by the Committee at its September
14, 1992 meeting.
12. Request for Donation - O.S.A.I.D.
The Committee was in receipt of a letter from Mayor Ann Mulvale, City of Oakville, dated June 29,
1992 requesting financial assistance for "Ontario Students Against Impaired Driving".
Alderman J. Ziegler put forward a motion that no action be taken on this request and Mayor D.
Cardillo requested an amendment to the motion to state that the Mayor would correspond with the
Mayor of Oakville advising of our local program.
On motion by Alderman J. Ziegler
it was resolved:
"That no action be taken on the request of Mayor Ann Mulvale of Oakville for a
donation to "Ontario Students Against Impaired Driving"; and further,
That the Mayor write to Mayor Mulvale advising of our local program."

Concerning the upcoming event of the Red Army, Mr. Arnot advised that the tickets are available
but the marketing and media campaign has not yet begun.
14. New Business
a)
The Committee was in receipt of a memo from Mr. R. Arnot concerning Chris Johnson and
Arnie Boehm and advising that staff of the Parks & Recreation Department have initiated steps
to honour these gentlemen, with the timing of the event to be the last week of August or the first
week of September.
b)
The Committee was in receipt of a letter from Mr. R. Arnot advising of the impact of the
inconsistent weather and tough economic times on attendance on both the indoor and outdoor
pool facilities this summer. The date advertised for closing the three outdoor pools is
Wednesday September 2, 1992; however if there is an indication that the weather will continue
to be unseasonably cool and wet, they will be closed sooner.
15. Next Meetinq
The next regular meeting of the Community Services Committee is scheduled for Monday
September 14, 1992, at 1:00 p.m, in Committee Room 4.
