COMMUNITY SERVICES COMMITTEE MINUTES
MONDAY FEBRUARY 28, 1994
The Community Services Committee met this date, commencing at 1:40 p.m., under the Chairmanship of
Councillor G. Lorentz, with the following members present: Mayor D. Cardillo, Councillor T. Galloway,
Councillor J. Smola, Councillor M. Wagner, Councillor C. Weylie, and Councillor C. Zehr.
Others present: Councillor J. Ziegler, Messrs. T. McKay, R. Arnot, T. Clancy, J. Maslanka, R. Wyatt, G.
Nixon, F. Graham, J. Gazzola, Ms. C. Oliver, Ms. B. Aikenhead and Ms. D. Gilchrist.
1. DELEGATION - 8 WHEELS ROLLERSPORTS CLUB OF WATERLOO REGION
Mr. Mallard was in attendance to represent the grant request of 8 Wheels Rollersports Club of
Waterloo Region for a 1994 affiliated minor sports grant. The Committee was in receipt of the
grant application and a recommendation from staff that a grant in the amount of $500.00 be
awarded in 1994. Mr. Mallard gave an overview of all facets of the club advising that the club
operates out of the roller skating rink in Cambridge and that the roller hockey takes place at a
different facility. Discussion then took place over the total annual floor fees and the percentage of
Kitchener residents who participate in the club. Mr. Maslanka then spoke in support of the grant
advising that Parks & Recreation Staff analyzed the number of Kitchener participants in the club
and, in all cases, the amount awarded is to be designated for the Kitchener residents in the club
only.
The Mayor put forward a motion to approve a $500.00 grant for the 8 Wheels Rollersports Club of
Waterloo Region which was voted on and LOST. Councillor J. Ziegler asked for the right to vote
on matters of a financial interest and it was generally agreed that he be permitted to participate.
On motion by Councillor J. Ziegler
it was resolved:
"That no action be taken on the request of the 8 Wheels Rollersports Club of
Waterloo Region for a 1994 affiliated minor sports grant."
GRANT REQUEST - CONESTOGA SAILING CLUB
Mr. Maslanka was in attendance to discuss the matter of the 1994 affiliated minor sports grant for
the Conestoga Sailing School. The Committee was provided with copies of the Sailing School's
grant application. Mr. Maslanka advised that the Conestoga Sailing Club has worked to attain
minor sports affiliation and at their last registration, 62 Kitchener residents had registered for the
sailing school.
On motion by Councillor J. Ziegler
it was resolved:
"That no action be taken on the request of the Conestoga Sailing School for
a 1994 affiliated minor sports grant."
Mr. R. Arnot addressed the Committee advising that in both these instances, the City is looking at
a regional or twin cities club. Staff are trying to work with other communities and other clubs to put
on sports programs which are most cost effective if done by the clubs rather than the city. He
stated that it is not sensible for the City to try and put on all these programs itself.
3. DELEGATION - BIG BROTHERS OF KITCHENER-WATERLOO/CAMP MCGOVERN
Ms. G. Hartman was in attendance to represent the grant request of Big Brothers of Kitchener-
Waterloo/Camp McGovern to cover the rental fee for the Kitchener Market Hall which was used on
January 22, 1994 to run a bingo fundraiser. The Committee was in receipt of a copy of the grant

application along with a report from Mr. L. Wiegand dated February 7, 1994. When questioned by
the Committee as to the success of the Bingo, Ms. Hartman advised that the Bingo made
approximately $10,000.00 which would be used to send boys to the camp.
Councillor Weylie questioned whether the Life Underwriters received a grant last year for the Poor
Boys Luncheon and requested that staff provide this information at the Council meeting on
February 21, 1994.
On motion by Councillor J. Ziegler
it was resolved:
"That no action be taken on the request of Big Brothers of Kitchener-
Waterloo/Camp McGovern for an in-kind facility rental grant, in the amount of
$1,095.00 for use of the Kitchener Farmers' Market Hall on January 22,
1994."
4. OPEN SPACE RECOGNITION - EMIL VOGELSANG
The Committee was in receipt of a report from Messrs. G. Nixon and T. Clancy, dated February 1,
1994, recommending two options for the naming of a green space within the City of Kitchener after
Mr. Emil Vogelsang. Mr. H. Wiebe was in attendance and the Committee was also in receipt of a
letter from Mr. Wiebe along with background information on Mr. Vogelsang and a petition signed
by members of the community in support of Mr. Wiebe's request. Pamphlets containing
information on Emil Vogelsang were distributed to the Committee members. When questioned by
the Committee as to the preferred location, Mr. Wiebe suggested that the park at the corner of
Duke Street and Queen Street, currently called Federal Green, be renamed Vogelsang Green.
On motion by Councillor M. Wagner
it was resolved:
"That the garden area located at the intersection of Duke Street and Queen
Street, currently called Federal Green be renamed "Vogelsang Green"; and
further,
That appropriate signage be installed to recognize Emil Vogelsang's contribution to
the community."
5. IMPACT OF INCREASING SENIORS AGE TO 60 PLUS
The Committee was in receipt of a report from Ms. B. Aikenhead and Mr. R. Arnot, in response to
Councillor Ziegler's request that staff investigate the effect of increasing the age of qualification for
seniors rates to 60 years of age or more. Mr. R. Rivers was in attendance in support of the report
by staff.
On motion by Councillor J. Ziegler
it was resolved:
"That we maintain the age of qualification for senior rates at 55 years of age."
6. DEPARTMENT OF PARKS & RECREATION REORGANIZATION
The Committee was in receipt of a report from Messrs. T. Clancy and R. Arnot outlining the
changes taking place in the Parks & Recreation Department as a result of recent retirement.
Contained in the report were flowcharts showing the reporting structure within the Department. A
general discussion took place on this matter.
