HomeMy WebLinkAboutCommunity Svcs - 1998-11-23CSC\1998-11-23 COMMUNITY SERVICES COMMITTEE MINUTES NOVEMBER 23, 1998 CITY OF KITCHENER The Community Services Committee met this date, under the chairmanship of Councillor G. Lorentz, commencing at 2:10 p.m., with the following members present: Councillor T. Galloway, Councillor J. Haalboom, Councillor John Smola, Councillor B. Vrbanovic, Councillor C. Weylie and Councillor M. Yantzi. Councillors Jake Smola, K. Taylor-Harrison and J. Ziegler were in attendance for part of the meeting. Others present: Ms. K. Schropp, Ms. I. Chyc, Messrs. J. Gazzola, N. Kuntz, P. Sinnott, T. Clancy, R. Arnot, G. Richardson, R. Wyatt, K. Baulk and Ms. D. Gilchrist. 1. CITY OF KITCHENER EMERGENCY PLAN AMENDMENTS The Committee was in receipt of a report from Mr. N.E. Kuntz, Deputy Fire Chief, dated November 16, 1998, recommending that the City of Kitchener Emergency Plan be amended as outlined in his report. Attached to Mr. Kuntz's report was a copy of the draft by-law, along with background information. Mr. Kuntz was in attendance to represent the report and answer any questions the Committee might have in this regard. Mr. Kuntz briefly reviewed the contents of the report. Councillor T. Galloway put forward a recommendation, as contained in the staff report. Councillor J. Haalboom questioned under what circumstances the plan would be used and Mr. Kuntz gave examples such as tornadoes and chemical spills. On motion by Councillor T. Galloway - it was resolved: "That the City of Kitchener Emergency Plan, being By-Law #93-200, as amended, be further amended as outlined in the report of Mr. N.E. Kuntz, Deputy Fire Chief, dated November 16, 1998, and the draft by-law attached thereto." 2. CITY OF KITCHENER ENTRANCE SIGNS The Committee was in receipt of a report from Mr. R. Wyatt, Division Manager, and Mr. R. Arnot, Assistant General Manager, dated October 6, 1998, with respect to Terms of Reference to implement Council's Objective 4.2 from their Strategic Plan. Mr. Wyatt was in attendance and introduced the report. The question was raised as to why 401 signage is being dealt with by a separate committee and Mr. T. Clancy responded that the problems are slightly different; however, eventually the 2 will come together. The Committee also requested that Mr. P. Sinnott be invited to be part of these committees. Councillor K. Taylor-Harrison and Councillor J. Ziegler entered the meeting at this time. On motion by Councillor B. Vrbanovic - it was resolved: "That we approve the Terms of Reference with respect to City of Kitchener entrance signs, as attached to the report of Mr. R. Wyatt, Division Manager, dated October 6, 1998, as considered by the Community Services Committee on November 23, 1998." 3. FARMERS' MARKET FEES AND CHARGES The Committee was in receipt of a report from Mr. R. Arnot, Assistant General Manager, and Mr. K. Baulk, Manager, Kitchener Farmers' Market and Kitchener Memorial Auditorium, dated November 6, 1998, recommending that a working committee be formed to review further fee increases, classification changes and stand allotment at the Kitchener Farmers' Market. Mr. R. Arnot introduced the report and advised that staff had listened to what has been said by the vendors and are proposing that this working committee meet and prepare a report for consideration by the Community Services Committee in March, 1999. He pointed out that staff are requesting that one member of Council sit on this committee. Councillor M. Yantzi recommended Councillor K. Taylor-Harrison as the Council representative FARMERS' MARKET FEES AND CHARGES (CONT'D) COMMUNITY SERVICES COMMITTEE MINUTES NOVEMBER 23, 1998 - 101 - CITY OF KITCHENER on this working committee. On motion by Councillor M. Yantzi - it was resolved: "That a working committee be formed to review further fee increases, classification changes and stand allotment at the Kitchener Farmers' Market, and further, That the working committee for the Kitchener Farmers' Market be composed of market staff, market vendors representing each classification and a member of Council, and further, That the working committee for the Kitchener Farmers' Market present its recommendations to the Community Services Committee by March 1999, and further, That Councillor K. Taylor-Harrison be appointed as Council's representative on the working committee for the Kitchener Farmers' Market." Councillor Jake Smola entered the meeting at this time. 1999 ANNUAL GRANTS The Committee was in receipt of a report from Mr. R. Arnot, Assistant General Manager, dated November 6, 1998, along with background information. A brief discussion took place with respect to expectations from the grant recipient groups. The Committee briefly reviewed the philosophy behind the grants with respect to directing groups to find other sources of funding. On motion by Councillor T. Galloway - it was resolved: "That the 1999 Annual Grants be tabled for consideration at the Community Services Committee meeting of Monday, December 7, 1998." INFORMATION ITEMS The Committee acknowledged receipt of the information items attached to the agenda. With respect to the Committee's Unfinished Business Agenda, Councillor C. Weylie questioned what was happening with the Victoria Hills community garden. Mr. J. Gazzola advised that there are a number of areas to be looked at and that he hasn't had the opportunity to look at them with the people involved. Concerning the community trails work, being item #1 on the Community Services Committee Unfinished Business Agenda, upon questioning by Councillor C. Weylie, Mr. T. Clancy advised that he would do his best to have a report for the next meeting, or the first meeting in January. Councillor Weylie also raised the question with respect to the art work that was supposed to be located on the wall outside the Council Chambers and Councillor J. Haalboom advised that the artist has had some problem in getting tiles. Councillor Weylie requested an update for the Committee's next meeting. Councillor J. Haalboom referred to the information report with respect to Public Art "Percent for Art" Policy and Findings. Councillor Haalboom reviewed the information report and the information gained from the City of Toronto. She also referred to a sculpture garden located along the river in Windsor. 6.
