COMMUNITY SERVICES COMMITTEE MEETING
MONDAY JANUARY 18, 1993
The Community Services Committee met this date, under the Chairmanship of Alderman G. Lorentz, with
all members present.
Officials Present: Messrs. T. McKay, F. Graham, L. Ryan, L. Wiegand, R. Weber, R. Arnot, J. Maslanka,
B. Stanley, T. Clancy, Fire Chief J. Hancock, Platoon Chief D. Blain, Ms. C. Oliver, Ms. L. Bamford, and
Ms. D.H. Gilchrist.
This meeting of the Community Services Committee commenced at 1:10 p.m.
1. Minutes
On motion by Alderman M. Wagner
it was resolved:
"That the minutes of the regular meeting of the Community Services Committee of
January 4, 1993, as mailed to the members, be accepted."
2. Deleqation - Social Planninq Council of Kitchener-Waterloo
Ms. S. Harken, President of the Social Planning Council of Kitchener-Waterloo and Mr. E. Ginsler
along with two members of their staff were in attendance. A written submission containing
background information on the Social Planning Council of Kitchener-Waterloo was submitted to the
members of the Committee. Ms. Harken reviewed the written submission in light of the letter
received from Alderman G. Lorentz late last year.
Alderman M. Yantzi questioned whether or not the Social Planning Council would qualify for further
funding from the Province. The Committee was advised that the Province has announced that they
will continue to fund Community Information Centres for the next two years, however it is not known
how much provincial funding they will receive.
Mr. Ginsler advised that the Social Planning Council of Kitchener-Waterloo will be facing a
$37,000.00 deficit in 1993 even if they receive the same provincial and municipal funding as was
received in 1992. The Social Planning Council has been losing from all funders over the last few
years and they have started leasing out their data base to try and make up for the shortfall. It is
hoped that in 1993, they will be able to generate enough income to make up for the shortfall in
funding. When questioned by the Committee, Mr. Ginsler advised that in 1992, the Social Planning
Council had a $22,000.00 deficit. The Committee was further advised that if their income remains
the same as in 1992, they will have to have a 4 month layoff to cover the shortfall.
3. Deleqation - Biq Sisters of Kitchener-Waterloo and Area
Ms. D. Moser, Executive Director of Big Sisters of Kitchener-Waterloo and Area, was in attendance
at the request of the Committee and gave a brief description of the purpose of Big Sisters which is
to strive to break the cycle of families in poverty. Ninety-seven percent of these children live in
poverty. Of the 240 children looked after by Big Sisters, 160 live in Kitchener and of the 63 children
on the waiting list, 67% are from Kitchener. Ms. Moser advised that the Big Sisters of Kitchener-
Waterloo and Area raise 65% of their own funds.
4. 1992 Home Fire Safety Proqram
The Committee was in receipt of a report from Fire Chief J. Hancock, dated January 13, 1993 and
Platoon Chief Don Blain was in attendance and gave a brief presentation to the Committee with
respect to this report. P.C. Blain displayed maps of the City of Kitchener showing the areas which
have already been covered in this program advising that the Fire Department started at the centre
of the city and takes in new areas each year. P.C. Blain distributed copies of a pamphlet produced
by the Insurance Bureau of Canada entitled "How to Prevent Fire in Your Home (And What to do if
There is a Fire)" which was of interest to the members of the Committee. P.C. Blain advised that
the approach in this program is to concentrate on the City By-law which requires a working smoke
detector and a visible street number on every residence.

