COMMUNITY SERVICES COMMITTEE MINUTES
SEPTEMBER 13, 1999
CITY OF KITCHENER
The Community Services Committee met this date, chaired by Councillor G. Lorentz, commencing at 2:30
p.m., with the following members present: Councillor T. Galloway, Councillor J. Haalboom, Councillor
Jake Smola, Councillor John Smola, Councillor K. Taylor-Harrison and Councillor B. Vrbanovic. Mayor C.
Zehr, Councillor C. Weylie and Councillor J. Ziegler were in attendance for part of the meeting.
Others present:
Messrs. J. Gazzola, M. Price, J. Ontonovich, R. Wyatt, L. Proulx, D. Daly, K. Baulk
and Ms. D. Gilchrist.
1. DELEGATION - KITCHENER-WATERLOO ATHLETE OF THE YEAR
The Committee was in receipt of a report from Mr. K. Baulk, Manager, Kitchener Memorial
Auditorium Complex and Kitchener Farmers' Market, dated July 30, 1999, recommending that the
Auditorium provide a location on its Wall of Fame level for the permanent display of the Kitchener-
Waterloo Athlete of the Year trophy and recognition plaques of the annual winners.
Mr. E. Davies of the Civitan Club was in attendance to support the recommendation contained in
the staff report. He advised that, this year, they started to award athletes from 1998. He noted
that the award was well received and rejuvenated the Sports Celebrity Dinner for Big Brothers. Mr.
Davies displayed the Athlete of the Year trophy. He noted that it was made of glass and had been
designed by Foti, whose studio is on Queen Street. Mr. Davies noted that Fitzroy Vanderpool had
won the Athlete of the Year award this year.
Councillor T. Galloway moved the recommendation contained in the staff report. He noted that he
was glad to extend the City's facility to the Civitan Club and congratulated Mr. Davies and his
committee for their work. Councillor Galloway stated that he was pleased to make the
recommendation.
On motion by Councillor T. Galloway -
it was resolved:
"That the Kitchener Memorial Auditorium Complex provide a location on its Wall of Fame
level for the permanent display of the Kitchener-Waterloo Athlete of the Year trophy and
recognition plaques of the annual winners; and further,
That the display and upkeep of the Athlete of the Year trophy and recognition plaques be
funded by the Civitan Club of Kitchener-Waterloo."
2. DELEGATION - BOTULISM OUTBREAK IN VICTORIA PARK
Mr. J. Planck of Limnoterra Ltd. was in attendance to report his findings, through use of a Power
Point presentation, concerning the outbreak of botulism in Victoria Park this summer. Hard copy
print-outs of the computer presentation were distributed to members of the Committee at the
meeting. Mr. Planck stated that he had studied the field conditions and this is his final report. The
report also contained suggestions to deal with the environment to avoid a future outbreak.
Mayor C. Zehr and Councillors C. Weylie and J. Ziegler entered the meeting at this time.
Mr. Planck explained how this toxin is transmitted. He then proposed 2 hypotheses; the Sludge
Bed Hypothesis and the Micro-environmental Hypothesis. Mr. Planck then reviewed his
observations including possible sequences of events, and explained misconceptions. Mr. Planck
advised that the Micro-environmental Hypothesis was the most probable. Mr. Planck then
reviewed a list of 15 suggestions for avoiding future outbreaks.
Councillor C. Weylie questioned the issue of feeding animals in the park. Mr. Planck noted that
feeding ducks concentrates the ducks. If no one fed them they wouldn't concentrate. If there was
no concentration of ducks there wouldn't be an outbreak.
Reference was made to the observation of a dead bird on an industrial rooftop. Mr. Planck
advised that this rooftop is one that we know about but because of the nature of birds, they may
change location.

Councillor J. Haalboom referred to Mr. Planck's observation that water from the stormwater
management pond is warm. She suggested reviewing the stormwater management policy, noting
that if we want wetlands, they have a high concentration of birds. She suggested that minor
changes be made in the drainage ponds so that they drain better. She suggested that this is a
maintenance issue and that we don't have maintenance of the biological portion of a drainage
system.
Councillor T. Galloway suggested that staff be directed to report on what plans can be put in place
for the probable source, the roof, and the biological components of stormwater drainage. He
questioned what could be done to require building owners to keep their roofs clear. Mr. D. Daly
responded that the discovery of this roof was a surprise to the owners as well as staff. Staff have
had discussions with the owner and they have conducted a voluntary clean-up. Parks staff have
had discussions with the Building Division who advised that, if they are aware of a site like this, it
comes under Property Standards and we have an avenue for enforcement. He noted that there is
also an education component.
RESTORATION OF PORTRAIT OF WILLIAM LYON MACKENZIE KING
The Committee was in receipt of a report from Mr. M. Price, Manager, Arts, Culture and Events,
dated August 24, 1999, advising of a recommendation made by the Public Art Committee to
restore the portrait of William Lyon Mackenzie King for installation at City Hall.
Mr. R. Mills, historian and resident of the Victoria Park area, was in attendance and provided some
historic background to Mr. King. He made a presentation in support of restoring the painting and
having it hung in City Hall. He urged the Committee to support the Public Art Committee's
recommendation.
Councillor J. Haalboom put forward the recommendation contained in the staff report.
A brief discussion took place as to the location to hang the portrait, as contained in the staff report.
Councillor T. Galloway noted that the Public Art Committee did not discuss this location. He
suggested considering the second floor of City Hall outside the Council Chambers. The
Committee requested that staff come back with recommendations for appropriate locations in City
Hall to display the refurbished portrait of William Lyon Mackenzie King.
On motion by Councillor J. Haalboom -
it was resolved:
"That the City of Kitchener proceed with the restoration of the portrait of William Lyon
Mackenzie King for installation at City Hall, in time for the University of Waterloo King
Colloquium in December 1999; and,
That the funds for the restoration of the portrait of William Lyon Mackenzie King be paid
from the existing capital account, established in 1998, for repairs and maintenance of public
art in the Civic Collection; and further,
That staff report back to the Community Services Committee on possible locations, in City
Hall, to erect the portrait of William Lyon Mackenzie King."
FIRE TRAINING FACILITY REQUIREMENTS AT THE FORMER HEADQUARTERS
Mr. J. Gazzola advised the Committee that this matter does not need to be considered today as, in
the short term, there is no problem. He noted that the training facility could remain there while the
KOR Gallery is there and that the City has committed to the KOR Gallery to the end of this year.
