COMMUNITY SERVICES COMMITTEE MEETING
MONDAY JANUARY 4, 1993
The Community Services Committee met this date under the Chairmanship of Alderman G. Lorentz with
the following members present: Mayor D. Cardillo, Alderman G. Leadston, Alderman J. Smola, Alderman
B. Stortz, Alderman M. Wagner, Alderman C. Weylie, Alderman M. Yantzi, Alderman C. Zehr.
Officials Present: Fire Chief J. Hancock, Messrs. L. Proulx, T. McKay, F. Graham, R. Grau, F. Clement,
R. Weber, T. Clancy, G. Hoffman, R. Arnot, K. Baulk, G. Nixon, Ms. B. Arnold, Ms. C. Oliver, Ms. L.
Bamford, Ms. B. Spry and Ms. D.H. Gilchrist.
This meeting of the Community Services Committee commenced at 1:05 p.m.
1. Minutes
On motion by Mayor D. Cardillo
it was resolved:
"That the minutes of the regular meeting of the Community Services Committee of
December 8, 1992, as mailed to the members, be accepted."
2. Reqional Voice Radio Project
The Committee was in receipt of a report from Fire Chief J. Hancock, dated December 22, 1992,
containing recommendations for the City of Kitchener to participate in the Regional Voice Radio
Project. The Fire Chief was in attendance and reviewed the report as contained in the agenda. Mr.
Bronson of the Regional Municipality of Waterloo and Sergeant Cullen of the Waterloo Regional
Police Services was in attendance to answer any questions the Committee might have in this
regard. Sergeant Cullen advised the Committee that the number of participants will affect the size
of the system and change the size of the infrastructure. He advised that the D.O.C. will allocate
frequencies depending on the number of agencies participating. Mr. Bronson advised that grant
monies have been applied for and the Region will continue to pursue other grant options.
Alderman G. Leadston advised that it was his opinion that this was not an appropriate expenditure
in this financial climate and that he is opposed to the recommendations contained in the Fire Chief's
report. Alderman J. Smola advised that he was in agreement with Alderman Leadston.
On motion by Mayor D. Cardillo
it was resolved:
"That the City of Kitchener participate in the Regional Voice Radio Project.
AND
"That the Fire Department, the Public Works Department and Utilities Division be
included in the design of the system for the Regional Voice Radio Project; with the
Fire Department participating in the new system on its commencement and the Public
Works Department and Utilities Division participating when their present hand-held
mobile radios require replacement."
AND
"That the City of Kitchener support the concept of financing the infrastructure and
operation costs of the Regional Voice Radio Project through the Regional levy with
each area municipality being responsible for the capital and operational costs of its
user equipment."
AND
"That the Region of Waterloo be advised that the City of Kitchener has included the
financing of its user equipment for the Regional Voice Radio Project in its Capital
Budget."
3. Deleqation - 1993 Canadian Precision Skatinq Championships
COMMUNITY SERVICES COMMITTEE - 2 - JANUARY 4, 1993
Mr. D. Johnny was in attendance as a representative of the Kitchener Waterloo Skating Club to
request a grant from the City to assist in hosting the 1993 Canadian Precision Skating
Championships. The Committee was in receipt of a report from Mr. B. Stanley, Director, Business
Facilities, dated December 21, 1992, recommending that the City provide a grant in the amount of
$5,500.00 to be used to help offset rental costs at the Kitchener Memorial Auditorium Complex to
stage this event.
Discussion took place over the 1990 Canadian Precision Skating Championship and the profit
margin for that Championship. The Committee was advised that a profit of $60,000.00 was realized
with 25% staying at the local level and 75% going to the national level. Mr. Johnny advised that it is
anticipated that these will be similar results for the 1993 Championships. Mr. Johnny further
advised that there has never been a national sponsor for this program and that the Skating Club is
approaching the City of Waterloo, the Ontario Ministry of Tourism and Recreation and several other
businesses within the community.
Discussion took place over whether the money should be used to offset rental costs at the
Auditorium or whether a skaters' reception or some other event should be sponsored by the City.
On motion by Alderman C. Zehr
it was resolved:
"That we approve a grant in the amount of $5,500.00 to the Kitchener Waterloo
Skating Club towards the cost of hosting the 1993 Canadian Precision Skating
Championships at the Kitchener Memorial Auditorium Complex, April 8 - 11, 1993,
and further;
That staff work with the organizers of this event to determine an appropriate event to be
sponsored by the City of Kitchener."
Deleqation - Parks and Recreation Advisory Committee
Mr. T. Blaney was in attendance to discuss the future of the Parks and Recreation Advisory
Committee and the Committee was in receipt of a report from Mr. Blaney dated December 21, 1992
containing several recommendations on the future of this advisory committee.
Mr. Blaney was congratulated for the amount of work that he had put into this effort and it was
suggested that perhaps other standing committees may like to have a citizens' advisory committee.
The Committee reviewed the recommendations as contained in Mr. Blaney's report and the Terms
of Reference attached thereto and forming part of these minutes.
On motion by Alderman M. Wagner
it was resolved:
"That a Parks & Recreation Advisory Committee be established in 1993 with a
mandate of reviewing service levels, policy and future direction of leisure services on
a City-wide basis, as outlined in the Terms of Reference attached hereto and forming
part of these minutes, and further;
That those operational responsibilities and issues of the Department of Parks & Recreation
continue to be submitted to and reviewed by the Community Services Committee for
recommendation to City Council.
AND
"That the Parks & Recreation Advisory Committee's responsibilities be established as
that of a consultant and support group to community organizations such as
neighbourhood, sport, older adult, special needs associations, etc. relating to
recommendations on levels of service and long range plans for the Department and
Council.