Neiqhbourhood Association Printinq Guidelines
The Committee was in receipt of a report from Mr. R. Arnot, dated January 8, 1993, recommending
new guidelines for the printing of Neighbourhood Association Newsletters and Flyers. Mr. R. Arnot
and Mr. J. Maslanka were in attendance to answer any questions the Committee might have in this
regard. Mr. Arnot advised that there will be a much closer monitoring of the Neighbourhood
Associations' printing budget than has happened in the past and that the Neighbourhood
Associations will be cut off when they are close to the total budget limit. Staff will come back at
budget time the following year for an increased budget for Neighbourhood Association printing if it is
required.
Alderman C. Weylie discussed the Victoria Hills Community Centre and the mandate of the
Neighbourhood Association to run recreational programs only. She advised that 3/4 of the
population of the ward need social programs which are not being provided and yet it is not within the
mandate of the Neighbourhood Association to provide these programs. It was her opinion that the
facility should get some broader use, however staff advised that they were not in a position to
demand what Neighbourhood Associations should offer in the way of programs.
On motion by Mayor D.V. Cardillo
it was resolved:
"That Policy No. 1-425 - PRINTING
GUIDELINES, as approved by Council
following policy be substituted therefore:
NEIGHBOURHOOD ASSOCIATIONS -
on July 20, 1987, be repealed and the
a)
All recognized Neighbourhood Associations will receive a maximum of 24
pages (1 sided - combination of Newsletters and Flyers) per calendar
year.
In addition, those Neighbourhood Associations operating community
programs will receive one (1) page per five (5) programs to a maximum
of twelve (12) pages (1 sided) per newsletter (based on three (3)
sessions per year).
In addition, those Neighbourhood Association who coordinate a number
of summer playground programs will receive four (4) pages (1 sided) per
year.
b)
Any local, non-profit organizations requesting to be included in Neighbourhood
Association Newsletters will be charged at a rate established by Print Shop.
c)
The maximum size for any one Neighbourhood Association Newsletter
shall be twenty-four (24) pages (1 sided).
d)
The number of Newsletters and Flyers ordered at any one time must not
exceed the number of residences within the service delivery area of the
Neighbourhood Association (geographic boundaries).
e)
All information submitted by a Neighbourhood Association for printing will
be included as part of their annual allotment. This will include information
regarding such things as Planning and Parks and Recreation matters, if
this information has been included by the Neighbourhood Association.
f)
The Neighbourhood Association will be charged for all printing in excess
of what is permitted within these guidelines. A cost estimated will be
supplied by the Printing Supervisor on request.
g) Content control will remain the responsibility of the Neighbourhood
Association.

All submissions must be:
- non partisan
- non denominational
- non political
- non profit
- neighbourhood based
- recreation oriented
Secretarial services will be provided subject to sufficient timelines.
J)
All Newsletters/Flyers must have "Printed in co-operation with the City of
Kitchener" on the bottom of the front page (graphics provided).
k)
All "white" spaces must be used efficiently. For example: pages with
mostly graphics and little content will not be acceptable.
K.P.R. staff must "proof" the Newsletter prior to going to print to ensure it
meets the criteria and is of a professional nature. K.P.R. reserves the right
to edit.
m)
The monitoring of these guidelines will be undertaken by City staff."
Presentation of 1993 Grant Requests
The Committee members were in receipt of a binder prepared by the Finance Department
containing summaries of grant requests for 1993 along with copies of each grant application and
supporting material. The Committee was also in receipt of a summary of 1993 recreational/sports
grants with 1992 comparisons as prepared by the Parks and Recreation Department. Mr. L. Ryan
was in attendance and reviewed the grant requests with the Committee advising that the total grant
request, including a general provision fund of $32,163.00, exceeds the 1993 allocation for City
grants, excluding recreational/sports grants, by $11,670.00.
General discussion took place over these grant requests, specifically discussion taking place over
the request of the Ontario Parks Conference for a municipal contribution of $2,000.00 towards the
cost of hosting the Ontario Parks Conference in Kitchener in July, 1993. Specific discussion also
took place over the request of Habitat for Humanity Waterloo Region for a grant in the amount of
$135,139.50 to cover lot levies, building permits for 13 houses and sewer and water for 13 houses,
11 of which are to be built in July, 1993 during the Jimmy Carter Work Project. Discussion also took
place over the grant request of the K-W Weavers and Spinners Guild, Waterloo Green Home
Project and Printing for Neighbourhood Associations and sports, social and cultural printing.
There was also discussion over the fact that the total amount of grant funds could be reconsidered
by Council on January 22, 1993 (Budget Day).
On motion by Alderman M. Wagner
it was resolved:
"That we approve a grant in the amount of $2,000.00 towards the cost of hosting the
Ontario Parks Conference in July, 1993."
On motion by Alderman C. Zehr
it was resolved:
"That we approve a one time grant in the amount of $10,000.00 for Habitat for
Humanity Waterloo Region in support of the Jimmy Carter Work Program to take
place in July, 1993."
On motion by Alderman C. Weylie
it was resolved:
"That we approve the grant request of the K-W Weavers and Spinners Guild in the
amount of $500.00."

On motion by Alderman C. Zehr
it was resolved:
"That we approve a general provision grant fund for 1993 in the amount of
$10,000.00."
On motion by Alderman C. Zehr
it was resolved:
"That the ordinary grants, non-recurring grants, new grant applications, elderly
residents tax grants and recreational/sports grants as recommended by the Finance
Department and the Parks and Recreation Department and as amended by the
Community Services Committee on January 18, 1993, be approved."
It was noted that Council's policy on grants allows for an appeal period, whereby a grant applicant
may appear before the Community Services Committee to appeal that Committee's decision. A
formal recommendation with respect to grant allocations will be forwarded to City Council at the end
of February.
