COMMUNITY SERVICES COMMITTEE MINUTES
CITY OF KITCHENER
The Community Services Committee met this date, under the chairmanship of Councillor G. Lorentz,
commencing at 1:40 p.m., with the following members present: Councillor T. Galloway, Councillor K.
Redman, Councillor Jake Smola, Councillor C. Weylie and Councillor M. Yantzi. Mayor R. Christy and
Councillor J. Ziegler were in attendance for part of the meeting.

Ms. C. Oliver, Ms. W. Love, Ms. J. Koppeser, Ms. L. Pasternak, Ms. K. Kugler,
Messrs. L. Gordon, G. Kett, J. Hancock, K. Baulk, B. Stanley, O. den Ouden, J.
Shivas, M. Price, J. Gazzola, T. Clancy, R. Arnot, R. Weber and Ms. D. Gilchrist.
1. WOMEN'S WORLD HOCKEY
Mayor R. Christy advised that, as Mayor, he had received comments, from every level involved
with the Women's World Hockey Championships, on Auditorium and City Hall staff and volunteers,
on how great they were. He offered his thanks to all staff and volunteers involved with the event.
Mayor Christy then displayed a framed poster of the 1998 Olympic Winter Games, to be held in
Nagano, Japan, which had been presented by Mr. Sho Tomita, the Vice-President of the
International Ice Hockey Federation. Mayor Christy stated that the reputation of the City of
Kitchener was upheld by all involved in this event. On behalf of Council, he thanked all those
involved.
Ms. K. Kugler advised that box office receipts were $440,519.00 and the last night's gold game
was sold to capacity.
Mr. T. Clancy reviewed some of the highlights advising that a full report would be provided to this
Committee in May. Mr. Clancy advised that the logo for the event was designed by the Marketing
Division and the promotion was done jointly by the Marketing Division and the Hockey Association.
The volunteers contributed greatly to the event. Kitchener Transit was fantastic and so were the
bus drivers. Mr. Clancy advised that there were almost 200 media at this event and 99% of the
information was positive. He stated that he was extremely pleased with the success of this event.
Councillor T. Galloway advised that he had received positive comments about the ice and the new
lights. Further, he advised that TSN regularly complimented the City of Kitchener during its
broadcast.
Councillor Galloway stated that the big success was the volunteer group who set a new standard
for this kind of event. He questioned whether any event is being planned or something could be
done to recognize the volunteers. He suggested that the City put an ad in the newspaper listing all
of their names and thanking them for all their work. Ms. C. Oliver advised that the volunteers have
been recognized throughout the event. She stated that she would take Councillor Galloway's
suggestion to the Management Committee.
Mr. K. Baulk advised that he was proud of the volunteers and proud of staff. He also offered his
thanks to Council for their political support, for without it the City could not get these kinds of
events. Staff then provided each member of Council with a t-shirt displaying the World Women's
Hockey Championship logo.
Councillor G. Lorentz offered his thanks to staff and volunteers for effort in making the Women's
World Hockey Championships a great event.
2. DIRECT-TO-FIRE RESIDENTIAL FIRE ALARM MONITORING SURVEY
The Committee was in receipt of a report from Mr. J. James and Ms. S. McEwan of Wilfred Laurier
University, dated March 5, 1997, which had been prepared at the request of Mr. J. Hancock, Fire
Chief, concerning a survey which had been conducted for the purpose of determining the
acceptance rate of the direct-to-fire monitoring system. Mr. J. Hancock introduced Ms. McEwan
and Mr. James who were in attendance to present the report. They reviewed the questions
contained in the survey and the results of each.
Mayor R. Christy left the meeting at this time.

Councillor K. Redman stated that she appreciated the work done and questioned whether, if the
homeowner already has a system, it can be hooked into the direct-to-fire monitoring system. Mr. J.
Hancock explained a few situations where fire monitoring already exists. He advised that a report
would be coming back to this Committee at its next meeting. He stated that just about everything
can be combined under this technology.
Councillor C. Weylie questioned false alarms and also categories of residences and the
percentage of fires by housing types. Mr. J. Hancock advised that response to false alarms will
depend on which technology is chosen, with some allowing for delays up to 30 seconds or other
methods such as voice-to-voice. With respect to percentages of fires, this information would be
provided at a future meeting.
3. OPTIMIST CLUB OF COUNTRY HILLS INC.
The Committee was in receipt of a report from Ms. L. Pasternak, Associate Solicitor, Ms. J.
Koppeser, Manager of Licensing, and Mr. R. Weber, Manager of Community Development, dated
April 4, 1997, with respect to the offer made by the Optimist Club of Country Hills, last November,
with respect to contributions to the construction of a community centre in Country Hills. The report
explained the regulations of the Province with respect to the distribution of lottery funds and
outlined a change in the contribution which could be made by the Optimist Club for this purpose.
A letter from the Gaming Control Commission to Ms. J. Koppeser, Manager of Licensing, dated
March 10, 1997, was also distributed for the Committee's benefit.
Councillor T. Galloway explained that there had been an element of concern expressed by staff as
to how lottery funds could be spent and he advised that he supported the 3 recommendations
contained in the staff report.
Mr. J. Gazzola advised that the City does not have the $60,000.00 available and that staff will
come back with a report on where the money should come from.
On motion by Councillor T. Galloway -
it was resolved:
"That the Mayor and Clerk be authorized to sign an agreement, to be drafted by the Legal
Department in the form prescribed by the Province, for the Optimist Club of Country Hills to
purchase the Country Hills Community Centre lift and stage and for the City hold the lift and
stage in trust, and further,
That, under the agreement, the Optimist Club of Country Hills make an initial payment of
$20,000.00, payable by November 1, 1997, with the balance to be funded through an
interest-free loan from the City of Kitchener, to an up-set limit of $60,000.00, and further,
That, under the agreement, the Optimist Club of Country Hills make 10 annual payments of
$6,000.00, if required, on November 1 of each year, beginning November 1, 1998, to repay
the loan."
4. OUTDOOR MARKET - REDUCED RATE FOR LICENSING
The Committee was in receipt of a report from Ms. W. Love, Market Supervisor, dated March 31,
1997, recommending a special licensing rate for refreshment vehicles at the outdoor Farmers'
Market.
On motion by Councillor M. Yantzi -
it was resolved:
"That a special licensing rate of $100.00 be established for operators of "refreshment
vehicles" (chip wagons) who operate solely as vendors in the outdoor Kitchener Farmers'
Market, and further,

