Lorentz, commencing at 2:38 p.m., with the following members present: Mayor C. Zehr and Councillors T. Galloway, J. Haalboom, Jake Smola, John Smola, K. Taylor-Harrison, B Vrbanovic, C. Weylie, M. Yantzi and J. Ziegler. Others present: Ms. P. Houston, Ms. S. Adams, Ms. S. DeSchiffart, Ms. J. Hutchinson, Ms. R. Willis, Messrs. F. Pizzuto, D. Daly, K. Baulk, G. Melanson, D. Chapman and Ms. D. Gilchrist. 1. SENIORS' DAY PROGRAMS - RECOGNITION OF PARTNERSHIP WITH KITCHENER SENIOR VOLUNTEER SERVICES INC. AND CAMERON HEIGHTS KIWANIS CLUB The Committee was in receipt of staff report CSD-00-085, dated October 16, 2000, explaining the partnership involved between the Cameron Heights Kiwanis Club and Kitchener Senior Volunteer Services Inc. in the purchase of a passenger van for use by Kitchener Seniors' programs. Ms. S. DeSchiffart presented the report and Mr. L. Thompson appeared as a delegation representing Kitchener Senior Volunteer Services Inc. A brief video of the successful use of the van was shown. On motion by Councillor J. Haalboom - It was resolved: "That the City of Kitchener recognize the efforts of the Cameron Heights Kiwanis Club and the Kitchener Senior Volunteer Services Inc., in the purchase of a passenger van for use by Kitchener seniors' programs." CHRISTKINDL MARKET - GRANT REQUEST The Committee was in receipt of staff report CSD-00-086, dated October 5, 2000, recommending an in-kind grant for this year's Christkindl Market, in the amount of $10,000. Mr. D. Chapman introduced the report. Mr. Tony Bergmeier appeared as a delegation in support of the grant application. He introduced several members of the Christkindl Market committee and spoke of the many successes enjoyed by the Market. He requested continued support for the Market from the City of Kitchener, noting that the Market continues to grow. Councillor J. Ziegler questioned when the Market would be through its development phase and when the City would no longer be requested to contribute to it. Mr. Bergmeier advised that the market has grown each year and it still developing and he could not put a date on the completion of the development phase. On motion by Councillor K. Taylor-Harrison - It was resolved: "That Council support Christkindl Market with an in-kind grant of $10,000. from the general provision account to help offset expenses related to actual costs incurred by the City to produce this event from December 7-10, 2000." INTRODUCTION OF NEW STAFF MEMBER Mr. F. Pizzuto introduced Mr. Brian Trushinski, the new Facilitator of Design and Development and welcomed him to the City. WATERLOO REGIONAL ARTS COUNCIL - LOAN FORGIVENESS The Committee was in receipt of staff report CSD-00-089, dated October 3, 2000, in response to a request received from the Waterloo Regional Arts Council for forgiveness of the remainder owing on the facade improvement loan for the property at 37 Market Lane. Mr. Robert Achtemichuk from the Waterloo Regional Arts Council appeared as a delegation in support of their request. He advised that the Arts Council has limited resources and is unable to pay the remainder of the loan; further, they no longer have their office at 37 Market Lane. COMMUNITY SERVICES COMMITTEE MINUTES OCTOBER 16, 2000 - 84 - CITY OF KITCHENER WATERLOO REGIONAL ARTS COUNCIL - LOAN FORGIVENESS (CONT'D) Mr. F. Pizzuto requested a change of the wording of the resolution to request a general provision grant to off-set the balance of the loan rather than forgiveness of the loan. On motion by Councillor T. Galloway- It was resolved: "That Council provide a general provision grant to the Waterloo Regional Arts Council in the amount of $1,418.22 to be applied against their facade loan issued on September 10, 1992." THE ARTS OF CHRISTMAS FESTIVAL - GRANT REQUEST The Committee was in receipt of staff report CSD-00-098, dated October 10, 2000, in response to a grant application received from The Art of Christmas Festival for an in-kind services grant and a cash grant in the amount of $20,000. The staff report recommends the cash grant but not the in- kind services grant, and recommends an assessment of the Festival in February 2001. Mr. F. Pizzuto reviewed the staff report. Mr. Steven Boudreau appeared as a delegation to represent the grant application for The Arts of Christmas Festival. Mr. Bourdreau advised the Committee of support already received for this Festival from downtown retailers and the government of Canada. He introduced members of the Festival Committee and requested that Ms. Cheryl Ewing be permitted to make a brief presentation. Ms. Ewing then addressed the Committee recognizing the City's efforts to promote and support the downtown. She stated that this Festival was designed to support and maintain a strong downtown. She noted that the timing for the Festival, December 7-10, 2000 is deliberate as running more than one Festival simultaneously increases tourism. She advised that the programming of this Festival and the Christkindl Market will be complimentary. Councillor B. Vrbanovic put forward a recommendation contained in the staff report. Mayor C. Zehr advised that he had spoken with