HomeMy WebLinkAboutCommunity Svcs - 1993-02-01CSC\1993-02-01 COMMUNITY SERVICES COMMITTEE MEETING MONDAY FEBRUARY 1, 1993 The Community Services Committee met this date, under the Chairmanship of Alderman G. Lorentz, with the following members present: Alderman T. Galloway, Alderman G. Leadston, Alderman J. Smola, Alderman B. Stortz, Alderman M. Wagner, Alderman C. Weylie, Alderman M. Yantzi, Alderman C. Zehr, Alderman J. Ziegler. Others Present: Messrs. F. Graham, T. McKay, R. Arnot, G. Nixon, R. Wiegand, J. Wallace, T. Clancy, G. Kett, K. Curtis, Fire Chief J. Hancock, Messrs. D. Daly and J. Mahoffey and Ms. D.H. Gilchrist. This meeting of the Community Services Committee commenced at 1:15 p.m. 1. Minutes On motion by Alderman G. Leadston it was resolved: "That the minutes of the regular meeting of the Community Services Committee of January 18, 1993, as mailed to the members, be accepted." 2. Deleqation - Waterloo Reqion Ski School - Track 3 Messrs. B. Gilmour and D. McLeod were in attendance on behalf of the Waterloo Region Ski School - Track 3 to represent their 1993 grant request. The Committee members were in receipt of a copy of their grant application. Copies of a written submission were distributed to the members of the Committee. Mr. Gilmour explained the purpose of Track 3 and of their own fundraising efforts. He advised that the program is very successful with 37 students this year and an anticipated 80 to 100 next year. He advised that they are planning to build their own facility at Chicopee next year as the existing facilities cannot accommodate 80 to 100 students. Mr. Gilmour advised that they wish to alter their grant application to request $3,000.00 to cover the cost of a "sit-ski", which is a special piece of equipment. They would also like some support from the City as it would assist in their fundraising. Discussion took place over the request and when questioned by the Committee, Mr. Gilmour advised that approximately 15 of the 37 students are residents of the City of Kitchener. It was also thought that this program is similar to the riding program offered to disabled children which is supported by the City of Kitchener. It was generally agreed that consideration of this grant request be deferred to the meeting of February 15, 1993, so that staff may further review the status of this organization to see if they can be affiliated. 3. Deleqation - Arffest '93 Ms. C. Ewing, Executive Director, Waterloo Region Arts Council and Ms. N. Brawley, Executive Director, Kitchener Downtown Business Association, were in attendance to review the grant request of Artfest '93. The Committee members were in receipt of copies of the grant application. Ms. Ewing advised that Artfest '92 ran last year as a joint venture, for the first time. It gave exposure of the artist to the community and the community to the artist. Ms. Ewing advised that she wished to start an arts awareness campaign to develop an awareness and acceptance of arts in Ontario. There are benefits to the community in the purchase of goods by the artist and the purchase of goods by the community. Ms. N. Brawley gave a short slide presentation of Artfest '92. She advised that they are hoping to double the activities this year and would like to see Artfest build into a major tourist event for the region. Discussion took place over the grant request which is for in-kind goods and services. It was noted that the General Provision Fund was increased to accommodate this grant request. COMMUNITY SERVICES COMMITTEE - 14 - FEBRUARY 1, 1993 3. Deleqation - Arffest '93 - cont'd Ms. Brawley advised that last year's event was done on a shoestring, the biggest problem having been programming for visual and performing artists. Last year these artists were not paid an honorarium. It is necessary to move to a more realistic budget as to how much Artfest will cost. Alderman M. Wagner put forward a motion to approve the grant request. Mr. T. McKay suggested that the Committee focus on the purpose of the grant. He also suggested that the role of the downtown is changing and becoming the entertainment centre for the City. He stated that the downtown businesses would like to get something in the downtown area for the summer and that this project could be considered economic development for the downtown. Alderman J. Ziegler advised that he supports Artfest but to a lesser amount, perhaps $2,050.00. Further discussion took place over the grant application with some members feeling that the grant should cover costs but not revenue. On motion by Alderman M. Wagner it was resolved: "That we approve an in-kind grant to Artfest '93 in the amount of $4,046.00 for the following goods and services: street closure ($450), stage units X 3 ($600), printing ($2,000), bus advertising on 10 buses ($700) and Leisure Magazine ($296)." 4. Canadian Forces Warninq and Reportinq Systems The Committee was in receipt of a memo from Fire Chief J. Hancock, dated January 26, 1993 and a report from Mr. S. Beatty, Regional Emergency Planning Coordinator. General discussion took place over the report. 5. Request of the Canadian Albanian Community The Committee was in receipt of a report from Mr. G. Kett, Manager, Cemetery Operations, dated January 18, 1993, outlining the request of the Albanian Community to reserve a portion of a section in the City's future cemetery site for their group. On motion by Alderman C. Zehr it was resolved: "That we reserve a portion of a section of our future cemetery site for the Canadian Albanian Community Association of Kitchener, and further; That up to 250 grave spaces be reserved with the terms and conditions of how the grave spaces are to be sold to be determined through discussions between the City and the Canadian Albanian Community Association, prior to entering into an agreement." 6. Information Items a) Public petition for the removal of boulevard crabapple trees. Messrs. D. Daly and M.J. Mahoffey were in attendance to answer any questions the Committee might have in this regard. The Committee was advised that this was submitted for information purposes only. b) Trackand Field Report The Committee members were provided with copies of a letter from Mr. R. Arnot, dated January 28, 1993, in this regard. The letter advised that Mr. David Graham, Past-Chairman of the 1990 Ontario Summer Games, has agreed to chair a meeting to facilitate the process towards the establishment of one affiliated club. Staff advised that they would keep the Committee informed of the progress in this regard. 7. Caucus Item COMMUNITY SERVICES COMMITTEE - 15 - FEBRUARY 1, 1993 On motion the Committee resolved itself into caucus to consider an item on the caucus agenda. Next Meetinq The next regular meeting of the Community Services Committee is scheduled for Monday February 15, 1993, at 1:00 p.m, in Committee Room 4.
