COMMUNITY SERVICES COMMITTEE MINUTES
MAY 29, 1995
CITY OF KITCHENER
The Community Services Committee met this date, under the Chairmanship of Councillor G. Lorentz,
commencing at 1:00 p.m., with all members present.
Others Present: Messrs. T. McKay, T. Clancy, G. Kett, K. Baulk and Ms. D. Gilchrist.
1. ASBESTOS ABATEMENT - REGULATION 838
The Committee was in receipt of a report from Mr. K. Baulk, Division Manager, Kitchener Memorial
Auditorium Complex and Kitchener Farmer's Market, dated May 5, 1995, providing some
background information and a recommendation concerning the asbestos management program for
the Kitchener Memorial Auditorium Complex.
On motion by Councillor J. Ziegler
it was resolved:
"That the implementation of the Asbestos Management program at the Kitchener
Memorial Auditorium Complex be financed by delaying, by one (1) year, installation of
dehumidifiers at Dom Cardillo Arena."
2. OKTOBERFEST EVENTS
The Committee was in receipt of a report and background information from Ms. G. Holstead,
Supervisor, Arts, Culture, Events, dated May 19, 1995, recommending that the City host accredited
events during Oktoberfest and that the City enter into an agreement, in this regard, with K-W
Oktoberfest Inc.
Mr. T. Clancy advised that the City Solicitor has some concerns about Clause 3 in the proposed
agreement and suggested that the recommendation be reworded so that the agreement is
satisfactory to the City Solicitor.
On motion by Councillor Jake Smola
it was resolved:
"That the City of Kitchener host accredited events during the 1995 Oktoberfest; and
further
That subject to wording satisfactory to the City Solicitor, the City enter into an agreement
with K-W Oktoberfest Inc. for the purpose of hosting Oktoberfest events."
3. AGREEMENT WITH CANADIAN ALBANIAN ASSOCIATION OF K-W
The Committee was in receipt of a report and draft agreement from Mr. G. Kett, Manager,
Cemeteries and Golf Course Operations, dated May 23, 1995, recommending an agreement with
the Canadian Albanian Association of Kitchener-Waterloo with respect to the designation of burial
sites at Williamsburg Cemetery for their use.
On motion by Councillor J. Ziegler
it was resolved:
"That the City enter into an agreement with the Canadian Albanian Association of
Kitchener-Waterloo relative to the designation of burial spaces at Williamsburg
Cemetery, in the form presented to the Community Services Committee on May 29,
1995; and further
That the agreement become effective upon the Canadian Albanian Association of
Kitchener-Waterloo receiving their letters patent."

AGREEMENT WITH ST. PETER'S LUTHERAN CHURCH
The Committee was in receipt of a report and a draft agreement between the City and St. Peter's
Lutheran Church with respect to designating certain burial spaces in the Williamsburg Cemetery for
their use, prepared by Mr. G. Kett, Manager, Cemeteries and Golf Course Operations, dated May
23, 1995.
On motion by Councillor J. Ziegler
it was resolved:
"That the City enter into an agreement with the St. Peter's Lutheran Church with respect
to designation of burial spaces for members of the Lutheran faith, in the form presented
to the Community Services Committee of May 29, 1995."
AGREEMENT WITH ARTHUR AND EVELYN HEWITT
The Committee was in receipt of a report and draft agreement from Mr. G. Kett, Manager,
Cemeteries and Golf Course Operations, dated May 22, 1995, with respect to allowing Arthur and
Evelyn Hewitt to use water from the City's well located at the Williamsburg Cemetery. Mr. G. Kett
was in attendance and gave the Committee an explanation of the situation.
Councillor T. Galloway advised of his appreciation for the work done by staff and that the Hewitts
are extremely happy with the situation and with the work done by staff.
On motion by Councillor T. Galloway
it was resolved:
"That the City enter into an agreement with Arthur and Evelyn Hewitt with respect to the
usage of water from the City's well located at Williamsburg Cemetery, in the form
presented to the Community Services Committee on May 29, 1995."
DELEGATION - KITCHENER-WATERLOO GARDEN CLUB
Mrs. G. Reed was in attendance on behalf of the Kitchener-Waterloo Garden Club and the
Kitchener Horticultural Society and gave an explanation of the purpose for this grant.
The Committee was in receipt of a report from Mr. R. Arnot, dated May 23, 1995, in this regard,
along with a copy or the grant application.
A brief discussion took place over the actual cost involved for the upcoming exhibition to be put on
in the Rotunda from November 8 - 10, 1995.
On motion by Councillor J. Ziegler
it was resolved:
"That we approve an in-kind services grant for the Kitchener-Waterloo Garden Club,
totalling $200.00, to assists with the costs of building services and printing for their
exhibition to take place at the City Hall Rotunda on November 8, 9 & 10, 1995."
INTERNATIONAL LAWN BOWLING TOURNAMENT
It was noted that the delegation registered for this meeting was not in attendance.
The Committee was in receipt of a report from Mr. R. Arnot, dated May 18, 1995, in this regard,
along with a copy of the grant application.

