Draft Heritage Impact Assessment
The Planning Division is in receipt of a draft Heritage Impact Assessment (HIA) dated August 14,
2019 and revised October 10, 2019 prepared by CHC Limited, regarding a proposal to redevelop
19-41 Mill Street. The subject property is adjacent to 45 Mill Street, which is designated under
Part IV of the Ontario Heritage Act, and 541-561 Queen Street South, which are designated under
Part V of the Ontario Heritage Act and forming part of the Victoria Park Area Heritage
Conservation District (VPAHCD).
The applicant proposes to demolish the dwellings located on 19, 25, 29, 33, 37, and 41 Mill Street
(which have no heritage status) and construct an 8 and 10 storey multiple residential building.

The applicant and heritage consultant will be in attendance at theNovember 5meeting of
Heritage Kitchener to present the draft HIA and answer questions. Heritage Planning staff will be
seeking the committee’s input and comments which will be taken into consideration as part of
staff’s review of the HIA and the processing of the associated planning applications. A motion or
recommendation to Council is not required.
Relevant pages from the draft HIA are attached to this memo. The full draft HIA will be made
available under separate cover on the City’s website.
