HomeMy WebLinkAboutCouncil Minutes - 2019-11-25 SSPECIAL COUNCIL MINUTES NOVEMBER 25, 2019 CITY OF KITCHENER A special meeting of City Council was held at 12:47 p.m. this date, Chaired by Mayor B. Vrbanovic with all members present. Notice of this meeting had been previously given to all members of Council by the City Clerk pursuant to Chapter 25 (Council Procedure) of the Municipal Code. IN CAMERA MEETING AUTHORIZATION Moved by Councillor K. Galloway-Sealock Seconded by Councillor D. Schnider "That an in -camera meeting of City Council be held immediately following this special meeting to consider one matter concerning city negotiation strategy/instruction." Carried. COUNCIL MEMBER COMMITTEE APPOINTMENTS Moved by Councillor M. Johnston Seconded by Councillor P. Singh "WHEREAS Council members were appointed to various committees and boards on November 19, 2018 for a 1 -year term ending November 30, 2019; THEREFORE BE IT RESOLVED that the existing council member committee appointments shall be extended to a term ending December 17, 2019." Carried. BY-LAW FOR THREE READINGS Moved by Councillor D. Schnider Seconded by Councillor P. Singh "That leave be given the Mover and Seconder to introduce the following by-law for three readings and that the same be taken as read a first, second and third times, and finally be passed and numbered serially by the Clerk" a. Winter Maintenance By -Law (By-law No. 2019-131) Carried. Council recessed at 12:50 p.m. and reconvened at 3:38 p.m., Chaired by Councillor J. Gazzola with all members present except Mayor B. Vrbanovic and Councillor B. loannidis. OPERATING BUDGET — DIRECTION Moved by Councillor S. Davey Seconded by Councillor P. Singh "That staff be directed to report and/or take appropriate action on the following matters arising from the November 25, 2019 Special Finance and Corporate Services Committee meeting relative to the 2019 Operating budget, as outlined in the chart below: SPECIAL COUNCIL MINUTES NOVEMBER 25, 2019 -186- CITY OF KITCHENER Division/Area Topic Affordable Housing FINANCIAL PLANNING Kitchener Public Library Full Time Equivalent (FTE) Positions Action Send an email outlining challenges and benefits around a matching strategy with the community, to match the City's potential donation to ALLIN2020 related to affordable housing.. Prepare an issue paper regarding additional funding for incremental staff at Library for Sept to Dec 2020 (with full annual funding in 2021). Include a recommendation on how this could be funded, and a calculation of what KPL's grant would be using the 2 year average of CPI (2,2%) instead of the 2019 amount (1.9%). Send an email detailing funding sources for the 12 FTEs listed in OP -6 issue paper. Neighbourhood Prepare an issue paper that outlines COMMUNITY Programs & options for the City to provide funding to SERVICES Services Neighbourhood Associations that require additional financial support. INFRASTRUCTURE As part of the Water Utilities rate report, SERVICES Storm Water include stormwater rates from 2011 to current (both % and $ amount). Prepare an issue paper regarding the impact of increasing parking dividend paid PARKING Parking Dividend to the city by $100K/year, $50K/year, or a one-time transfer. Also include information on Parking debt (amount, maturity date, etc.)." S. BY-LAW FOR THREE READINGS Moved by Councillor D. Schnider Seconded by Councillor P.
