HomeMy WebLinkAboutCommunity Svcs - 1994-03-21CSC\1994-03-21 MARCH 21, 1994 COMMUNITY SERVICES COMMITTEE MINUTES CITY OF KITCHENER The Community Services Committee met this date, commencing at 1:10 p.m., under the Chairmanship of Councillor G. Lorentz, with all members present. Mayor D. Cardillo was in attendance for part of the meeting. Others present: Messrs. K. Baulk, F. Graham, D. Paterson, T. O'Brien, J. Gazzola, R.W. Pritchard, R. Arnot, R. Wyatt, T. Clancy, B. Stanley, R. Weber, M. Price, Councillor J. Ziegler, Ms. C. Oliver, Ms. D. Keelan, Ms. B. Aikenhead, Ms. J. Murray and Ms. D. Gilchrist. 1. ROYAL LIFESAVING SOCIETY OF CANADA - COUNCIL CUP Ms. D. Keelan, Supervisor of Aquatics, Forest Heights Pool, was in attendance to present the Council Cup from the Royal Lifesaving Society of Canada. She advised that the City of Kitchener has been awarded the Council Cup for the last 3 years for its outstanding achievement in Aquatics Programs. Councillor G. Lorentz accepted the Council Cup on behalf of Council. Ms. Keelan advised that the Cup would be on display at City Hall for the month of May and then circulated to each pool during the rest of the year. Ms. Keelan was requested to attend Council on Monday March 28, 1994 to make this presentation. 2. GRANT REQUEST - TWIN CITIES CiViC DINNER The Committee was in receipt of a report from Mr. R.W. Pritchard, dated March 15, 1994, advising that 1994 would be the year for the City of Kitchener to host the Twin Cities Civic Dinner. He recommended that a grant in the amount of $2,000.00 be approved for this event. When questioned by the Committee, Mr. Pritchard advised that the event would probably take place in the Studio at the Centre in the Square. On motion by Councillor M. Wagner it was resolved: "That a grant of $2,000.00 be approved in connection with the 1994 Twin Cities Civic Dinner." GRANT REQUEST - ONTARIO MUNICIPAL PERSONNEL ASSOCIATION The Committee was in receipt of a report and grant application from Mr. D. Paterson, Director of Human Resources, dated March 15, 1994, on behalf of the Ontario Municipal Personnel Association, requesting a cash grant in the amount of $4,000.00 in connection with their fall conference to take place in the City of Kitchener from September 21 - 23, 1994. Councillor G. Leadston questioned the need to have Dr. Pak come from the United States to address this conference at a cost of $2,000.00. It was his opinion that there are any number of people to choose from, either locally or at least in Canada, who could address this conference. Mr. Paterson advised that Dr. Pak was chosen because of his reputation among senior management at the City. It was thought that senior management could have an opportunity to hear Dr. Pak speak in conjunction with the conference. Councillor Ziegler questioned why the City of Kitchener was being asked for a grant of $4,000.00 when the City of Etobicoke only contributed $1,000.00 to the conference in 1993. Mr. Paterson responded that he is trying to showcase the municipality and the new City Hall. Further, he advised that traditionally the association does not have the funds to pay for speakers of this calibre. Councillor Ziegler put forward a motion to approve a grant in the amount of $2,000.00 stating that he could not support a grant of $4,000.00. Discussion then took place over the motion with the suggestion that the senior management training budget could fund the cost of Dr. Pak's attendance at the conference if the purpose is twofold. COMMUNITY SERVICES COMMITTEE MINUTES MARCH 21, 1994 - 22 - CITY OF KITCHENER = GRANT REQUEST - ONTARIO MUNICIPAL PERSONNEL ASSOCIATION - cont'd On motion by Councillor J. Ziegler it was resolved: "That we approve a grant in the amount of $2,000.00 for the Ontario Municipal Personnel Association in connection with their fall conference to take place in Kitchener from September 21-23, 1994." = DELEGATION - CENTRAL WESTERN DISTRICT COUNCIL (C.U.P.E.) Messrs. M. Dunn and G. Walsh were in attendance to represent the request of the Central Western District Council of the Canadian Union of Public Employees for a grant in the amount of $7,943.90 in connection with their annual conference to take place in Kitchener from May 25 - 28, 1994. It was noted that this Committee, at its January 31, 1994 meeting, had recommended that no action be taken on this grant request. Mr. Dunn advised that C.U.P.E. is looking for some financial assistance to hold the convention in Kitchener this year. It is anticipated that between 800 and 900 delegates will attend the conference along with some spouses, resulting in an economic spin-off to the community of between $400,000.00 and $500,000.00. Councillor Zehr questioned whether the gentlemen were able to provide any additional budget information which they advised they were unable to provide. It was requested that if, at all possible, they provide the information prior to next week's Council meeting. Councillor C. Zehr put forward a motion that a grant in the amount of $5,000.00 be approved. A discussion then took place on the motion. Upon questioning by the Committee, the delegation advised that the City of Waterloo has approved a grant of $750.00. There is only one hotel in Waterloo being used; the rest of the delegates will be staying in Kitchener hotels. Further, this