HomeMy WebLinkAboutCommunity Svcs - 1997-09-08CSC\1997-09-08 SEPTEMBER 8, 1997 COMMUNITY SERVICES COMMITTEE MINUTES CITY OF KITCHENER The Community Services Committee met this date, under the chairmanship of Councillor G. Lorentz, commencing at 2:10 p.m., with the following members present: Mayor R. Christy, Councillor T. Galloway, Councillor K. Taylor-Harrison, Councillor John Smola, Councillor B. Vrbanovic, Councillor M. Wagner, Councillor M. Yantzi and Councillor J. Ziegler. Others Present: Ms. P. Houston, Messrs. T. Clancy, K. Baulk, R. Arnot, T. McCabe, M. Mahaffey, J. Shivas, J. Gazzola and Ms. D. Gilchrist. 1. DELEGATION -WORLD HORSESHOE PITCHING CHAMPIONSHIPS Mr. J. Breithaupt, Chairman, World Horseshoe Pitching Championships, was in attendance to report to the Committee on the success of this event. Mr. Breithaupt advised that there were 1740 players over a 2 week period, with 2/3 coming from the U.S. This was the largest tournament for this organization and there was a $3M benefit to the community. Mr. Breithaupt advised that the funds promised by the Province were cancelled, so there may be a shortfall and he hoped that Council would consider a grant to cover that shortfall. Mr. Breithaupt thanked staff, especially Mr. K. Baulk and Mr. R. LeBrun, for their dedication and commitment. He also thanked all the staff and volunteers who contributed so much time and effort to making this event the success that is was. Councillor T. Galloway thanked Mr. Breithaupt for chairing this event. He advised that he had spoken with several people during the event who were thankful for his chairmanship. Councillor Galloway questioned the possibility of rebidding for this event. Mr. Breithaupt responded that he was not sure it would be possible, as they like to move the event around the U.S. He understood that the bid for the next 2 years are very slim, but next year it is going to the U.S. midwest. Councillor M. Wagner thanked Mr. Breithaupt for his chairmanship of this event. He questioned the shortfall. Mr. Breithaupt stated that he was not sure there would be a shortfall or how much. He advised that the souvenirs sold out and the event was well attended, so they may break even. Councillor G. Lorentz thanked Mr. Breithaupt for all his work. He stated that it was a great show and a very exciting event and it was great to have it in the City of Kitchener. 2. WORLD UNDER 17 HOCKEY CHAMPIONSHIP GRANT REQUEST The Committee was in receipt of a report from Mr. K. Baulk, Manager, Kitchener Memorial Auditorium Complex, dated August 22, 1997, recommending that the City support the proposal to host the World Under 17 Hockey Championship at the Kitchener Memorial Auditorium Complex. The Committee was also provided with budget details for this event. Mr. Baulk was in attendance to represent the report. He advised that the event has been confirmed. Mr. Baulk then introduced Mr. S. Farley, Executive Director of the Ontario Hockey Federation. Mr. Farley advised that the Ontario Hockey Federation, the Ontario Hockey Association and the City of Kitchener have joined together to host the World Under 17 Hockey Championship. There is a short period of time until the event but there are many volunteers and everything is going along quite well. Councillor J. Ziegler referred to the budget and questioned the hotel commission. Mr. K. Baulk advised that the hotels have agreed to a sponsorship commission because of the benefits they receive from these types of events. A brief discussion then took place concerning the choice of location for satellite games. On motion by Councillor M. Wagner - it was resolved: "That the City of Kitchener support the proposal to host the World Under 17 Hockey Championship at the Kitchener Memorial Auditorium Complex from December 29, 1997 COMMUNITY SERVICES COMMITTEE MINUTES SEPTEMBER 8, 1997 - 69 - CITY OF KITCHENER 2. WORLD UNDER 17 HOCKEY CHAMPIONSHIP GRANT REQUEST (CONT'D) to January 4, 1998, and further, That a $5,000.00 grant be allocated to the host committee for a gold level sponsorship for this event." 3. 142 LOUISA STREET - REMOVAL OF MUNICIPAL TREE The Committee was in receipt of a report from Mr. M. Mahaffey, Supervisor of Forestry, dated August 21, 1997, providing some background information with respect to the municipal tree adjacent to the residence at 142 Louisa Street and recommending its removal. Councillor J. Ziegler questioned the condition of the tree and Mr. Mahaffey advised that it is 20 - 25 feet high with the branches starting approximately 6 feet above grade and the tree is in good condition. On motion by Councillor John Smola - it was resolved: "That Ms. S. Sekoll be permitted to remove a 25 foot municipal Spruce tree adjacent to her residence at 142 Louisa Street." 4. NAMING PARK FOR FORMER MAYOR SID MCLENNAN The Committee was in receipt of a report from Mr. T. Clancy, General Manager, dated August 28, 1997, in which he recommended that the former landfill site on Ottawa Street be named McLennan Park. Councillor G. Lorentz advised that this matter would be deferred to a future meeting, due to its controversial nature. 5. INFORMATION ITEMS The Committee acknowledged receipt of the information items attached to the agenda. In addition to those items attached to the agenda, the Committee was in receipt of a letter from Mr. R. Arnot, Assistant General Manager, dated September 5, 1997, with respect to indoor ice surfaces and amenities. With respect to his letter concerning indoor ice surfaces and amenities, Mr. Arnot advised that staff will be proceeding with this project and have a financial commitment of $2,000.00 from each partner. Councillor T. Galloway questioned whether this is being done as a result of pressure received from user groups and Mr. Arnot advised that the source was staff and user groups. Staff are not receiving any pressure from user groups and this is a timely exercise. 6. NEW BUSINESS Mr. T. Clancy advised the Committee that there had been a fire at Wilson on Saturday and that he will report back to this Committee on the full details. He stated that there was less than $10,000.00 in damage and he will be reviewing whether the contractor can pay for some of the damage. Mr. Clancy also advised that there was a truck stolen at the Rockway Golf Club this morning and that police are investigating the situation and he will report back to this Committee with the details. Mr. C. Farley was in attendance and briefly advised the Committee that the End of Summer Bash which was to be held last weekend will be held at Victoria Park this coming Saturday from 3 p.m. until 9 p.m.. 7.
