JULY 20, 2004
CITY OF KITCHENER
The Safe and Healthy Community Advisory Committee met this date, commencing at 4:10 p.m.
Present:
Chair, Councillor B. Vrbanovic
J. Breithaupt, P. Doherty, D. Schnarr, J. Vickery, A. Bender
S. Franzen and S. Fohring were in attendance for part of the meeting

This meeting of the Safe and Healthy Community Advisory Committee commenced without a quorum
in attendance.
1. APPROVAL OF MINUTES
On motion by Mr. P. Doherty-
it was resolved:
"That the minutes of May 4, 2004, as mailed to the members, be accepted."
2. DOWNTOWN ADVISORY COMMITTEE REPRESENTATIVE REPORT
Mr. D. Hoch was not in attendance; therefore, no report was given.
3. WORK PLAN
Ms. J. Breithaupt circulated copies of the proposed 'Kitchener Youth' website prepared in
consultation with the Kitchener Youth Advisory Committee (KYAC). Ms Breithaupt advised
that the web address "Kitchener.ca" is available and she will investigate costs.
Ms. S. Fohring entered the meeting.
Website navigational pages cover the topics of learn, work, live, play and explore. The site is
text driven to make it accessible to more users. Members of the Committee reviewed
information contained under the various categories and it was noted that a search function
could be added once the site is finalized. It was also suggested that a disclaimer be added to
the main page. Ms. Breithaupt asked members to continue their research of additional sites
which could be linked to the youth site and advise her of appropriate web addresses.
Discussion ensued regarding the inclusion of a contact component, inclusion of a chat room,
use of the City of Kitchener's 150th Anniversary logo, use of youth-friendly graphics, and
possible future links with a KYAC website. The Committee agreed that it should have general
regard for website content; however, ongoing administration should be the responsibility of
KYAC.
Ms. J. Dean advised that the recently held 911 Charity Golf Tournament raised $12,400.
Ms. J. Dean asked if the Violence in Sports sub committee had met and Mr. P. Doherty
advised that he was awaiting information prior to setting up a meeting.
Councillor B. Vrbanovic suggested that the sub committee review establishing a policy linking
future funding of community sports groups with the preparation of a violence prevention
program. Mr. D. Schnarr stated that some community sports organizations may already have
a violence prevention plan in place and suggested a survey be conducted to determine which
organizations need to be approached to prepare one. Ms. L. Palubeski noted that a listing of
currently funded sports groups could be provided to the sub committee for review and
comparison to survey results.
In closing, Ms. J. Dean suggested that the Violence in Sports sub committee meet and review
a list of funded sports groups and begin discussions concerning the preparation of a survey
which would identify those community sports organizations which already have violence
prevention programs in place. She further advised that staff of the Community Services
Department will sit as members of the sub committee to provide assistance.

4. COMPASS KITCHENER UPDATE
Councillor B. Vrbanovic advised that Ms. T. Beaulne had requested discussion regarding
Compass Kitchener and the Safe and Healthy Community Advisory Committee working
together on a healthy community plan; however, as she was unable to attend, this item will be
deferred to the Committee's September meeting.
Councillor B. Vrbanovic also noted that development of a healthy community plan was
identified as a priority at a recent City Council Stategic Planning Session. He noted that
information had been emailed to Committee members concerning two upcoming opportunities
to provide input on community planning and urged members to attend, if possible.
5. SAFETY AUDITS
Ms. J. Dean advised that various safety audits have been conducted with one more scheduled
for a designated area of the Downtown. She relayed general audit results and advised that
these would be forwarded to the appropriate organizations for consideration.
Committee members were asked to pass along suggested locations for consideration in future
safety audits.
6. FESTIVAL OF NEIGHBOURHOODS - PARTNERSHIP AGREEMENT
Ms. J. Dean reviewed the draft Partnership Agreement between the Safe and Healthy
Community Advisory Committee (SHCAC) and the Festival of Neighbourhood Organizations.
The agreement outlines a more active role for the Committtee in the Festival as follows:
· Sponsorship of a "Newcomer Award"
· Participation in the award draw and presentation
· Provision of information for inclusion in neighbourhood hampers to be circulated
Ms. S. Franzen entered the meeting and a quorum was now in attendance.
The Committee also agreed to provide a letter of endorsement as requested and directed the
Safe City Co-ordinator to undertake preparation of same under the signatures of the Co-
Chairs.
On motion by Ms. J. Breithaupt -
it was resolved:
"That the Safe and Health Community Advisory Committee (SHCAC) enter into a
'Partnership Agreement' with the Festival of Neighbourhoods, outlining the sponsorship
role of the SHCAC; and further,
That the Committee provide a letter of support to the Festival of Neighbourhoods."
7. NEW BUSINESS
Ms J. Dean advised that she has had discussions with representatives of the Waterloo
Regional Police Service who advised that each division would be assigning officers to work on
the graffiti problems and setting up a system of more efficient enforcement.
A brief summary of the proposed Cedar Hills Study was provided advising that Ms. K. Taylor-
Harrison has been hired to co-ordinate a consultative process regarding problems encountered
by the Cedar Hills neighbourhood. Discussions will include issues such as property standards
and lodging houses.
Councillor B. Vrbanovic reminded Committee members that the August 3, 2004 meeting had
been cancelled and the Committee will meet next on September 14, 2004.
