SUBJECT: Appointments to Various Vacancies on Advisory Committeesand
Boards

RECOMMENDATION:
That Michael Mooney be appointed as a Community Director to the Kitchener Housing
Incorporated Board of Directors for a term ending November 30, 2022; and,
That Mary Henein Thorn be appointed as an Associate Director to the Kitchener Housing
Incorporated Board of Directors for a term ending November 30, 2022; and,
That Anabelle Girard be appointed as the Citizen-at-Large representative for the Arts and Culture
Advisory Committee for the term ending November 30, 2020; and,
That Mark Waddell be appointed as the Practising Artist representative for the Arts and Culture
Advisory Committee for the term ending November 30, 2020; and,
ThatKyle Wagner and Geoff Kirk be appointed as Citizen-at-Large representativesfor the Cycling
and TrailsAdvisory Committeefor the term ending November 30, 2020; and,
ThatBecky Mueller be appointed as the representative for the Civic Centre Heritage Conservation
District for Heritage Kitchener for the term ending November 30, 2020;and finally,
That Victoria Mancebe appointed as the Archeology representative for Heritage Kitchener for the
term ending November 30, 2020.
BACKGROUND:
After every municipal election, appointments to advisory and quasi-judicial committees take place at the
Striking Committee meeting based on the recommendations of the Nominating Committee (the
Committee).After the November 19,2018 Striking Committee, thereremained some sector-specific
vacancies on some advisory committeesand Boardswhich were listed on the City’s website. Thewebsite
is updated on a continual basis as positions have been filled. The 2019 fall recruitment focused on the
following:
Remaining vacancies on advisory committees and Centre in the Square (CITS)from the 2018 fall
recruitment;

Board positions forCITS and Kitchener Housing Inc. (KHI) resulting from the expirations of terms
for some of their members; and,
Mid-term vacancies that have occurred for the Arts and Culture Advisory Committee as well as
the Cycling and Trails Advisory Committee.
Advertising took place for the vacancies remaining from the 2018 recruitment as well as upcoming
vacancies for Board positions. For the mid-term vacancies, staff reached out to applicants who had
previously applied but who had not been appointed. Staff determinedthe eligibility of all applicants and
oncetheir eligibility wasconfirmed, their name was put forward for consideration. If there were more
applications than vacancies, the applications were forwarded to the Nominating Committee to make a
recommendation for Council’sdecision. If there were not, the Director of Legislated Services/City Clerk
hasmade a recommendation directly to Council.
REPORT:
Arts and CultureAdvisory Committee(ACAC)
ACAC has had several resignations from the committee during 2019 resulting in three (3)vacant positions
(Citizen-at-Large, Practising Artist, and Arts Organization representative). Staff received two (2)
applications for the Citizen-at-Large vacancyandone (1) application for the Practising Artist vacancy.
No applications were received for the Arts Organization representative.The applications for the Citizen-
at-Large vacancy went to theNominating Committee who recommended Anabelle Girard. Because only
one application was received for the Practising Artist vacancy, Mark Waddell’s name is being presented
directly to Council for consideration.
Cycling and TrailsAdvisory Committee (CTAC)
As with ACAC, CTAC has two (2) Citizen-at-Large vacancies resulting from resignations. Staff received
five (5) applications, which were forwarded to the Nominating Committee. The Nominating Committee
has recommended Kyle Wagler and Geoff Kirk for Council’s consideration.
Heritage Kitchener
In response to the sector-specific vacancies listed on the City’s website, the City receivedone(1)
applicationfor Civic Centre Heritage Conservation Districtvacancyon Heritage Kitcheneras well as the
Archeology representative. Because there was only 1 applicationfor each vacancy,Becky Mueller and
Victoria Mance, respectively, arebeing recommended directly for Council’sconsideration.
Kitchener Housing Inc.
As per the October 23, 2019correspondenceto Councilfrom Ted Bleaney, Chair of the Board of Directors
for Kitchener Housing Incorporated (KHI), attached as Appendix ‘A’, the KHI Board is recommending the
appointments ofMichael Mooney as a Community Director and Mary Henein Thorn as an Associate
Director.
All candidates beingrecommendedto Councilfor advisory committeesare listed in Appendix ‘B’ while
unassigned applicants are listed in Appendix ‘C’.
ALIGNMENT WITH CITY OF KITCHENER STRATEGIC PLAN:
The recommendationof thisreportsupports theachievement of thecity’s strategic vision through the
delivery of core service.
