COMMUNITY SERVICES COMMITTEE MINUTES
CITY OF KITCHENER
The Community Services Committee met this date, under the chairmanship of Councillor G. Lorentz,
commencing at 1:50 p.m., with the following members present: Councillor T. Galloway, Councillor J.
Haalboom, Councillor Jake Smola, Councillor John Smola, Councillor C. Weylie and Councillor M. Yantzi.
Mayor C. Zehr, Councillor K. Taylor-Harrison, Councillor B. Vrbanovic and Councillor J. Ziegler entered
the meeting shortly after its commencement.
Others Present:
Messrs. B. Kuntz, M. Mahaffey, M. Price, R. Arnot, J. Gazzola, B. Bienan, C.
Pastway, S. O'Connor, W. Wagner and Ms. D. Gilchrist.
1. ICE STORM ASSISTANCE BY FORESTRY STAFF
Mr. M. Mahaffey was in attendance to provide the Committee with an update on the assistance
provided by Forestry staff to the ice storm victims in eastern Ontario. Mr. Mahaffey distributed a
report at the meeting and briefly reviewed its contents. He advised the Committee that a larger
and more detailed report would be provided shortly. The 4 staff members in the Forestry crew who
offered this assistance were in attendance and were introduced by Mr. Mahaffey. Mr. Mahaffey
explained the equipment sent and the partnership with the Region of Waterloo, City of Cambridge
and City of Waterloo. He stated that he felt that the City of Kitchener would be hearing more from
the aided municipalities in time.
Several members of Council commended staff for their volunteer efforts and for representing the
City of Kitchener, in the affected areas. Councillor Jake Smola questioned whether assistance
should be offered later on and Mr. Mahaffey advised that once the spring and summer comes
along he felt that they would probably need more help.
2. PUBLIC ART INSTALLATION
The Committee was in receipt of a report from Mr. M. Price, which was undated and which was
attached to the agenda. Mr. B. Downey, the Artist in Residence for 1997, was also in attendance.
Mr. Downey showed slides of his work to give the members of the Committee an idea of his work
and he distributed photographs for the Committee's benefit.
Councillor T. Galloway put forward the motion contained in Mr. Price's report. He noted that the
Artist in Residence program has been successful and that the City will probably purchase one
work of art from each of the Artists in Residence. He asked staff whether, in the long term, they
have given any thought as to where future art should go, would it all be located at City Hall or
another public building. Mr. Price responded that the Public Art Committee hasn't given it any
thought, as yet, but will be discussing the matter. Councillor C. Weylie questioned how much
money was left in the Public Art Trust Fund and Mr. Price advised that it was somewhere between
$30,000 - $33,000.
On motion by Councillor T. Galloway -
it was resolved:
"That a purchase/commission, in the amount of $5,000.00, be made from Mr. Downey, the
1997 Artist in Residence, for installation on the Rotunda level, in the area on the wood
panel wall between the Public Information Counter and the elevator, and further,
That the work be executed in oil on canvas, and further,
That the purchase/commission price of $5,000.00 be paid from the Public Art Trust Fund."
3. MAYOR'S ADVISORY COUNCIL ON YOUTH
Mr. C. Farley was in attendance to remind the members of the Committee that the Mayor's
Advisory Committee on Youth Award would soon be awarded. He advised that nominations are
being accepted this week under 6 categories.

Councillor K. Taylor-Harrison thanked Mr. Farley for the amount of work he does on this committee
and stated that he was an inspiration.
DELEGATION - THE GRAND TABLE ANTHOLOGY
Ms. M. Paul was in attendance to provide the Committee with an update on the "Grand Table
Anthology" and thanked the City for its support in this regard. She advised that the book contains
the work of 55 local writers and none of them have profited from this book. The proceeds from the
sale of the book would be put into a fund to support future projects. Ms. Paul then had copies of
this book provided to each member of the Committee.
Councillor J. Haalboom commended the group for its efforts in bringing this book about, noting the
press coverage it has received. She asked where the books would be available and was advised
that they are available at Wordsworth and Readers Inc., at a cost of $12.00. Ms. Paul advised that
400 copies have been sold and there are 100 copies left.
Councillor G. Lorentz thanked the delegation for coming forward today.
DELEGATIONS - GRANT REQUESTS
Representatives of the following organizations were in attendance this date to provide support for
their grant applications, already submitted through the Parks and Recreation Department, for
operating grants in 1998:
Mr. D. Brock, Mr. M. Trask, Mr. K. Freeman and Ms. H. English - Kitchener-Waterloo Opera
Mr. T. Wichman -Volunteer Action Centre
Ms. C. Soulis - K-W Weavers and Spinners
Mr. S. Scadron-Wattles - Theatre and Company
The Chairman advised all those present that a decision on their grant applications would not be
made today but that the Committee would hear their submissions in support of their grant requests
and a decision on grants would be made during the budget process.
INFORMATION ITEMS
The Committee acknowledged receipt of the information items attached to the agenda.
A brief discussion took place over public art installation with Councillor G. Lorentz advising that Mr.
N. Rees had approached him with respect to an industrial artifact for the new community centre
and fire hall in Forest Heights. Councillor T. Galloway advised that there would be a public art
installation at the Country Hills Community Centre and questioned whether there will be a public
art at the Forest Heights Community Centre. He spoke of their budget for the Country Hills
Community Centre including monies for a public art in that building and questioned whether, each
time a new public building is erected, if there is a budget for a public art included in the budget for
the construction of the building. Mr. R. Arnot advised that he would bring a report forward through
this Committee on this matter on the 23rd. Councillor J. Haalboom spoke in support of the concept
of some form of public art within a public building and she encouraged that it be included as a
regular part of all new facilities. The Committee requested Mr. Gazzola to track down Council's
policy in this regard. Mayor C. Zehr questioned whether this had been built into other projects
previously and Mr. Arnot responded that it had not been done before. Councillor B. Vrbanovic
suggested looking at incorporating this into the new fire station.
