SUBJECT:T19-019 Testing,Removal and Disposal of Excess Aggregate

RECOMMENDATION:
That Tender T19-019 Testing,Removal and Disposal of Excess Aggregate,
be awarded to Peritus Environmental Consultants Inc., Breslau, Ontario, at their tendered
price of $274,320.66, plus H.S.T. of $35,661.69, for a total of $309,982.35, for a one (1) year
term, with an option to renew for two (2) additional twelve (12) month terms.
BACKGROUND:
TheCity generates excess material from infrastructure repairs and maintenance repairs within
the right of way, cemetery digs, street sweepings and catch-basin waste and material from
sanitary sewer work.Excess material is storedat the Kitchener Operations Transfer Facility,
sorted and reusedby the City, where possible.
The Ministry of Environment Conservation and Parks (MECP) introduced new legislation,
coming into effect January 1, 2020, requiring all generators of excess soils to minimize the
material going to landfills as waste.With this new legislation, the City is required to ensure the
materialnot used by the Cityistested and then reused or transferred to an approved remediation
facility.
The average annual spend over the past two(2)years was $293,396.before taxes. The actual
spend will depend on the level of activity throughout the term of the contract.
REPORT:
Tenders were advertised publicly on the City of Kitchener website. Documents were downloaded
by twenty (20)interested parties and by the closing date of Monday September 16, 2019,four
(4)tenders had been received.
