COMMUNITY SERVICES COMMITTEE MINUTES
MONDAY NOVEMBER 1, 1993
The Community Services Committee met this date, under the Chairmanship of Councillor G. Lorentz, with
the following members present: Councillor T. Galloway, Councillor G. Leadston, Councillor J. Smola,
Councillor M. Wagner, Councillor M. Yantzi. Councillor B. Stortz, Councillor C. Zehr and Councillor J.
Ziegler were in attendance for part of the meeting.
Others present: Messrs. F. Graham, B. Stanley, D. Suzuki, L. Wiegand, R. Arnot, J. Wallace, D. Corry, T.
Clancy, G. Kett and T. McKay, Ms. C. Oliver, and Ms. D. Gilchrist.
This meeting of the Community Services Committee commenced at 1:00 p.m.
DELEGATION - 1994 MARKET OPERATING HOURS
Mr. L. Parent and Mr. R. Johnston were in attendance as market vender representatives to answer
any questions the Committee might have regarding the report, attached to the agenda, dated
October 26, 1993. Messrs. B. Stanley and D. Corry were also in attendance in this regard.
Discussion took place on the contents of the report and on the pros and cons of the Thursday
Market versus a Wednesday Market. During the discussion, Councillor B. Stortz and Councillor C.
Zehr entered the meeting and Councillor J. Ziegler left the meeting.
On motion by Councillor M. Wagner
it was resolved:
"That, in 1994, the Kitchener Farmers' Market mid-week market remain on
Thursdays and that Market hours be 10:00 a.m. to 4:00 p.m.; and further,
That Thursday Markets begin on the first Thursday in June and continue through to
the first Thursday following Thanksgiving Day."
DELEGATION - 1994 TRACK AND FIELD CHAMPIONSHIPS
Messrs. T. Reid and R. McQuaid were in attendance to represent the request of the K-W Track
and Field Club for two grants, should they be able to attract two different Track and Field
Championships to the City of Kitchener. The Committee was in receipt of a staff report from Mr. B.
Stanley, dated October 26, 1993, in this regard and Mr. Stanley was in attendance. Mr. Stanley
advised that because of the improvements made to the Centennial Stadium, it now meets the
criteria for these Championships.
It was noted that this request is similar to one which was recently approved for baseball
championships. Mr. Stanley advised that the baseball championship has been awarded to the
City of Kitchener for 1995 and is receiving serious consideration for the subsequent four years.
Councillor C. Zehr questioned whether there was a budget prepared for these events, as it helps
to put the requested grant into perspective. The Committee was advised that a final budget has
not yet been prepared; however, Mr. Stanley advised that this is not a highly profitable venture.
Discussion also took place on economic spin-off to the community and over whether or not the City
of Waterloo would be involved.
Mr. L. Wiegand drew to the attention of the Committee the requirements of the City's grant policy.
Mr. F. Graham advised that this would be a non-recurring grant and the Committee generally
agreed that a grant application would not be required.

On motion by Councillor G. Leadston
it was resolved:
"That, in the event the Ontario Track & Field Association awards the 1994
Provincial Juvenile and Seniors Track & Field Championships to Kitchener,
scheduled for July 15 & 16, 1994, $1,000.00 be allocated in the City's 1994
Operating Budget to assist the K-W Track & Field Club with the cost of an
opening reception; and further,
That $1,000.00 be allocated in the City's 1994 Operating Budget for a similar
purpose should the Ontario Track & Field Association award the 1994 Provincial
Bantam, Midget and Junior Championships to Kitchener, scheduled for July 29-31,
1994."
Councillor M. Wagner extended appreciation, on behalf of the Committee, to the K-W Track and
Field Club and to staff for all their efforts in this regard.
PERMISSION TO DISINTER/RE-INTER
The Committee was in receipt of a report from Mr. G. Kett, dated October 26, 1993, in this regard.
On motion by Councillor M. Wagner
it was resolved:
"That the individual having power-of-attorney for the affairs of the spouse of
the deceased individual interred on Lot #62 in Section J in Woodland
Cemetery be granted permission to proceed with the disinterment/re-
interment as presented to the Community Services Committee on November
1, 1993; and further,
That this same individual be responsible for all charges relating to this request."

NEW BUSINESS
Mr. F. Graham advised that the opening of the Mill-Courtland Community Centre took place last
Saturday and it was very successful. He spoke of the importance of this community centre to the
neighbourhoods serviced.
Councillor G. Lorentz requested that a staff report on the "Adopt Your Environment" initiative be
presented to the Community Services Committee at its November 15th meeting; specifically that
this initiative should come under the responsibility of the Parks and Recreation Department and
should be reporting to the Community Services Committee.