That this special licensing rate may be subject to review from time to time."
5. KITCHENER BIKEWAY STUDY - APPOINTMENT OF A COUNCILLOR TO STUDY TEAM
The Committee was in receipt of a report from Mr. B. Stanley, Assistant General Manager,
Planning and Development, dated March 17, 1997, concerning the Kitchener Bikeway Study Team
and requesting that a member of Council be appointed to the Study Team.
Mr. B. Stanley addressed the Committee and requested that, in addition to the Councillor
appointed, that an alternate be appointed.
On motion by Councillor K. Redman -
it was resolved:
"That Councillor M. Wagner be appointed as Council's representative on the Bikeway
Study Team, with Councillor M. Yantzi being appointed as the alternate."
6. 1997 ARTIST IN RESIDENCE
The Committee was in receipt of a report from Mr. M. Price, Manager, Culture, Events and Leisure
Programs, dated April 1, 1997, advising that the Public Arts Committee recommends that William
Downey be appointed the City of Kitchener Artist in Residence for 1997.
On motion by Councillor T. Galloway -
it was resolved:
"That William Downey be named the 1997 Kitchener Artist in Residence, and further,
That the Mayor and Clerk be authorized to sign a licensing agreement with William Downey
to be the City of Kitchener Artist in Residence for 1997."
7. GOLF COURSE BANNERS
The Committee was in receipt of a report from Mr. G. Kett, Manager, Golf Course and Cemetery
Operations, dated April 1, 1997, recommending the erection of banners/flags as part of a program
to have more players identify with the golf courses.
Councillor C. Weylie put forward the recommendation contained in the staff report.
Councillor J. Ziegler entered the meeting at this time.
A brief discussion took place on the value of erecting these banners.
On motion by Councillor C. Weylie -
it was resolved:
"That Rockway and Doon Valley Golf Clubs proceed with the installation of banners/flags
as outlined in the report from Mr. G.D. Kett, Manager, Golf Course and Cemetery
Operations, dated April 1, 1997."
8. GRASS CUTTING CONTRACT SERVICES
A report from Kim Nihls, Supervisor of Turf Programs, dated March 21, 1997, was distributed at the
meeting. This report recommends the renewal of the grass cutting service contract with K-W
Habilitation Services for 1997.
On motion by Councillor J. Ziegler -
it was resolved:

"That the City of Kitchener renew the grass cutting service contract with the K-W
Habilitation Services for 1997, at a total estimated cost of $29,943.00."
SAND HILLS PARK LIGHTING
Councillor M. Yantzi stated that, when the Capital Budget was approved, it included lighting in
Sand Hills Park. Subsequently, this neighbourhood won the prize in the Festival of
Neighbourhoods and the money for lighting in the park was removed from the Capital Budget,
without talking from the neighbourhood. A brief discussion took place over a loan which had been
made to the neighbourhood for a pad to be constructed in Sand Hills Park and funds for lighting.
Mr. R. Arnot advised that, last year, Council had approved a loan, in the amount of $1,800.00, for
the pad, which is to be repaid over 3 years. At that time a request was made for $6,100.00 for
lighting in Sand Hills Park.
Councillor M. Yantzi requested that the lighting in Sand Hills Park be put back in the Capital
Budget.
On motion by Councillor M. Yantzi -
it was resolved:
"That the $6,100.00 for lighting in Sand Hills Park be put back into the Capital Budget."
RELIEF EFFORTS - DURHAM
Mr. T. Clancy gave a verbal report on the damage done in parks in Durham by recent flooding. He
advised that Durham is very appreciative of any help that we might give. He advised that
Kitchener staff will be combined with staff from other municipalities to make up work crews to go at
different times, to do specific jobs.