"That the Parks & Recreation Advisory Committee's role, as required, be to monitor
both the level of and effectiveness of existing Department services through
communication with various user groups.
AND
"That the Parks & Recreation Advisory Committee be composed of a broad range of
individuals appointed on their merit of interest in City-wide services but not
necessarily precluding existing major clientele."
AND
"That the Parks & Recreation Advisory Committee consist of 7 members of the public
with staggered terms plus two members of Council to be appointed by Council and to
report through the Community Services Committee."
AND
"That the Department of Parks & Recreation, through the Commissioner, make
available such resource staff as may be necessary to carry out the Committee's
business."
Mill-Courtland Community Centre - Final Plans
The Committee was in receipt of a report from Mr. F.S. Graham dated December 21, 1992
recommending that the final plan layout for the project be approved and the completed pre-
qualifications for contractor and sub-contractors along with the tender date be acknowledged, as
this timing is necessary to comply with provincial grant application requirements. Messrs. D. Snyder
and T. Shaner of Snyder, Reichard and March, Architects, were in attendance and displayed, by
use of an overhead projector, floor plans and elevation drawings for the proposed community
centre.
Discussion took place over the two dedicated office areas in the proposed community centre for the
neighbourhood association and community group. The question was raised and discussion took
place over office spaces in other community centres.
On motion by Alderman B. Stortz
it was resolved:
"That we approve the final plan layout for the Mill-Courtland Community Centre, as
presented to the Community Services Committee on January 4, 1993, and further;
That the completed pre-qualifications for contractor and sub-contractors along with the
tender date be acknowledged as this timing is necessary to comply with provincial grant
application requirements."
Kiwanis Park
The Committee was in receipt of a report from Mr. F.S. Graham dated December 11, 1992,
containing recommendations on the future use of Kiwanis Park. Mr. R. Fox of the Grand River
Conservation Authority was in attendance.
Mr. Graham advised that the area is to be assessed and recommendations made for the best
potential for this park for the residents of Kitchener and Waterloo. He further advised that to have
the pool function properly will cost in the vicinity of $1,000,000.00.
Discussions took place over other facilities owned by the Grand River Conservation Authority and
any other active recreation areas in the City of Kitchener. Discussion then took place over any
future commitments the Grand River Conservation Authority might have to the City of Kitchener.
6. Kiwanis Park - cont'd
COMMUNITY SERVICES COMMITTEE - 4 - JANUARY 4, 1993
Alderman J. Smola and Alderman G. Lorentz advised that they had had concerns expressed to
them by the public over the closure of the pool. Further discussion took place over whether or not it
was appropriate for the City of Kitchener to hear delegations from the public in this regard as the
park is owned by the Grand River Conservation Authority and not the City of Kitchener.
On motion by Alderman B. Stortz
it was resolved:
"That the City of Kitchener acknowledge the current operational difficulties and the
projected capital improvement costs related to the Kiwanis Park, and further;
That we acknowledge the Grand River Conservation Authority's proposal to have the
Kiwanis Park open in 1993 without use of the pool."
AND
"That the City of Kitchener, through staff representatives, participate on a committee
to be established, to review and recommend future alternatives for the Kiwanis Park
beyond 1993, and further;
That these alternatives be subject to review by Council prior to any final consideration by
the Grand River Conservation Authority."
Kitchener Rangers - Community Arena Advertising and Display Advertising
Aqreement
The Committee was in receipt of a report from Mr. R. Wyatt, Manager, Athletics/Community Arenas,
dated December 14, 1992, recommending a two year agreement between the City and the
Kitchener Rangers Hockey Club for advertising in five community arenas. The Committee was also
in receipt of a report from Mr. G. Hoffman, Box Office Supervisor, KMA Complex, dated December
22, 1992, recommending an agreement with the Kitchener Rangers Hockey Club for display
advertising at the Kitchener Memorial Auditorium Complex. Mr. Ertel of the Kitchener Rangers was
in attendance to answer any questions the Committee might have in this regard.
Mr. F. Clement, Director of Purchasing, and Ms. D. Arnold, Assistant City Solicitor, were in
attendance and recommended that both agreements should be subject to a clause that the City of
Kitchener would not be giving any preferential treatment to those advertisers in terms of supply
contracts with the City.
Discussion took place over whether or not the Rangers were aware of the profit potential for
advertisements in the community arenas and Mr. Ertel advised that it was not known at this time.
Further discussion took place over whether or not the Rangers would be flexible with their
advertising agreements for the community arenas to allow businesses to advertise in arenas closest
to their place of business.
On motion by Alderman C. Zehr
it was resolved:
"That the Mayor and Clerk be authorized to sign an agreement between the City and
the Kitchener Rangers Hockey Club with a two year term, ending August 31, 1994, to
grant the Rangers the exclusive right to sell advertising at 5 community arenas and
the City receiving 75% of the net profit of such sales, and further;
That there be an acknowledgement included in both the agreement with the Kitchener
Rangers Hockey Club and in their standard form advertising agreement, used to sell
advertising to third parties, that such agreement is for the sale of advertising only and does
not have any effect whatsoever on any other contract(s) which the third party may have with
the City."
7. Kitchener Rangers - Community Arena Advertising and Display Advertising

