James Mitchell, Kathy Crossley and Shirley Madill. Regrets: Craig Haney, Councillor Sarah Marsh, and Cory Bluhm. Recorder: Stefanie Gollin The meeting began at 8:31 a.m., with Darryl Moore as Chair. APPROVAL OF AGENDA/DECLARATION OF CONFLICTS Moved by Julie Phillips, seconded by Councillor Debbie Chapman "That the Board approve the July 24, 2019 meeting agenda with the amendment of the June financials." Carried Unanimously No conflict of interest was declared by any member of the Board at this time. APPROVAL OF MINUTES Moved by Cara Watson, seconded by Phong Tran "That the Board approve the June 26, 2019 meeting minutes." Carried Unanimously WRPS UPDATE Cst. James Mitchell shared that an important meeting was called by the Mayor to address safety concerns in the downtown. It was noted that most calls to service in the Region are for homelessness and drug consumption. Superintendent Hilton committed to having more officers in the core (on foot and bike) within the coming weeks to help alleviate the issues and concerns in the downtown. Michael Rederer joined the meeting (8:33 a.m.) Mayor Berry Vrbanovic joined the meet (8:35 a.m.) Linda Jutzi shared her perspective and frustrations with the current situation in the downtown. Ms. Jutzi noted that it is important that together the Region and City help support these issues, the BIA cannot do this alone. Mayor Berry Vrbanovic agreed that it is important for others to step up and support. Mayor Vrbanovic encouraged the BIA to write a letter to the Regional Chair and the 5 Kitchener Councillors expressing concerns and the need for support. Ms. Jutzi noted that she has met with Regional Chair, Karen Redman to share the current programs funded by the BIA and the importance for additional supports. The Region of Waterloo Public Health department have developed an Advisory Group for the Interim CTS (Consumption Et Treatment Services). The Interim site is anticipated to open in September, with the site fully operations in February 2020. Board Directors, Phong Tran and Darryl Moore inquired as to how WRPS will handle homelessness issues in the downtown. Cst. Mitchell confirmed that they will be visiting the hot spots, including lanes ways more frequently. Mayor Vrbanovic added that the Region is also looking at housing issues but are waiting on Federal funding. Cst. James Mitchell left the meeting (8:50 a.m. ) BOARD REPORTS Linda Jutzi shared a brief overview on Canada Day, Sights Et Lights (ION Launch Party) and the DTK Patio Crawl. Phong Tran asked for clarification on the "program review" portion of the reports; Ms. Jutzi, and Stefanie Golling clarified that as part of the grant review process all categories relate back to the Strategic Priorities, and core values when being evaluated. IN -CAMERA Moved by Julie Phillips, seconded by Phong Tran "That the Board enter an in -camera session." Carried Unanimously Kathy Crossley left the meeting (9:00 a.m.) Phong Tran left the meeting (10:01 a.m. ) Phong Tran returned to the meeting (10:04 a. m.) Moved by Michael Rederer, seconded by Erika Holenski "That the Board leave the in -camera session." Carried Unanimously OTHER BUSINSESS Linda Jutzi shared a brief update on: • 2019 Kitchener -Waterloo Oktoberfest activation in the downtown • Creative Capital of Canada banner creation across the Region (Kitchener, Waterloo and Cambridge). Banners are anticipated to go up shortly and stay until after Oktoberfest. o This initiative is being led by HIP developments.
