Lorentz, with all members present except Councillor J. Ziegler. Others present: Messrs. F. Graham, L. Wiegand, G. Nixon, G. Kett, T. Clancy, P. Beaudry, B. Stanley, T. O'Brien, R. Arnot, T. McKay, D. Snow, L. Ryan, Ms. J. Kopesser, Ms. C. Oliver and Ms. D. Gilchrist. This meeting of the Community Services Committee commenced at 1:00 p.m. 1. DELEGATION - NATIONAL JUNIOR BASEBALL CHAMPIONSHIPS BID Messrs. R. McKillop, B. Stewart and M. Rausch were in attendance to seek the support of Council for the bid being prepared by Kitchener Tournament Baseball Inc. and Parks & Recreation staff to host the National Junior Baseball Championships at Jack Couch Baseball Park from August 23 - 28, 1995 and for the following four years. The Committee was in receipt of a recommendation and background information in this regard from Mr. B. Stanley, Director, Business Facilities. Mr. B. Stewart assisted by Mr. M. Rausch addressed the Committee outlining their request and seeking the Committee's support in this regard. Discussion took place over this matter including the request for a Bingo Licence to raise funds to host this event. Discussion also took place over whether this would be a K-W event or strictly a Kitchener event and the Committee was advised that this would strictly be a Kitchener event. Discussion also took place over what funding is being sought and was advised by Mr. Stewart that should the games be awarded to the City of Kitchener, it is being requested that Council allocate $2,000.00 for each year that the Championships are located in the City to be used for hosting a reception for the 6 competing teams. It was noted that as there will be a new Council by 1995, that it be recommended to the new Council that they allocate $2,000.00 in 1995, should the Championships be awarded to the City of Kitchener, for the purpose of assisting with the hosting of a reception, and that it be left to the new Council as to whether they want to do that in proceeding years. On motion by Councillor G. Leadston it was resolved: "That we support a joint bid with Kitchener Tournament Baseball, to Baseball Canada, at its annual meeting in Quebec City on October 23, 1993, to host the National Junior Baseball Championships at Jack Couch Baseball Park from August 23 - 28, 1995; and That Baseball Canada be advised that this partnership is prepared to host the event for a further 4 years, through to 1999; and That we recommend to the future Council, that should the Championship be awarded to the City of Kitchener, that $2,000.00 be allocated in the 1995 budget to assist with hosting a reception for the 6 competing teams, in the City Hall Rotunda; and further, That should Kitchener Tournament Baseball be awarded the 1995 Championship, they be granted a Bingo Licence, subject to satisfying the Bingo Licence requirements, with the revenue so generated being used exclusively to host this event." = DELEGATION - CENTRAL ONTARIO EXHIBITION Messrs. R. Lorentz and G. White were in attendance on behalf of the Central Ontario Exhibition, in support of the staff report prepared by Mr. B. Stanley, Director, Business Facilities, dated September 29, 1993. Mr. Stanley's report recommended that the City enter into an agreement with the Central Ontario Exhibition, on a yearly basis, over a 5 year period, to lease premises at the Kitchener Memorial Auditorium, with a decreasing subsidy over the 5 year period to the point that no subsidy 2. DELEGATION - CENTRAL ONTARIO EXHIBITION - cont'd COMMUNITY SERVICES COMMITTEE 83 OCTOBER 4, 1993 would be given by year 5. The Committee was also in receipt of an information report from Mr. F.S. Graham, dated September 29, 1993 and a copy of a letter from Mr. D. Wideman, President, Sports World, to the editor, dated August 3, 1993, objecting to Council's financial support of the C.O.E. The representatives of the C.O.E. advised that the new support they are to receive from Conklin Shows advising that they have agreed to pay the C.O.E.'s outstanding debts from this year's exhibition. They will also have a representative on the C.O.E.'s Board of Directors and have some new ideas on how to improve the C.O.E. A lengthy discussion took place in this regard on the past success of the C.O.E.; what would happen to the C.O.E. should Council not agree to this proposal and whether or not this current proposal would in fact be a subsidy to Conklin. It was pointed out that in the past, Council has approved an off-setting grant to cover the rental of the premises; whereas, under the current proposal, the C.O.E. would start paying its own way. On motion by Mayor D. Cardillo it was resolved: "That we enter into an agreement with the Central Ontario Exhibition for one year, with the option to renew each year for a further 4 years, whereby the City of Kitchener would subsidize the use of premises at the Kitchener Memorial Auditorium, on a decreasing scale over the 5 year period, beginning in 1994, with the Central Ontario Exhibition choosing one of two leasing options, as presented to the Community Services Committee on October 4, 1993." 