Galloway, commencing at 2:34 p.m., with the following members present: Mayor C. Zehr, Councillors J. Haalboom, Jake Smola, John Smola, C. Weylie, M. Yantzi and J. Ziegler. Others present: Ms. L. EckeI-Braun, Ms. L. Marshall, Ms. L. Korabo, Messrs. R. Pritchard, J. Hancock, R. Wyatt, L. Gordon, G. Melanson, D. Daly, J. Cooper, J. Coish, G. Kett, M. Price and Ms. D. Gilchrist. 1. REQUEST FOR MINOR SPORTS GRANT - TWIN CITIES MINOR TACKLE FOOTBALL ASSOCIATION The Committee was in receipt of a report from Mr. R. Wyatt, Interim Assistant General Manager, dated February 29, 2000, with respect to an application received from the Twin Cities Minor Tackle Football Association for an operating grant for the year 2000 and beyond. The staff report was in support of the grant request. Mr. D. Hawreliak was in attendance to represent the grant request and in support of the staff recommendation. Mr. Hawreliak advised that in 1999 the association had 6 teams of children between the ages of 8 and 17, with a total of 160 players registered. He provided a brief explanation of the sport and its growth. When questioned by Councillor M. Yantzi, Mr. Hawreliak noted that this sport is offered to both boys and girls but, due to the nature of the sport, it is primarily played by boys. He noted that their ultimate goal is to have a young women's league. On motion by Councillor M. Yantzi - it was resolved: "That Council approve an operating grant for the Twin Cities Minor Tackle Football Association in the amount of $2,500.00 to cover field rental, equipment replacement and coaching development costs for the year 2000; and further, That future funding requests from the Twin Cities Minor Tackle Football Association be processed as part of the annual Minor Sports Grants operating budget." ALLOCATION OF "% FOR ART" The Committee was in receipt of a report from Mr. M. Price, Manager, Arts, Culture and Events, dated February 2000, providing a recommendation from the Public Art Committee with respect to a resolution considered by the Community Services Committee on November 22, 1999 and deferred and referred by Council at its meeting of November 29, 1999. The Public Art Committee recommendation deals with the allocation of 1% of the budget for construction costs of civic buildings and other civic projects intended for public use to be used towards the commission of art to be displayed in public areas or as part of the building structure. The current recommendation of the Public Art Committee is that there be a maximum amount for this purpose, in any construction project, of $300,000.00. A discussion took place as to how this cap was arrived at, Councillor J. Haalboom advising that there were some questions raised about exceptionally large projects and the cap came from the amount of money put towards public art for City Hall. On motion by Councillor J. Haalboom - it was resolved: "That the City of Kitchener allocate 1% of the budget for construction costs of civic buildings or other civic projects intended for general public use, to a maximum of $300,000.00, to be used toward the commission of art to be displayed in public areas or as part of the building structure; and, That the City of Kitchener encourage new commercial and institutional construction or renovation with values over $1M to allocate 1% of the construction budget for the provision of public art; and, COMMUNITY SERVICES COMMITTEE MINUTES MARCH 6, 2000 -9- CITY OF KITCHENER ALLOCATION OF "% FOR ART" (CONT'D) That the standard for public art found in the Urban Design Manual be used to provide assistance in determining location and selection of theme, kind and nature of the art form; with the Public Art Committee to be available as a resource in this regard; and further, That a representative from the Public Art Committee or designate be involved with the design process for all new civic facilities at the earliest possible point, to ensure that the location for the work is well integrated in the building and maximizes its public exposure. CHAPTER 210 (CEMETERIES) OF THE CITY OF KITCHENER MUNICIPAL CODE AND CEMETERY TARIFF OF CHARGES The Committee was in receipt of a report from Mr. G. Kett, Manager, Cemetery and Golf Course Operations, dated February 28, 2000, with respect to recommended changes to Chapter 210 of the City of Kitchener Municipal Code and the Cemetery Tariff of Charges. Mr. Kett was in attendance and advised the Committee that these are primarily housekeeping matters. On motion by Councillor C. Weylie - it was resolved: "That Council approve amendments to Chapter 210 (Cemeteries) of the City of Kitchener Municipal Code as outlined in the draft by-laws attached to the report of Mr. G. Kett, Manager of Cemetery and Golf Course Operations, dated February 28, 2000; and, That Council approve an amendment to the Cemeteries Tariff of Charges to provide for fees to be charged for the Dedication Centre niche