Marsh, Chair Mayor B. Vrbanovic and Councillors D. Chapman, S. Davey, K. Galloway-Sealock, J. Gazzola, B. Ioannidis, M. Johnston, C. Michaud, D. Schnider and P. Singh. Staff: D. DSD-19-206 - KITCHENER GROWTH MANAGEMENT PLAN (KGMP) 2019-2021 The Committee considered Development Services Department report DSD-19-206, dated September 16, 2019, regarding the 2019-2021 Kitchener Growth Management Plan (KGMP). Mr. T. Donegani presented the staff report and responded to questions from the Committee. Mr. Paul Britton, MHBC Planning, was in attendance to speak in support of the Kitchener Growth Management Plan 2019-2021. Ms. Yvonne Fernandes expressed concerns with the some of the updated priorities within the 2019-2021 KGMP. She expressed concerns with the proposed extension of Biehn Drive, indicating in her opinion an updated transportation impact study and environmental assessment should be completed. Mr. Paul Puopolo, Polocorp Inc. on behalf of Kitchener Trussler Holdings Inc and Dr. Steven Taylor, spoke in support of the staff recommendation. On motion by Councillor S. Davey - it was resolved: That the Kitchener Growth Management Plan Fall 2019 to Fall 2021, as outlined in Development Services Department report DSD-19-206, be approved. The Committee recessed at 6:25 p.m. and reconvened at 7:00 p.m., Chaired by Councillor S. Marsh with all members present. Mayor B. Vrbanovic entered the meeting at this time. Councillor S. Marsh advised this is a formal public meeting to consider applications under the Planning Act. If a person or public body that would otherwise have an ability to appeal a decision of the City of Kitchener to the Local Planning Appeal Tribunal, but the person or public body does not make oral submissions at the public meeting or make written submissions to the City of Kitchener before the By- law is passed, the person or public body is not entitled to appeal the decision. 2. DSD-19-188 - DRAFT PLAN OF CONDOMINIUM (VACANT LAND) 30CDM-19204 - 800 FAIRWAY ROAD NORTH, WATERLOO REGION DISTRICT SCHOOL BOARD The Committee considered Development Services Department report DSD-19-188, dated August 28, 2019, recommending draft approval of Condominium Application 30CDM-19204 for the property municipally addressed as 800 Fairway Road North. Mr. C. Dumart presented the Report. The Chair noted the Region of Waterloo has submitted revised conditions for the approval of Condominium Application 30CDM-19204 and requested that the updated condition be included On motion by Councillor D. DSD-19-188 - DRAFT PLAN OF CONDOMINIUM (VACANT LAND) 30CDM-19204 - 800 FAIRWAY ROAD NORTH, WATERLOO REGION DISTRICT SCHOOL BOARD (CONTD) That the City of Kitchener, pursuant to Section 51(31) of the Planning Act R.S.O. 1990, c.P.13, as amended, and By-law 2002-164 of the City of Kitchener, as amended, hereby grants draft approval to Condominium Application 30CDM-19204 for 800 Fairway Road North in the City of Kitchener, as outlined in Development Services Department report DSD-19-188, subject to the conditions 3. DSD-19-190 - ZONING BY-LAW AMENDMENT APPLCIATION ZBA/007/V/CD - TEMPORARY USE BY-LAW RENEWAL - 87 VICTORIA STREET NORTH, THE WORKING CENTRE The Committee considered Development Services Department report DSD-19-133, dated August 28, 2019, recommending the renewal of temporary use provision 13T, for a maximum of three additional years, on the property municipally addressed as 87 Victoria Street North. Mr. C. Dumart presented the Report. On motion by Councillor C. Michaud - it was resolved: That application ZBA19/007/V/CD (The KW Working Centre of the Unemployed), for the purpose of renewing temporary use provision 13T, for a maximum of three additional years, to permit the habitation of two existing structures which are accessory to the residential care facility located on the subject property (87 Victoria Street North), be - Development Services Department report DSD-19- 4.
