COMMUNITY SERVICES COMMITTEE MINUTES
CITY OF KITCHENER
The Community Services Committee met this date, under the chairmanship of Councillor G. Lorentz,
commencing at 1:30 p.m., with the following members present: Councillor T. Galloway, Councillor K.
Redman, Councillor Jake Smola, Councillor John Smola, Councillor M. Wagner, Councillor C. Weylie,
Councillor M. Yantzi and Councillor J. Ziegler.
Others Present:
Ms. N. Dahmer, Messrs. T. McKay, T. Clancy, R. Arnot, K. Baulk, O. den Ouden, J.
Shivas and Ms. D. Gilchrist.
1. DELEGATION - SKATE CANADA '96
The Committee was in receipt of a report from Mr. K. Baulk, Manager, Kitchener Memorial
Auditorium Complex, dated May 27, 1996, recommending that the City of Kitchener support Skate
Canada '96 and that a grant, not to exceed $6,000.00, be approved to co-host the opening
reception and ceremonies with the City of Waterloo, place banners in the downtown core and
provide City buses for internal transportation.
Mr. D. Johnny was in attendance to represent this request. Mr. Johnny advised that this event
would take place from November 7 - 11, 1996 and spoke of the direct monetary benefit to the
community by hosting this event. He also advised that this community would gain exposure on
national television. He advised that he is seeking the Committee's sponsorship of this event jointly
with the City of Waterloo to host opening ceremonies and reception. He also spoke of the
banners and the transit service as outlined in Mr. Baulk's report. He stated that the total amount of
financial contributions being sought from the City of Kitchener is $6,000.00.
On motion by Councillor J. Ziegler -
it was resolved:
"That the City of Kitchener support "Skate Canada '96" scheduled for November 7 - 10,
1996, and further,
That the City acquire a Platinum sponsorship by providing a grant not to exceed $6,000.00
to co-host the opening reception in conjunction with the City of Waterloo, place event
banners in the downtown core and provide City buses for internal transportation."
2. MEMBER COMPLAINTS AT DOON AND ROCKWAY GOLF COURSES
In response to this Committee's request, at the May 27, 1996 meeting, the Committee was
provided with a report from Messrs. T. Clancy, General Manager and Mr. G. Kett, Division
Manager, Cemeteries/Golf Courses, dated June 5, 1996, to report on a meeting which took place
with 3 members of the Doon Valley Golf Course to discuss the issues tabled in the letter by
Councillor J. Ziegler.
Councillor J. Ziegler advised that he appreciated the report and understands the ongoing process.
Further, he noted an attitude improvement.
Councillor John Smola questioned whether or not Option 1 members can play more than one
round of golf per day and Mr. Clancy advised that as far as he was aware, that was possible.
Mr. T. Clancy further advised that the department is committed to taking a look at the entire
business plan and will send out information packages to the members and have a public meeting
before they come back to the Community Services Committee.
Councillor K. Redman questioned Mr. Clancy with respect to the process and was advised by him
that there is a new initiative in the form of a newsletter at the clubs and he stated that the
complaints received from the members were more based on process than decisions. Further, he
noted that the Communications Committee has to work better.
Councillor J. Ziegler requested that the information package on the business plan be circulated to
Members of Council at the same time they are circulated to the golf course members.

A brief discussion then took place on the value of the golf courses, running these facilities like
businesses and the dividend paid by the golf courses to the City of Kitchener.
DEPARTMENT ANNUAL REPORT
With the assistance of Ms. N. Dahmer, Messrs. T. Clancy and R. Arnot presented the 1995 Annual
Report of the Department of Parks and Recreation. This computer generated presentation
reviewed all aspects of the Department's operations, partnerships and developments through
1995. Both Mr. Clancy and Mr. Arnot stressed the value of volunteers to the Department and the
City as a whole advising that volunteer hours during 1995, had they been paid for, would have
cost the City 4.5 million dollars.
Mr. Clancy thanked Ms. Dahmer and Ms. L. Bamford for preparing and presenting this computer
generated presentation and advised that the Department would like to use this method of
presentation more often in the future.