units, as attached to the report of Mr. G. Kett, Manager of Cemetery and Golf Course Operations, dated February 28, 2000; and further, That staff be directed to forward copies of the approved by-laws and the amendment to the Cemeteries Tariff of Charges to the Registrar of the Cemeteries Regulations Branch." RESIDENTIAL MARKET PLAN FOR "DIRECT DETECT" FIRE AND CARBON MONOXIDE ALARM MONITORING The Committee was in receipt of a report from Mr. J. Coish, Manager of Alarm Monitoring, dated March 6, 2000, providing background information and market strategies for the department's "Direct Detect" Fire and Carbon Monoxide Monitoring. Mr. Coish was in attendance and presented the report outlining the market strategies with respect to existing homes, new homes, the fee assistance program and a rate schedule. The report also contained information on the product. Mr. Coish asked the Committee to consider permitting fire fighters to do installations for this project outside their normal work hours, which he advised would create a large installation and marketing force. He then read aloud the recommendations contained in the staff report, asking for the Committee's approval. A discussion took place with respect to the fee assistance program and installation of these units in rental accommodations. Mr. Coish noted that the rental cost is $4.11 with the fee assistance. Councillor T. Galloway questioned the possibility of insurance rebates and Mr. Coish advised that most customers of the "Direct Detect" program have received insurance rebates of 5 - 20% with the average being 10%. He also advised that the Fire Department is conducting a survey of insurance companies to determine which are offering rebates on the insurance premiums for homes containing the "Direct Detect", which will become a public documents. Mayor C. Zehr stated that the City needs to become stronger in its representations to the insurance companies. On motion by Councillor C. Weylie - it was resolved: COMMUNITY SERVICES COMMITTEE MINUTES MARCH 6, 2000 - 10 - CITY OF KITCHENER 4. RESIDENTIAL MARKET PLAN FOR "DIRECT DETECT" FIRE AND CARBON MONOXIDE ALARM MONITORING (CONT'D) "That the report of Mr. J. Coish, Manager of Alarm Monitoring, dated March 6, 2000, with respect to residential market plan for "Direct Detect" Fire and Carbon Monoxide Alarm Monitoring serve as a guide to the Kitchener Fire Department's market strategy and the development of marketing programs, which will remain subject to budget approvals; and, That the Residential Alarm Monitoring Rate Schedule contained in Appendix A of the report of Mr. J. Coish, Manager of Alarm Monitoring, dated March 6, 2000, be accepted for the year 2000, with any future changes being brought forward during the annual budget review process; and, That the Legal Department prepare any and all agreements necessary to meet the City of Kitchener's Direct-to-Fire Alarm Monitoring Program; and further, That the Fire Chief and Deputy Fire Chief be given signing authority for all customer, dealer and product purchase agreements." INFORMATION ITEMS The Committee acknowledged receipt of the information items attached to the agenda. With respect to the report on the community use and parking at the Kitchener Armoury, Councillor M. Yantzi questioned what kind of space is available for community groups. It was noted that there is a multi-purpose room and that the Armoury seems to be open to the community use of the facilities and parking. With respect to the Corporate Golf Plan 2000, Councillor J. Ziegler questioned how many people can play for the proposed fee. Mr. G. Kett advised that 4 people could play for the $75.00 fee. He noted that staff have tried to come up with a play which will have a slight advantage, while trying to balance corporate needs with the City's needs. Mr. Kett then advised that the fee allows for 2 tee times per day for 4 players each. Councillor J. Haalboom commented on the staff report dealing with the method of reproduction for photographic images. Mr. G. Kett responded that given the number of requests staff have received, the general public is well served by what is permitted in the by-law currently. He noted that exceptions can still be permitted by Council. He also noted that there have not been many requests received for this type of photographic image. Councillor Haalboom requested a report on the number of monuments using this technique and the percentage of failures and also where this technique has been used in Ontario. She asked for a report within the next 6 months. Mr. Kett responded that staff could check with local dealers and expand its research and questioned whether the report is relative to this one particular process. Councillor T. Galloway confirmed that the report requested by Councillor Haalboom is relative to the one particular process dealing with photo attachments of non-breakable polymaterial on upright memorials.