Mr. Boudreau about this Festival before. He questioned Mr. Boudreau with respect to a statement in his letter of September 18, 2000, attached to the agenda, concerning limited liability to the City and the request for official designation in the first year. Mr. Boudreau explained that they will not be receiving their charitable status until approximately April 2001 and, if they partner with the City of Kitchener, they are requesting that the City issue tax receipts for their first year of operation. He advised that their primary focus is to obtain funding through the marketing budgets of various companies; however, some contributions come from donation budgets, and they will not gain access to those funds if they cannot issue charitable receipts. Mayor Zehr noted the dates of the Festival, being December 7-10, 2000, and asked why they have not made their request for financial and other support sooner. Mr. Boudreau responded that the window of opportunity is here now; as there is sensitivity for downtown issues which may change. Also, there is a concern about east end downtown businesses who are having a struggle, and it is necessary to re-introduce pathways to this area. Mayor Zehr then questioned what would happen to the festival if the full amount of the requested cash grant was not received. Mr. Boudreau responded that the Festival will still be held but will be severely hampered. He noted that the cash grant would be used to pay for entertainment; noting that the purpose of the Festival is to showcase artists from this area. Mayor Zehr questioned what connection there would be with the Christkindl Market. Mr. Boudreau responded that they have spoken with the organizers of the Christkindl Market and this Festival would be complementary but not the same as the Market. He advised of his vision to market the City of Kitchener as the City of Christmas. Councillor T. Galloway questioned the form of Mr. Boudreau's organization. Mr. Boudreau advised that it is loosely formed at this time but they are moving towards a structured board in THE ARTS OF CHRISTMAS FESTIVAL - GRANT REQUEST (CONT'D) COMMUNITY SERVICES COMMITTEE MINUTES OCTOBER 16, 2000 - 85 - CITY OF KITCHENER order to be a charitable not-for-profit corporation, which will probably take place in April or May 2001. Councillor Galloway questioned the sustainability of this event and Mr. Boudreau spoke of their fundraising efforts and some of their physical assets. When questioned as to how this Festival would compare with other festivals, Mr. Boudreau advised that this would be more of an entertainment festival along with village lights, which will remain until February or March. He noted that these are expenses that the Christkindl Market would not incur. Councillor C. Weylie questioned whether there would be joint marketing with the Christkindl Market and was advised that there will be a joint festival guide this year and more will be done together next year. Mr. Boudreau then spoke of future plans for the Festival including participation by/use of the new Farmers' Market and heated tents. Council B. Vrbanovic amended his previous motion for a one-time grant. He spoke in favour of the Festival and asked the Committee to support the motion. On motion by Councillor B. Vrbanovic- It was resolved: "That Council provide a one-time general provision cash grant in the amount of $20,000. to the Art of Christmas Festival for the year 2000; and, That the City of Kitchener not provide in-kind services or access to charitable status to issue receipts for donations made to the festival; and further, That Festival organizers submit a full report to the Community Services Department in February 2001, outlining the outcome of the Festival from people participation and cost perspectives along with a vision for the future." Carried unanimously. KITCHENER-WATERLOO TRACK AND FIELD ASSOCIATION - SIGNING AUTHORITY FOR LETTER OF UNDERSTANDING The Committee was in receipt of staff report CSD-00-093, dated October 6, 2000, with respect to leasing 90 hurdles from the Kitchener-Waterloo Track and Field Association, for $1.00, to be used at Centennial Stadium. On motion by Councillor T. Galloway - It was resolved: "That Frank Pizzuto, General Manager of Community Services, be authorized to sign a Letter of Understanding with the Kitchener-Waterloo Track and Field Association with respect to the lease of hurdles." ENTERPRISE FOOD AND BEVERAGE OPERATIONS - REQUEST TO HIRE CONSULTANT The Committee was in receipt of staff report CSD-00-096, dated October 10, 2000, recommending that a consultant be engaged to analyze the food and beverage components for all Enterprise Units and recommend a preferred delivery model. On motion by Mayor C. Zehr- It was resolved: "That the City of Kitchener engage the services of a consultant to conduct a brief analysis of the food and beverage components of all Enterprise unit operations and recommend a preferred deliver model; and further, ENTERPRISE FOOD AND BEVERAGE OPERATIONS - REQUEST TO HIRE CONSULTANT (CONT'D) That the review be funded from current Enterprise unit capital budgets." COMMUNITY SERVICES