conference has never been held in Kitchener before. On motion by Councillor C. Zehr it was resolved: "That we approve a grant in the amount of $5,000.00 for the Central Western Ontario District Council of the Canadian Union of Public Employees in connection with their annual convention to take place in Kitchener from May 25-28, 1994." Councillor M. Wagner thanked Messrs. Dunn and Walsh for bringing this conference to Kitchener. He asked that the Economic Development Department work with the Visitor & Convention Bureau on these two conferences and produce an economic impact study for this Committee's consideration. = DELEGATION - REVENUE CANADA Ms. T. Diebolt, Revenue Canada, was in attendance to make a presentation to representatives of the Rockway Senior Citizens Centre for their efforts in assisting Revenue Canada. Ms. J. Durnin and Mr. A. Dugall accepted the framed certificate on behalf of the staff and volunteers of the Senior Citizens Division. A copy of Ms. Diebolt's presentation is attached hereto and forms part of these minutes. = LIONS PARK The Committee was in receipt of a report from Messrs. R. Wyatt and T. O'Brien, dated March 14, 1994, concerning a proposal for the sportsfield redevelopment of Lions Park in Association with the Kitchener Minor Baseball Association. Mr. T. O'Brien displayed the site plan for the COMMUNITY SERVICES COMMITTEE MINUTES MARCH 21, 1994 - 23 - CITY OF KITCHENER LIONS PARK - cont'd proposed redevelopment. Mr. O'Brien then explained the proposal advising that the end result proposed for the park is to have 3 ball diamonds, a community centre, a library and 300 parking spaces. The cost of the baseball diamond would be approximately $350,000.00 which would include fencing, lighting and the upgrading of the electrical service in the arena, which would also cover future electrical needs for the community centre and the library. A discussion then took place over the need for adequate parking and other sources for financial contribution. On motion by Councillor C. Weylie it was resolved: "That the Parks & Recreation Department proceed in partnership with the Kitchener Minor Baseball Association (KMBA) in the preparation of a proposal for the redevelopment of the sportsfield in Lions Park." ROCKWAY MENNONITE SCHOOL - PARKING AGREEMENT The Committee was in receipt of a report from Mr. K. Baulk, dated March 13, 1994, and a revised recommendation dated March 21, 1994, concerning an agreement between the City and Rockway Mennonite School for continued use of approximately 53 parking spaces by Rockway Golf Club. On motion by Councillor M. Wagner it was resolved: "That the Mayor & Clerk be authorized to sign & seal an agreement, as prepared by the Legal Department, between the City of Kitchener and the Rockway Mennonite Association for continued use of approximately 0.455 acres of land containing 53 parking spaces, used by Rockway Golf Club, with the City to pay $2,300.00 annually and provide reciprocal golfing privileges to identified students; and further, That this agreement be renewed annually." BLEACHERS - DON MCLAREN ARENA The Committee was in receipt of a report from Mr. R. Wyatt, dated March 11, 1994, recommending the replacement of the bleachers at Don McLaren Arena. On motion by Councillor M. Wagner it was resolved: "That the bleachers at Don McLaren Arena be replaced in 1994 at an estimated cost of $35,000, with the money to be advanced from the capital reserve fund." GRASS CUTTING SERVICES The Committee was in receipt of a report from Mr. S. Szwajkowski, Supervisor of Turf Programs, dated March 14, 1994, recommending the renewal of the grass cutting contract with K-W Habilitation for 1994. On motion by Councillor C. Zehr it was resolved: "That we renew the grass cutting service contract with K-W Habilitation Services for 1994, at a total estimated cost of $29,943.00." 10. FACILITY BOOKING GUIDELINES FOR NON-PROFIT GROUPS COMMUNITY SERVICES COMMITTEE MINUTES MARCH 21, 1994 - 24 - CITY OF KITCHENER The Committee was in receipt of a report from Mr. R. Arnot, dated February 22, 1994, recommending a policy with respect to facility bookings for non-profit groups. General discussion took place over how the policy affects the use of facilities by the neighbourhood associations in the vicinity of these facilities. Councillor G. Lorentz questioned whether neighbourhood associations have had an opportunity to review these guidelines and Ms. J. Murray advised that they have, and the guidelines have been amended to reflect their concerns. Councillor B. Stortz questioned how the City is doing with respect to the Monteith report and requested that staff provide information in this regard. On motion by Councillor C. Zehr it was resolved: "That the Facility Booking Guidelines for Non-Profit Groups as presented to the Community Services Committee on March 21, 1994, be approved." 11. Price gave a brief report on the 1994 City of Kitchener/CHYM Family Skating Party. 12. 1994 GRANTS It was generally agreed that the grants as recommended by this Committee at its meeting of January 31, 1994, be forwarded to City Council for approval. 13. NEXT MEETING The next regularly scheduled meeting of the Community Services Committee will take place on Monday April 18, 1994, commencing at 1:00 p.m., in the Council Chambers, City Hall. 14.
