HomeMy WebLinkAboutCommunity Svcs - 1995-01-16CSC\1995-01-16 JAN UARY 16, 1995 COMMUNITY SERVICES COMMITTEE MINUTES CITY OF KITCHENER The Community Services Committee met this date, under the Chairmanship of Councillor G. Lorentz, commencing at 1:20 p.m., with all members present except Councillor John Smola and Councillor M. Wagner, who was in attendance for part of the meeting. Others Present: Messrs T. McKay, G. Kett, P. Beaudry, R. Arnot, T. Clancy, T. McCabe, R. Wyatt, R. Weber, J. Gazzola and Ms. D. Gilchrist. 1. GOLF CONTRACTS The Committee was in receipt of a report from Mr. G. Kett, Manager, Golf Course and Cemetery Operations, dated January 2, 1995 recommending the execution of contracts with the two golf professionals for a three year term. Mr. T. Clancy explained that staff are responding to the Golf Course Business Plan which was approved by this Committee and that the recommendation is simply adhering to this Plan. It was a concern of some of the members of the Committee that they had not been provided with sufficient information on which to make a decision. On motion by Councillor J. Ziegler it was resolved: "That consideration of the golf contracts be deferred to the Community Services Committee meeting to be held on Monday, January 30, 1995 and that prior to the meeting staff provide the members of the Committee with the business plan for the golf course and copies of the proposed contracts." 2. 1994/95 CONTRACT FOR LAURENTIAN PRE-SCHOOL The Committee was in receipt of a report from Mr. R. Wyatt, Manager, Athletics/Community Arenas/Design and Development, dated January 4, 1995 recommending a reduction in the rental fee charged to the Laurentian Pre-school, as their enrolment has declined and subsequently their use of the arena has been reduced. On motion by Councillor J. Ziegler it was resolved: "That the $2,000.00 rental fee charged by the City to the Laurentian Pre-school for use of Lions Arena from May 28, 1994 to May 28, 1995 inclusive, be reduced by $500.00 to reflect the declining enrolment of the Pre-school and its subsequent reduced use of the Arena." 3. AQUATIC USE AGREEMENT Councillor G. Lorentz advised that he had asked that this matter be placed on the agenda for today's meeting. The Committee was in receipt of a report prepared by Mr. P. Beaudry, Manager of Aquatics, dated January 11, 1995 along with background information. The Committee was advised that the current agreement expires in April of this year. It was suggested that if the City of Waterloo is going to opt out of this agreement that the Committee consider charging user fees to Waterloo residents who use Kitchener aquatic facilities. Mr. T. McKay suggested waiting until after the Twin City Committee meeting of February 17, 1995 at which this matter will be discussed. On motion by Councillor J. Ziegler it was resolved: "That we endorse the letter of Mr. T. Clancy, dated November 14, 1994 to Ms. K. Durst, Assistant Chief Administration Officer, City of Waterloo, and direct staff to present this City's position regarding the continuation of the Balanced Use Agreement to the Twin City Committee at its meeting scheduled for February 17, 1995, suggesting that it continue." 3. AQUATIC USE AGREEMENT - continued COMMUNITY SERVICES COMMITTEE MINUTES JAN UARY 16, 1995 -2- CITY OF KITCHENER Mr. T. McKay advised that there are other joint use agreements with the City of Waterloo for special services and Mr. Arnot advised, concerning the Kiwanis Park, that there will be a letter sent by the G.R.C.A to the cities of Kitchener and Waterloo which will initiate discussion in this regard. 4. DELEGATION - ONTARIO SPECIAL OLYMPICS WINTER GAMES Mr. Valentine was in attendance on behalf of the 1995 Ontario Special Olympics Winter Games to represent their grant request for in-kind services and in-kind facility rental totalling $4030.00. The Committee was in receipt of a report from Mr. R. Arnot, Assistant General Manager, dated January 10, 1995, in this regard, along with background information and a copy of the grant application. Mr. Valentine advised the Committee that a comparable amount of in-kind services has been obtained from the City of Waterloo. Further, Mr. Valentine advised that the Province is contributing $93,000.00 at this point and if the Games are unable to come up with the total budget then they will have to go back to the Ontario Special Olympics to cover the shortfall. Councillor M. Wagner entered the meeting at this time. A general discussion took place over the way these grant requests, for special events, are presented to the Committee and Council and that it would be beneficial if the Committee could see an overall plan for those events which the City wishes to sponsor throughout the year. Staff should decide where it wants to concentrate and how many of these types of events the City can handle. Mayor Christy suggested that the City should have a sense of what events it wants to attract and when it wants to stage them. It would be desirable to have a sense of where the Municipality wants to put its resources. Staff explained that it sometimes works through the Visitor and Convention Bureau; however, each event is different and some events look after their own needs while others rely heavily on staff and the hundreds of hours of volunteer labour. It was noted that the Bid Committee and staff are trying to work on a master chart; however, most events do not come to staffs attention until a short time before the bid must be made. On motion by Councillor B. Vrbanovic it was resolved: "That we approve the request of the 1995 Ontario Special Olympics Winter Games for an in- kind facility and in-kind services grant totalling $4,030.00, for use of the Kitchener Farmers' Market and the production of signs in connection with the Games to be held in Kitchener/Waterloo from February 23-26, 1995." 5. DELEGATION - MILL-COURTLAND COMMUNITY CENTRE Ms. B. Loveday and Ms. B. McLaughlin from the MilI-Courtland Neighbourhood Association and the Highland-Stirling Community Group were in attendance to give a verbal report on the success of the new Mill-Courtland Community Centre which officially opened its doors in October 1993. The ladies gave a presentation outlining their involvement in the Community Centre and the wide range of age groups and patrons which benefit from the Centre. 6. NEW BUSINESS Councillor Vrbanovic spoke of a letter received from Mr. Sanderson of the Rockway Lawn Bowling Club and requested that Mr. T. Clancy provide an update on what is happening with the possible relocation of the Club from Rockway. Mr. T. Clancy advised that he had also met with Mr. Sanderson and advised that in the new year staff would be re-examining the situation, reviewing the things that have already been done and having another look at the inventory. At this point, Mr. Clancy advised, that staff had nothing better to recommend than that which has already been presented to this Committee. 13. NEXT MEETING JAN UARY 16, 1995 COMMUNITY SERVICES COMMITTEE MINUTES -3- CITY OF KITCHENER The next regular meeting of the Community Services Committee is scheduled for Monday January 30, 1995, at 1:00 p.m., in the Council Chambers. 14.
