COMMUNITY SERVICES COMMITTEE MEETING
MONDAY DECEMBER 7, 1992
The Community Services Committee met this date under the Chairmanship of Alderman G. Lorentz with
all members present.
Others Present: Messrs. T. McKay, F. Graham, R. Arnot, T. Clancy, B. Stanley, L. Wiegand, D. Corry, J.
Gazzola, Ms. C. Oliver and Ms. D.H. Gilchrist.
This meeting of the Community Services Committee commenced at 1:20 p.m.
1. Election of Chairman and Vice-Chairman
On motion by Alderman J. Ziegler
it was resolved:
"That Alderman G. Lorentz be appointed Chairman of the Community Services
Committee for a period to expire November 30, 1993."
On motion by Alderman J. Ziegler
it was resolved:
"That Alderman G. Leadston be appointed Vice-Chairman of the Community Services
Committee for a period to expire November 30, 1993."
Alderman G. Lorentz took the Chair at this time.
2. Minutes
On motion by Alderman J. Ziegler
it was resolved:
"That the Minutes of the regular meeting of the Community Services Committee of
November 17, 1992, and the special meeting of the Community Services Committee
of December 3, 1992, as mailed to the members, be accepted."
3. Kiwanis Club Cheque Presentation
Mr. G. Olinski of the Kitchener Kiwanis Club, was in attendance to present the City with a cheque in
the amount of $10,000.00, as part of their commitment towards the capital costs of the Twin Pads at
the Kitchener Memorial Auditorium. Alderman G. Lorentz accepted, with thanks, the cheque on
behalf of the City of Kitchener.
4. Deleqation - U.W. Villaqes Benefit Semi-Formal
Alderman T. Galloway declared a conflict of interest with this item due to his employment with the
University of Waterloo and did not participate in any discussion or voting with respect to this grant
application.
Messrs. G. Fenton and D. Kruis were in attendance to represent the grant request of the U.W.
Villages Benefit Semi-Formal fund. The request was for $898.62, representing 50% of the cost of
bus transportation to and from the semi-formal, the other 50% to be requested of the City of
Waterloo. The Committee was in receipt of a report from Mr. L. Wiegand dated December 1, 1992,
in this regard. Messrs. Fenton and Kruis gave an explanation of their grant request to the
Committee. Mayor D. Cardillo put forward a motion that the grant application be approved.
Alderman C. Zehr advised that the City did not approve this request in 1991 as it was in
contravention to the current grant policy of not funding organizations which in turn fund other
organizations.
Upon question by the Committee, Mr. L. Wiegand advised that the City of Waterloo will only provide
50% of the funding if the City of Kitchener will approve this grant application.

Mr. Fenton advised the Committee that the dinner and dance is not a fund-raiser and the budget for
the dinner and dance is completely separate from the actual fund-raising events.
4. Deleqation - U.W. Villaqes Benefit Semi-Formal - cont'd
The motion put forward by Mayor D. Cardillo was voted on and Lost.
On motion by Alderman C. Zehr
it was resolved:
"That no action be taken on the request of the U.W. Villages Benefit Semi-Formal
Fund for an in-kind bus transportation grant, in the amount of $898.62, representing
50% of the cost of bus transportation to the semi-formal held on November 20, 1992."
5. Deleqation - Kidney Foundation of Canada
The Committee had been advised that a representative of the Kidney Foundation of Canada would
be in attendance; however no delegation appeared in this regard. The Committee was in receipt of
a report from Mr. L. Wiegand dated December 1, 1992 outlining the grant request and a copy of the
grant application was attached.
Mayor D. Cardillo put forward a motion to approve of the grant request.
Discussion took place over the grant request and the Committee considered the letter from Mr.
Wiegand to His Worship Mayor Cardillo dated November 19, 1992 in which Mr. Wiegand points out
certain grant restrictions as contained in the City's grant policy.
The motion put forward by Mayor Cardillo was voted on and Lost.
On motion by Alderman J. Ziegler
it was resolved:
"That no action be taken on the request of the Waterloo-Wellington Chapter of the
Kidney Foundation of Canada for an in-kind facility grant, in the amount of $394.83,
for their use of the Victoria Park Pavilion on December 26, 1992."
6. Deleqation - Kitchener Rinqette Association Inc.
Messrs. F. Hasen and W. Grigg were in attendance to represent the special grant request of
Kitchener Ringette for funding for the National Ringette Championships to be held at the Kitchener
Memorial Auditorium Complex from April 12 - 17, 1993. The Committee was in receipt of a report
from Mr. L. Wiegand dated December 1, 1992 and a report from Mr. B. Stanley dated November 27,
1992. It was pointed out to the Committee that in September, 1990, the Finance Committee
recommended that Council give favourable consideration to the Association's grant request in the
amount of $4,000.00 for the National Championship. The question was raised as to whether the
grant would be for $4,000.00 or for $4,300.00 as noted in the grant application and it was confirmed
that the grant required is $4,000.00.
On motion by Alderman T. Galloway
it was resolved:
"That we approve the request of Kitchener Ringette Association Inc. for an in-kind
facility rental grant in the amount of $4,000.00, for their use of the Kitchener Memorial
Auditorium Complex for the National Ringette Championships from April 12 - 17,
1993."
7. Kitchener Farmers' Market Operations Review '92
Mr. R.T. Chorney was in attendance to review the "Kitchener Farmers' Market Operations Review
'92" which he prepared. The Committee was also in receipt of the minutes of the Market Operating
Committee meeting of November 24, 1992, outlining that Committee's consideration of the review
and their recommendations. Mr. Chorney reviewed those items which he was requested to
examine. From the results of the 50 or more interviews he conducted, he had highlighted the
Market's strengths and weaknesses. Mr. Chorney then presented his

recommendations as to how the Market can improve. The meeting was then opened up to the
Committee members for questions and comments and general discussion then took place over the
recommendations contained in the report.
Alderman M. Yantzi thanked Mr. Chorney for his presentation, and introduced members of the
Market Operating Committee in the audience, thanking them for their years of service.
It was Alderman Yantzi's opinion that the key factor to the survival of the Market is its ability to adapt
to change.
On motion by Alderman M. Yantzi
it was resolved:
"That we approve, in principle, the "Kitchener Farmers' Market Operation Review '92"
prepared by Robert T. Chorney, Executive Director, Farmers' Markets Ontario, dated
November, 1992, save and except for the relocation of the Market, as this is
premature."
That we establish a Kitchener Farmers' Market Advisory Committee and advertise
immediately to secure applicants for the respective positions on the Committee, as
outlined in the "Kitchener Farmers' Market Operations Review '92", and further;
That Terms of Reference be established for the Kitchener Farmers' Market Advisory
Committee and criteria be documented for those applicants appointed to the Committee."
"That the Commissioner of Parks and Recreation be directed to initiate the
recommended administrative and management changes outlined in the "Kitchener
Farmers' Market Operations Review '92"."
Alderman G. Lorentz thanked Mr. Chorney on behalf of the Committee. Mr. Chorney advised that
he wished the City good luck and offered to assist with the implementation of the recommendations
contained in the report. The Committee requested that they receive an updated report on the
changes to take place in the Market in three months time.

9. New Business
Alderman G. Lorentz advised that the Homer Watson
DECEMBER 7, 1992
House and the Kitchener-Waterloo Art
Gallery have had their first meeting and a staff committee has been formed containing staff from
both galleries. They will meet with a facilitator and report back to this Committee sometime in
March.
10. Next Meetinq
The next regular meeting of the Community Services Committee is scheduled for Monday January
4, 1993, at 1:00 p.m, in Committee Room 4.