COMMITTEE MINUTES OCTOBER 16, 2000 - 86 - CITY OF KITCHENER SIGNING AUTHORITY FOR OKTOBERFEST PARTICIPATION The Committee was in receipt of staff report CSD-00-092, dated October 4, 2000, recommending that the Market Facilitator be permitted to sign an annual contract with K-W Oktoberfest Inc. to include the Kitchener Farmers' Market as an official Oktoberfest event. On motion by Councillor J. Ziegler- It was resolved: "That the Market Facilitator be authorized to sign an annual contract on behalf of the Corporation of the City of Kitchener with K-W Oktoberfest Inc., to include the Kitchener Farmers' Market as an official Oktoberfest event; and, That in the absence of the Market Facilitator, the Director of Business Enterprise be authorized to sign the contract on behalf of the City of Kitchener; and further, That this authorization include retroactive approval for inclusion in Oktoberfest 2000." SIGNING AUTHORITY FOR CONCORDIA CLUB LEASE OF SPACE AGREEMENT 10. 11. The Committee was in receipt of staff report CSD-00-095, dated October 5, 2000, recommending that the Special Events Facilitator be authorized to sign an agreement with Concordia Club to "lease" space from the City for the purpose of selling food and alcohol at the Christkindl Market in 2000. On motion by Councillor J. Ziegler- It was resolved: "That the Special Events Facilitator be authorized to sign an annual contract, in a form satisfactory to the City Solicitor, between the City of Kitchener and the Concordia Club allowing them to "lease" space from the City of Kitchener for the purpose of selling food and alcohol on Civic Square during Christkindl Market from December 7-10, 2000." FESTIVAL OF THE NIGHT OVEREXPENDITURE The Committee was in receipt of staff report CSD-00-097, dated October 10, 2000, requested an overexpenditure for the Festival of the Night 2000. Mr. D. Chapman presented the report and explained the overexpenditure. On motion by Councillor M. Yantzi- It was resolved: "That Council approve an overexpenditure of $52,000. for the 2000 Festival of the Night to be held in Civic Square and Victoria Park on December 31, 2000." ONTARIO REGISTERED TEACHERS' ASSOCIATION - GRANT AMENDMENT 11. The Committee was in receipt of staff report CSD-00-088, dated October 6, 2000, requesting the Committee's direction with respect to a letter received from the Ontario Registered Music Teachers' Association, attached to the staff report. It was noted that Council had approved a grant of $1,500. to this organization, on December 13, 1999, provided they received matching funds from the City of Waterloo. The letter advises that the grant received from the City of Waterloo was $200. they also received a grant of $500. from the Township of Woolwich. Councillor J. Haalboom advised that she has moved the recommendation and is now prepared to move a motion for a grant $700. which matches the combined grants of the City of Waterloo and the Township of Woolwich. ONTARIO REGISTERED TEACHERS' ASSOCIATION - GRANT AMENDMENT (CONT'D) On motion by Councillor J. Haalboom - It was resolved: COMMUNITY SERVICES COMMITTEE MINUTES OCTOBER 16, 2000 - 87 - CITY OF KITCHENER 12. 13. "That Council approve a cash grant of $700. to the Kitchener-Waterloo Branch, Ontario Registered Music Teachers' Association for their millennium concert to take place on November 25, 2000, which matches their combined grants from the City of Waterloo and the Township of Woolwich." K-W BARRIER FREE ADVISORY COMMITTEE The Committee was in receipt of staff report CSD-00-094, dated October 5, 2000, recommending a grant of $1,000. for the K-W Barrier Free Advisory Committee to contribute to their cost for American Sign Language interpretation. On motion by Councillor T. Galloway- It was resolved: "That Council approve a cash grant to the Kitchener-Waterloo Barrier Free Advisory Committee in the amount of $1,000. toward the cost of providing an American Sign Language interpretation services at monthly committee meetings and annual training of committee volunteers." INTERNATIONAL YEAR OF THE VOLUNTEER - RAISING FLAGS AT CITY HALL 14. 15. The Committee was in receipt of staff report CSD-00-091, dated October 16, 2000, requesting that flags commemorating the United Nations International Year of the Volunteer be flown at City Hall from December 5, 2000 to December 5, 2001. Ms. J. Hutchinson reviewed the request in the staff report. On motion by Councillor J. Ziegler- It was resolved: "That Council grant permission to fly flags on the flag poles in front of City Hall and at the corner of Duke and Younge Streets from December 5, 2000 to December 5, 2001 commemorating the United Nation's International Year of the Volunteer." NAMING OF GREEN - OKTOBERFEST PLATZ The Committee was in receipt of staff report CSD-00-099, dated October 11, 2000, recommending the request of K-W Oktoberfest Committee that a portion of the Charles Green be named "Oktoberfest Platz". On motion by Councillor J. Ziegler- It was resolved: "That the parcel of land located at the corner of Benton Street and Charles Street East (formerly a portion of Charles Green) be named "Oktoberfest Platz".