On motion by Alderman G. Leadston
it was resolved:
"That, subject to the approval of the Ontario Municipal Board, we approve an
agreement with the Kitchener Rangers Hockey Club that allows them to sell interior
display advertising at the Kitchener Memorial Auditorium Complex for the period of
June 1, 1991 to May 31, 1996, and,
That the City shall receive no less than $28,000.00 annually plus an annual inflation rate
percentage increase and an additional 50% of net revenues after deducting agreed upon
allowable expenses, and further;
That there be an acknowledgement included in both the agreement with the Kitchener
Rangers Hockey Club and in their standard form advertising agreement, used to sell
advertising to third parties, that such agreement is for the sale of advertising only and does
not have any effect whatsoever on any other contract(s) which the third party may have with
the City."
8. Golf Courses - Membership Limits
The Committee was in receipt of a report from Mr. K. Baulk, Manager, Golf Courses, dated
December 18, 1992, recommending a limit on Golf Club memberships at Rockway Golf Club.
On motion by Alderman C. Weylie
it was resolved:
"That the Adult Full membership category at Rockway Golf Course be limited to a
maximum of 300 members."
9. Naming of Joseph StreetNictoria Street South Green
The Committee was in receipt of a report from Mr. T. O'Brien, Landscape Architect, dated
November 20, 1992, in this regard.
On motion by Alderman C. Zehr
it was resolved:
"That the newly developed green located at the corner of Joseph Street and Victoria
Street South be named "Lang Green"."
10. Huron Country Playhouse Foundation - Request for Donation
The Committee was in receipt of a letter from Ms. Shirley Mclntyre,
Fundraising Committee, Huron Country Playhouse Foundation, dated
requesting a donation toward the renovations required for this building.

it was resolved:
"That no action be taken on the request of the Huron Country Playhouse Foundation
for a donation to undertake necessary renovations to the playhouse."
11. The Scott Tournament of Hearts - Request for Donation
The Committee was in receipt of a letter from The Scott Tournament of Hearts, dated November 19,
1992, requesting a donation towards the tournament to be held in Kitchener-Waterloo from
February 26 to March 5, 1994.

It was generally agreed that The Scott Tournament of Hearts should be more specific as to what
they are requesting and what the money will be used for.
On motion by Alderman M. Wagner
it was resolved:
"That consideration of the request of The Scott Tournament of Hearts for a donation
towards the 1994 Scott Tournament of Hearts to be held in Kitchener-Waterloo in
1994, be deferred pending a delegation to the Community Services Committee."

c) Red Army Chorus & Dancers
d) Kitchener Hockey School

Next Meetinq
The next regular meeting of the Community Services Committee is scheduled for Monday January
18, 1993, at 1:00 p.m, in Committee Room 4.