3. DELEGATION - ACCESS TO WOODLAND CEMETERY Ms. M. Myers was in attendance concerning the recent attack of a person at Woodland Cemetery. She was requesting that certain changes be made at the cemetery, such as locking the gates at dusk, new lighting and new fencing; which she felt would improve the current situation for the cemetery and for the benefit of neighbours. The Committee was in receipt of a report from Mr. G. Kett, Manager, Cemetery Operations, dated September 27, 1993, outlining the current situation and possible actions. Councillor C. Zehr advised the Committee that a public meeting is to take place on October 6, 1993 in this regard and requested that no action be taken on the staff report until the public meeting has been held. Some discussion took place in regard to getting the police involved. Councillor B. Stortz advised that the success that downtown residents had in working with the police in developing "Citizens on Patrol" and suggested that it may be appropriate action in these circumstances. On motion by Councillor C. Zehr it was resolved: "That consideration of the staff report on "Access to Woodland Cemetery" be deferred to the Community Services Committee meeting of October 18, 1993, pending the outcome of the public meeting to be held on October 6, 1993." 4. HIGHLAND WEST DISTRICT PARK The Committee was in receipt of a report from Mr. T. O'Brien, Landscape Architect, dated September 28, 1993, recommending that staff proceed with construction of park amenities within the open space located at Eastforest Trail and Victoria Street South. Mr. O'Brien was in attendance and displayed a plan showing the proposed location for two ball diamonds, trails and parking lot. 4. HIGHLAND WEST DISTRICT PARK - cont'd COMMUNITY SERVICES COMMITTEE 84 OCTOBER 4, 1993 A brief discussion took place in this regard, including a discussion on the name for the park. Councillor B. Stortz put forward a motion that the park be named Eastforest District Park, which was voted on and Lost. On motion by Councillor C. Weylie it was resolved: "That Parks & Recreation staff be directed to proceed with the construction of park amenities with any open space located at Eastforest Trail and Victoria Street South in accordance with the proposed site development plans, presented to the Community Services Committee on October 4, 1993; and further, That staff prepare a list of appropriate names for the park, to be considered by the Community Services Committee on October 18, 1993." MARKET LANE SIGNAGE Mr. T. O'Brien gave a brief verbal report on signage for Market Lane. WILSON POOL As requested by this Committee at the September 20th meeting, the Committee was in receipt of a report from Mr. P. Beaudry, Manager of Aquatics, dated September 29, 1993, recommending certain cost-cutting measures for Wilson Pool and Idlewood Pool while keeping them open in 1994. It was noted by the Chairman that the report had been mailed to representatives of the neighbourhood association and that no delegations were in attendance to address the Committee in this regard. On motion by Councillor C. Zehr it was resolved: "That Wilson Pool be open in 1994 and that the 1994 operating budget for this facility and Idlewood Pool reflect the program reductions and corresponding net savings of approximately $7,504.00, as presented to the Community Services Committee on October 4, 1993; and further, That the outstanding $25,500.00 required to meet the Social Contract commitment be deferred to the general budget deliberations of the Parks & Recreation Department." NEW BUSINESS Councillor C. Zehr requested, for the October 18 meeting, a report from staff on priorities for the location of new Community Centres. NEXT MEETING The next regularly scheduled meeting of the Community Services Committee will be held on Monday October 18, 1993, at 1:00 p.m. in the Conestoga Room.