7. INTERNATIONAL LAWN BOWLING TOURNAMENT - cont'd
On motion by Councillor J. Ziegler
it was resolved:
"That we approve the request of Vivian Berkeley for a travel grant, in the amount of
$200.00, to assist with her attendance at the International Lawn Bowling Tournament in
England from July 22 - 30, 1995."
8. CANADIAN ARTS AND ENTERTAINMENT ASSOCIATION
It was noted that the delegation registered to represent this grant application was not in attendance.
The Committee considered a report from Mr. R. Arnot, dated May 23, 1995, recommending no
action on this grant application.
On motion by Councillor J. Ziegler
in was resolved:
"That no action be taken on the request of the Canadian Arts & Entertainment
Association for a cash grant to assist with their start-up costs."
9. SUBCOMMITTEE ON GRANTS
Councillor K. Redman questioned what is happening with this subcommittee that was established
by the Community Services Committee to review the grant process. Councillor G. Lorentz advised
that the subcommittee has requested comments from all members of Council and none have been
received to date. He stated that the subcommittee will make a recommendation for discussion by
this Committee in September.
Councillor K. Redman suggested that reasonable grant levels should be established at budget time
and once the money is spent that should be the end of grant approval for the year. She suggested
that perhaps grants be given out once a year or that the money be divided in four and grants be
awarded quarterly. Councillor M. Yantzi suggested that the money be divided in four and that this
Committee only hear delegations on a quarterly basis.
Councillor M. Wagner suggested that the Committee should be looking at the rental charges at City
Hall and for the Farmer's Market. He suggested that this Committee should be encouraging people
to come downtown and perhaps it would be necessary to give a subsidy for these rental charges.
Councillor B. Vrbanovic suggested that the City should be recognized by organizations getting
grants and that some form of recognition should be placed in the organization's printed material
when they advertise these special events. He spoke about the Pow Wow and questioned why they
did not acknowledge the contribution of the City in their brochures. He requested that staff look into
this matter.
Councillor T. Galloway suggested that a quarterly review of grant applications may not be possible
as 70 to 80 percent of the grant recipients are only here on an occasional basis and that they are
not likely to be able to plan in advance. He felt that, on a quarterly basis, he could see that this
Committee would be asked to deal with alot of exceptions.

The Committee acknowledged receipt of the following for information purposes:
A. Centreville Chicopee Community Centre
B. Victoria Hills Neighbourhood Association Fireworks - May 22, 1995
C. Forest Heights Community Recreation Association Fireworks - May 22, 1995
Councillor B. Vrbanovic spoke concerning the Centreville Chicopee Community Centre and the
donation which has been received from the Centreville Chicopee Neighbourhood Association to
contribute to the replacement of the playground at this community centre. Councillor Vrbanovic
invited Mr. J. Nelson to briefly explain what is taking place at this playground. Councillor Vrbanovic
thanked staff for their involvement in this work.
Councillor C. Weylie spoke of the Victoria Hills Neighbourhood Association fireworks and of the
work that has put in by volunteers to make this event happen. She congratulated the
Neighbourhood Association workers for all that they do and that they do it on their own and don't
come to the City for money. She requested that the Mayor's Office send letters to thank these
people for their efforts.
Councillor G. Lorentz spoke on behalf of the Forest Heights Community Recreation Association and
their annual fireworks display. He congratulated the volunteers for all their effort in making this
event happen and asked that the Mayor's Office also send a letter of thanks to this association.
11. NEW BUSINESS
Councillor K. Redman spoke of skate boarding and advised that a report in this regard would be
coming forward from staff at an upcoming Community Services Committee meeting. Mr. T. Clancy
advised that staff are aiming to have the report before this Committee at the June 12 meeting. He
also advise that staff are aiming for the June 12, 1995 Community Services Committee meeting to
table a report concerning the Rockway Lawn Bowling Club.
Councillor T. Galloway spoke of the Ethnocultural Committee which will be meeting at the
Williamsburg Cemetery and advised that more groups are thinking of asking the City to set aside
sites for their particular ethnocultural community.
